This consultancy will work with the  Malawi team and the Ministry of Health (MoH) to implement activities for The Adolescents and Children HIV  Incidence Reduction, Empowerment and Virus Elimination (ACHIEVE) Project at national and district levels in Malawi towards improved community-based health service delivery, particularly for pregnant women and neonates.  This work will be done through the use of the integrated community health information system (iCHIS), upskilling and supervision of community health workers in two of ACHIEVE’s districts of  Balaka and Thyolo.

The consultant will play a pivotal role in translating implementation into measurable impact, supporting district teams in aligning plans with community needs, coordinating partner engagement, and ensuring timely reporting and data integration through iCHIS. 

This position is based in Lilongwe, Malawi, and is open to Malawian nationals with up to 60% local travel. 

Project Description  

In partnership with Pact and the Ministry of Health, Last Mile Health (LMH) is set to implement the anticipated Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) Project in Malawi. Within the ACHIEVE scope, LMH will focus on strengthening maternal and child health systems by enhancing the skills and capacity of community health workers (CHWs), supervisors, and district officials. This work centers on upgrading and deploying the integrated Community Health Information System (iCHIS), alongside upskilling and supervision of CHWs in Community-Based Maternal and Newborn Care (CBMNC) across Balaka and Thyolo districts. In collaboration with the Ministry of Health’s Digital Health Division, Community Health, and Reproductive Health Directorate, LMH will support CHWs to deliver timely care to pregnant women, track patients, identify danger signs for referral, and ensure appropriate follow-up.

Through ACHIEVE’s Objective 3; strengthening health systems for sustainability and transition to Government of Malawi ownership, LMH is advancing three strategic priorities: 

• Enhancing iCHIS functionality and developing a costed roadmap for integration with the Malawi Healthcare Information System (MAHIS); 
• Building the capacity of over 1,000 CHWs in Balaka and Thyolo to deliver quality services using iCHIS and CBMNC; and 
• Developing a sustainable financing model for the maternal emergency transportation system, m-mama. 

Together, these efforts aim to improve district-level service delivery, strengthen emergency referral systems, and ensure long-term financial and operational sustainability for maternal and child health in Malawi.

Consultancy Details

• Estimated start date: June 2026
• Commitment: Up to 35 hours/ week 
• Estimated Fees Amount: $2,700 - $3,200/ month

Scope of Work 

The District Implementation Consultants (2) (Achieve Project) will work closely with the Senior Manager - Program Delivery and Country Programs team in supporting finance and operations processes for the project.

What You’ll Do:

Program implementation, stakeholder coordination, reporting, and data management (70%) 

• Work hand in hand with the Digital Health Specialist and Senior Manager- Program Delivery in the development and implementation of plans for the Project.  
• Liaise with the District Health Management Team in the district to ensure their ownership of the program implementation and to ensure that the implementation is progressing as planned.
• Collaborate with District-level partners to leverage opportunities and to ensure their active engagement and support in the implementation of the program.
• Ensure timely completion of field-level reporting, including the compilation of supervision, Review meeting, training, and workshop reports.
• Coordinate with the MERL Specialist on all data issues and areas related to monitoring, evaluation, accountability, and learning.
• Represent LMH at District Executive Committees (DEC) and Health partners meetings, and periodically make presentations of LMH key deliverables and progress of implementation.
• Coordinate supervision feedback meetings with the DCHC and other coordinators (IMCI and CBMNC)  to review supervision observations and design quality improvement plans. 
• Track, report, and escalate any challenges that are raised by iCHIS users to the district health officers/the national iCHIS support team following the outlined iCHIS issue reporting procedure. 
• Document program success stories and good practices quarterly.
• Conduct data entry for iCHIS and Upskill (CBMNC) training pre,  post tests and skills assessments. 

Finance and Administration(30%)

• Prepare meeting/workshop materials, e.g., participants' registration forms, attendance sheets.
• Assist in preparing budgets for meetings and training.
• Assist the program team to produce letters, documents, reports, presentations, and materials for distribution (including Word documents, computer graphics, layout, photocopying, etc.).
• Organize and coordinate meetings on-site and off-site; verify meeting venues, arrange for water/refreshments.
• Coordinate transport needs for the district for both LMH and MoH as required to ensure that a comprehensive transportation schedule for district-planned activities is in place.
• Actively participate and assist the technical team in drafting project budgets and work plans.

What You’ll Bring:

• Diploma in Public Health, Environmental Health, or related fields. Relevant qualifications in computer science/ IT  would be an added advantage)
• Demonstrated experience in working at the district level.
• Demonstrated experience working with the government 
• Ability to communicate complex and sensitive information with discretion and confidence.
