HALO's Syria Program:

HALO's program in Syria was established in 2016 and is coordinated from offices in Amman, Jordan, and Syria. HALO conducts its projects in Syria through a HALO Field Office in Idleb, Daraa and now we are expanding Current projects in different locations in Syria include Explosive Ordnance Disposal (EOD), Non-Technical Survey (NTS), and Explosive Ordnance Risk Education (EORE). 

Role Summary:

  • Provide day-to-day financial work of the HALO Syria programme, from the Damascus office, with oversight of the various locations in Syria.
  • Assist in office management for HALO staff.
  • To serve as additional oversight for the processes taking place in the programme, whether regarding financial matters or issues involving various authorities.
  • Work within, uphold, and promote HALO’s core values and standards, applying policies including, legal frameworks, health & safety, and safeguarding
  • Carry out other duties as directed by the International Finance Manage (IFM) or Programme Manager (PM) to meet programme standards and operational requirements.

Cash and Bank

  • Execute daily banking operations within Syria, including: opening / closing bank accounts;
  • processing transfers, deposits, and cash withdrawals; and receiving cash on a needs basis.
  • Act as the main point of contact for all banking-related inquiries and issues in country.
  • Oversee maintenance of adequate cash levels in the programme’s location Finance safes.
  • Process payments upon checking invoices & receipts, ensuring that supporting documents are in line with the HALO policies and standard operating procedures (SOPs).
  • Executing the regular cash count (close of business each Thursday and end of the month), reconciling the balance against the cash records.
  • Prepare the monthly cash request with support from the Programme Manager and submit it to the IFM based on the deadlines agreed upon.
  • Perform the monthly Bank reconciliation of the programme’s cash and bank accounts.

Accounting

  • Post all financial transactions on HALO’s accounting system (Oracle NetSuite) and ensure supporting pieces of evidence (receipts, invoices, etc.) are uploaded.
  • Print out, sign, and archive all vouchers in specified files.
  • Update the Open Vouchers and reconciling them each month.
  • Archive all financial documents the appropriate part of OneDrive or SharePoint.
  • Monitor and ensure involvement in procurement processes across the programme’s locations.
  • Support the PM, IFM, and auditors for HALO HQ, donor, and statutory audits.
  • Keep track of monthly payments and recharge schedules, such as premises rent, fuel, etc., and post them regularly to NetSuite.
  • Together with HR, ensure that salaries are prepared as required (including overtime calculations, recording of vacation and sick days, etc.), and are submitted for the PM’s approval before being processed for pay slips. After receiving the pay slips, verify their accuracy and accordingly recommend to the PM approval of the actual payments.

Planning

  • Ensure an in-depth familiarity with the programme's budget requirements in order to assist budget planning for grant submissions and contract reviews.
  • Update relevant programme information in Adaptive Insights (budgeting and reporting system) and NetSuite software (accounting system).
  • Build budgets from scratch through to final product for review and approval by the PM.
  • Other Work within the framework of HALO’s core values and standards.
  • Ensure familiarity with and adhere to all HALO policies and procedures.
  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework.
  • Understand and uphold the standards outlined in HALO’s safeguarding policy, acting with due care and attention to safeguard the well‐being of anyone that comes into contact with HALO’s work and reporting concerns if they arise.
  • Discharge duties and responsibilities under HALO’s health and safety procedures.
  • Carry out any other duties and tasks as directed by the PM and/or the IFM to meet programme standards and operational requirements.

Essential

  • Proficiency in Microsoft Office software.
  • Fluent in English (Writing, Speaking).
  • Good communication and interpersonal skills.
  • Qualification in Finance, Accounting or Business Management.

Desirable

  • Familiarity with Workday Adaptive Insights and Oracle NetSuite software platforms
  • Experience with building budgets for grant applications
  • Experience in humanitarian, development or peacebuilding sectors
