The Health & Nutrition Programme Manager plays a central leadership role in overseeing Trócaire Somalia’s integrated Health and Nutrition portfolio. This position holds overall responsibility for the design, delivery, and performance of high-quality, context-responsive programmes, working in close collaboration with local partners, particularly District Health Boards (DHBs) as well as the Ministry of Health and other key stakeholders.

The role provides strategic direction to ensure health & nutrition programme are aligned with national priorities, donor requirements, and Trócaire’s organisational commitments to integrated, community-led, and resilient health systems. This includes strengthening linkages across the continuum of care—from community-level services to primary and secondary facilities—while promoting approaches that enhance access, quality, and accountability, particularly for hard-to-reach and vulnerable populations.

The Health & Nutrition Programme Manager is responsible for leading programme planning and adaptive management, ensuring that both Trócaire and its partners have a clear understanding of programme frameworks, objectives, and expected outcomes.

In addition, the Programme Manager provides overall oversight of programme implementation, including the management and mentorship of key technical and programme staff, and capacity strengthening of local partners to deliver effectively and sustainably. The role also leads on resource mobilisation and donor engagement, ensuring strong proposal development, compliance, and reporting, while maintaining high standards of financial and programme stewardship.

 The Health and Nutrition Programme Manager is Reporting to Head of Programmes

the Health and Nutrition Manager will be Managing: Nutrition Coordinator, Community Health Coordinator, Clinical Coordinator, TB Project Coordinator and Nursing/Midwife coordinator.

 

Key Responsibilities

Programme Design

·       Develop a Programme vision that is strategically focused, responds to the local context and is coherent with the Somalia Country Strategic plan.

·       Maintain a comprehensive analysis of the health and Nutrition sector in Somalia.

·       Ensure ongoing discussions regarding health & nutrition programme development and management with the Head of Programmes and the relevant organisational programme team at HQ.

·       Identify a priority learning focus for the programme and a strategy to document and share the learning.

·       Implement all administrative (Salesforce and Agresso) procedures in relation to project and programme management to a high standard.

·       Undertake the necessary analysis (e.g., contextual, power, poverty), to inform appropriate programme strategies, geographic location and target population.

·       Ensure that the programme design phase has included a gender analysis that is documented, and that issues emerging from this analysis are clearly addressed in the programme.

·       Ensure that the programme has disaggregated data for programme participants and that indicators are gender sensitive.

·       Work with the Programme Accountant to develop a programme budget that shows value for money and clear timeframes for spending.

Programme Management

·       Lead in the establishment and maintenance of supportive relationships with the relevant authorities, local actors, especially the MOH team & District Health Boards, so that security and access is guaranteed for the Health & Nutrition Programme.

·       Conduct field level monitoring, providing timely and constructive feedback and support to Trócaire Health & Nutrition staff.

·       Promote a team approach among key medical staff through regular team meetings to review & improve integration and ensure provision of quality support to health and nutrition services. 

·       Ensure the effective and efficient use of health and nutrition resources in order to keep costs low and undertake regular spot-checks.

·       Prepare monthly reports ensuring appropriate input from all team members, for submission to the Head of Programmes.

·       Ensure the timely preparation of Trocaire’s health & nutrition proposals and donor reports for submission to the Head of Programmes.

·       In collaboration with the Operations Manager, ensure a procurement plan for health and nutrition is in place.

·       In collaboration with Operations Manager ensure that adequate medical and nutrition supplies and stocks are properly received at the relevant facilities.  Also, ensure that inventory and stock balance system at health facilities are maintained.

·       Ensure the proper maintenance of all files, records and documents relating to the activities of the programme   via salesforce

Advocacy and Communications

·       Identify a clear policy priority for the health & nutrition programme and develop an advocacy strategy that will deliver the required policy change.

·       With guidance from the heads of program, gather stories of change and impact from our health programme.  In particular ensure that story and experience of Trocaire’s health & nutrition work is captured and shared broadly.

·       Support the coordinators in identification of human interest and impact stories for Health and Nutrition programs

 Advocacy and Communications

  • Identify a clear policy priority for the health & nutrition programme and develop an advocacy strategy that will deliver the required policy change.
  • With guidance from the heads of program, gather stories of change and impact from our health programme.  In particular ensure that story and experience of Trocaire’s health & nutrition work is captured and shared broadly.
  • Support the coordinators in identification of human interest and impact stories for Health and Nutrition programs

Institutional Funding

  • Represent Trocaire effectively in all health-related fora with NGOs, UN clusters, other international organisations and relevant donors, especially ECHO, FCDO and UNICEF.

·       Ensure appropriate donor engagement is carried out to showcase our work and attract further funding.

·       Work together with the Business Development & Grants Manager & Country Director to identify institutional funding sources for the programme.

  • Where necessary, collect relevant data from the community and elsewhere in support of funding proposals and provide accurate and timely information to the BDGM for proposal coordination.

·       Ensure that all institutional funding for the programme is managed in line with donor requirements and that reports are compliant with donor needs, including ECHO, FCDO, UNICEF and Irish Aid and Trócaire’s internal needs.

Team management:

·       Lead, manage and support direct reports (Nutrition Coordinator, Community Health Coordinator, Clinical Coordinator and Nursing/Midwife coordinator) and ensure the proper performance management of these staff, including setting objectives, conducting annual performance appraisal reviews and ensuring team members have individual development plans.

·       Ensure effective and appropriate systems and processes for team learning and development.

·       Organise, motivate and lead team members. Participate in recruitment, define job profiles, draw up individual objectives, validate action plans, and carry out assessments.

·       Any other duty that may be assigned by the line manager.

 

 

·       Bachelor’s degree in public health/health systems or related fields

  • At least 5 years’ experience in programme management of health, nutrition programmes with International humanitarian organizations in complex emergencies.
  • Substantial progressive, professional level experience at the management level with strong background in health system strengthening, community-based programme implementation.
  • Proven track record in high quality report and proposal preparation for donors
  • Proven track record in capacity development of local partners in low-capacity environments and commitment to community-based approaches.
  • Proven experience in emergency health and nutrition assessments

  • ·       Mature leader with good interpersonal skills including the ability to listen and influence positively; proven negotiation skills at different levels; flexible and adaptable to work in unstable environments.

  • ·       Fluent in written and spoken English.
  • ·       Conversant with computer skills, MS word, MS excel, Ms Access, Email Microsoft outlook and webmail’s.
