WaterAid Liberia has over the past two years been implementing its 2023-2028 Country Programme Strategy (CPS) which sets a 5-year building block towards delivering a more influencing-led programme over the strategy period. This new CPS does not only build on progress from previous CPS but also outlines key shifts in strategic focus required for a more catalysed change to achieve maximum impact from our work in Liberia. 

About the Team

WaterAid Liberia completed its Country Programme Strategy (CPS) - 2023-2028, which sets a 5-year building block towards delivering a more sustainable programme over the strategy period. This new CPS does not only build on progress from previous CPS but also outlines key shifts in strategic focus required for a more catalysed change to achieve maximum impact from our work in Liberia. Another key focus of the CP strategy is to harness existing partnerships for better results, as well as building new partnerships and networking with key sector players, including the government of Liberia and donors, to ensure implementation of WaterAid Liberia’s Country Programme Strategy. WaterAid Liberia, as expressed in its Country Programme Strategy, aims to demonstrate its ability to achieve universal access to WASH in Liberia. Our theory of change requires having strong and committed leadership and people who will adopt and sustain positive WASH behaviours, prioritise and adequately invest in, model and replicate WASH interventions, and ensure that WASH is integrated into health systems (policies, programmes and practices) for better public health outcomes.

About the Role

The Integrated WASH Programme Manager will play a major role in project management. He/she will be responsible for developing and managing WaterAid’s Integrated WASH interventions intended to contribute to other critical human development themes such as education, sexual reproductive health, water resource management and climate, health and nutrition. Integrated WASH Programme activities are implemented in healthcare facilities, schools and communities in parts of Liberia. He/she will maintain strategic relationships with relevant partner organisations, national government, local governments, external partner organisations and private sector to effectively deliver the programme.  The position holder will contribute towards achieving WaterAid’s three programmes of 1) Universal Access to WASH in Todee District; 2) WASH for Public Health; and 3) WASH Financing.

You’ll also: 

• Contribute to the development or review of the strategic documents by ensuring the designs properly articulate and integrate other aspects of human development in WASH and provide technical oversight to programme delivery as per design.
• Support integrating gender, climate, health, nutrition, environment, agriculture, etc in the delivery of Universal Access to WASH in Todee District, WASH for Public Health; and WASH Financing programme.
• Provide technical leadership on strengthening of WASH Behavior Change component throughout the programme, ensuring Social Behavior Change (SBC) strategies, frameworks, packages including tools, materials are embedded in WaterAid’s intervention approaches.
• Support gender and social inclusion as well as integration of women and vulnerable community members with the necessary trainings and tools to champion individual and WASH behaviour change at community and household levels.
• Work with relevant department at IPD, WaterAid West Africa and the Country Programme teams to collate and draw on lessons from other interventions across the sector and within WaterAid to strengthen Integration of WASH throughout programme interventions in rural and urban settlings.
• Support coordination of collaborative research and innovation on water, sanitation and hygiene relating to WASH in Liberia.

To be successful, you’ll need: 

• Minimum 4-year University Degree or professional qualification in a relevant subject (for example water and sanitation engineering, geology, hydrology, international development, public health, programme management, Development Studies, economics or other social sciences).
• Experience in an International Development Organisation with minimum of 7 years overall work experience.
• Knowledge of WASH and Public Health issues.
• Experience in programme/ project management
• Excellent oral and written communication and presentation skills.
