Background

The European Endowment for Democracy (EED) is a grant-making organisation that supports pro-democracy actors across the European Neighbourhood and beyond. EED supports civil society organisations, independent media, and civic activists working in some of the most challenging political contexts. Effective communication is essential to advancing EED’s strategic goals, engaging stakeholders, and amplifying the voices of those we support.

EED seeks a Communications & Advocacy Consultant to help shape and implement its evolving communications strategy, with a particular focus on communications strategy, content creation, institutional advocacy and strategic positioning—including efforts related to the next MFF.

Scope of Work

Working in close collaboration with the Senior Communications Manager and relevant colleagues, the Consultant will:

1. Strategic Communications Development

• Support the design and roll-out of an updated communications strategy aligned with EED’s priorities and evolving institutional positioning.

• Translate organisational and policy insights into compelling communications outputs for various audiences.

• Advise on EED’s messaging and narrative in relation to external advocacy moments, including key EU budgetary and political processes (e.g. MFF, NDICI-Global Europe).

2. Content Planning and Creation

• Develop high-quality editorial and multimedia content for EED’s website, newsletters, social media and impact reports.

• Curate and manage thematic storytelling and impact profiles that reflect EED’s work on the ground.

• Draft opeds, executive briefs, talking points and other advocacy collateral.

3. Advocacy and Stakeholder Engagement

• Support the development of communications plans for major advocacy moments, including EU institutional engagements.

• Ensure consistent, credible positioning of EED in Brussels and with other key stakeholders through strategic content and outreach.

• Prepare briefing materials and visibility tools to support high-level engagements and presentations.

4. Monitoring and Evaluation

• Track the performance of key communications channels and provide insights to refine strategy.

• Contribute to internal reporting and learning processes related to communications and advocacy.

5. Other Tasks

• Contribute to the ongoing refinement of EED’s internal knowledge-sharing tools and processes, including alignment with communications efforts.

• Support the Senior Communications Manager and other colleagues on ad hoc tasks, as needed.

Deliverables (indicative)

• Regular content pipeline for EED’s four main communication streams: EED Partners, Insights, Impact and People

• Contributions to revamped knowledge, content and comms architecture (website, social, email, multimedia)

• Regular progress reports on communications impact and reach.

Qualifications

• Minimum 10 years of experience in strategic communications, public affairs, or editorial roles within the strategic grantmaking, think tank or international policy space.

• Proven track record in designing and executing communications strategies for advocacy and visibility.

• Outstanding writing and editing skills, with the ability to adapt tone and register for different audiences.

• Strong understanding of EU institutional dynamics, policy processes (esp. MFF), and donor communications.

• Experience working on or with civil society, democracy promotion or development aid a strong asset.

• Politically savvy, detail-oriented, and able to work independently in a fast-paced, multilingual environment.

• Fluency in English required; other EED-relevant languages an asset.
