About the Program

Evidence Action is implementing the Vouchers for Safe Water Program in targeted communities in Nimba. The program promotes the use of chlorine to treat household drinking water. The Vouchers for Safe Water program partners with the WASH Commission and the Nimba County Health Office to increase chlorination of household drinking water in households with a pregnant woman and/or with at least one child under the age of 5. 

With Certificate of approval from the Ethnical Board of Liberia (IRB-ACRE), The organization regularly undertakes monitoring activities to document household utilization of the chlorine supplied by the program. A key component of the MLE Framework for the VSW pilot in Liberia is accurately estimating program coverage, specifically measuring household enrollment, redemption, and adherence to chlorination practices. 

The objective of the Household Indicator Activity is to measure the "# of HHs with U5 and/or pregnant women who have contact with VSW facilities”–the target population for intervention in the VSW program during the duration of the pilot. This metric is critical to measuring program coverage as it is compared against enrollment, redemption, and adherence figures to estimate overall program coverage.

To achieve this, we are seeking applications for Short Term Enumerators to conduct this assessment:

  • Identify all ANC and U5 client visits to the facility during the period under review.
  •  Identify known familial relationships between client visits (ie. mother/child relationships and sibling relationships) during the period under review
  • Identify repeat visits from the same household during the period under review (ie, the same ANC or U5 clients coming back to the facility across multiple months).

Duties and responsibilities

The Data Entry Clerk or Enumerator is responsible for accurately collecting, recording, and entering patient and health-related data into designated systems. This role supports the facility’s data management processes.

  • Collect and verify patient information, health statistics, and service delivery data.
  • Enter data into electronic devices, databases, or reporting tools with precision and consistency.
  • Review data for completeness and accuracy, resolving discrepancies as needed.
  • Maintain strict confidentiality of all patient records and sensitive health information.
  • Organize and store data securely in accordance with facility protocols and data protection regulations
  • Collaborate with healthcare staff to ensure data integrity and support quality improvement initiatives.

Key performance Indicators

Confidentiality Commitment:
All data entry clerks and enumerators must adhere to strict confidentiality standards. This includes:

  • Never disclosing patient information to unauthorized individuals.
  • Following all data protection policies, including HIPAA (or local equivalents).
  • Reporting any breaches or concerns immediately to the designated supervisor.

Qualifications

  • A University Student or University Graduate
  • Basic computer literacy and familiarity with data entry software.
  • Familiarity with mobile data collection tools (e.g., Survey CTO, ODK) is an advantage.
  • Attention to detail and commitment to accuracy.
  • Understanding of confidentiality and ethical standards in healthcare setting.

Working conditions

The selected enumerators must be based in Nimba county.

Physical requirements

Enumerators must be willing to ride motorcycles to reach certain locations and willing to spend overnight in remote places in order to meet their target.
