Trócaire works through national and local partners in Lebanon and Syria delivering an integrated humanitarian & development programme that includes the provision of basic assistance, food security, livelihood, and protection assistance and strengthening social cohesion within conflict affected and displaced communities. As a partnership agency, Trócaire works with a portfolio of national and local partner organisations to strengthen their capacities to deliver humanitarian assistance and implement development-oriented programmes in a way that ensures compliance with international standards.

1. Background

The Lebanon National Reference Group (NRG), formerly the Localisation Task Force (LTF), is Lebanon’s civil society-led platform under the Grand Bargain. It was established through the sustained work of Live Love Lebanon and the Lebanon Humanitarian and Development NGOs Forum (LHDF) and has been formally recognised by the Grand Bargain Secretariat as Lebanon’s NRG.

The NRG provides a locally led platform for dialogue, learning, reform, and collective action on localisation. It brings together local and national NGOs, international NGOs, UN agencies, donors, the Red Cross Movement, and, where relevant, public institutions and local authorities. The NRG connects national priorities with Grand Bargain commitments and supports collective accountability for progress in Lebanon.

2. Purpose of the Position

The NRG Coordinator is responsible for the day-to-day management and coordination of the NRG work in Lebanon. The coordinator supports the Core Group and Plenary, implements the annual action plan, facilitates and supports the organisation of CG and Plenary meetings maintains communication with members, follows up on decisions, and represents the NRG externally as requested, unless the Core Group decides otherwise.

The position requires strong coordination, facilitation, policy, advocacy, and relationship-management skills. The coordinator is expected to preserve the NRGs locally led nature, ensure inclusive participation, and help translate localisation commitments into practical country-level actions.

3. Key Responsibilities

A. Governance and Strategic Coordination

  • Support the Core Group in developing and implementing the NRG annual action plan, including clear priorities, outputs, timelines, responsibilities, and indicators.
  • Coordinate implementation of Core Group decisions and follow up on agreed action points in a timely manner.
  • Prepare and circulate regular progress updates for the Core Group and Plenary.
  • Support the annual review and rollout of the NRG Terms of Reference and any governance documents.
  • Ensure that the roles of the Plenary, Core Group, Coordinator, and Host Organisation remain clear, active, and respected.
  • Support the facilitation of the Core Group elections, membership selection processes, Expressions of Interest, and other governance procedures as required.
  • Maintain a clear record of minutes of meetings, decisions, approvals, and follow-up actions.

B. Meetings, Facilitation and Member Engagement

  • Plan, organise, and facilitate monthly Core Group meetings and at least two Plenary meetings each year.
  • Prepare agendas, background notes, presentations, and decision papers in consultation with the Core Group.
  • Circulate meeting documents in advance and prepare accurate minutes and action trackers.
  • Maintain regular communication with NRG members and ensure timely sharing of updates, opportunities, and relevant documents.
  • Support mapping and ensure voice and influence, hence, meaningful participation of smaller local organisations, women-led organisations, youth-led organisations, Organisations of Persons with Disabilities, refugee-led organisations, and community-based organisations.
  • Organise consultations, workshops, peer-learning sessions, and thematic discussions as required.
  • Ensure members are consulted before major external engagements, or policy positions are finalised.

C. Localisation Policy, Advocacy and Learning

Track progress on localisation and Grand Bargain commitments in Lebanon, including local leadership, direct and quality funding, equitable partnerships, risk sharing, and accountability to affected people.

Coordinate the preparation of policy briefs, position papers, recommendations, evidence summaries, and priority messages.

Support the development of Lebanon’s contributions to Grand Bargain Annual Meetings and related global processes.

Facilitate dialogue between local actors, donors, UN agencies, INGOs, the Humanitarian Country Team, LHIF, public institutions, and local authorities.

  • Support evidence collection and analysis on localisation progress, barriers, and good practices.
  • Maintain links with other National Reference Groups and relevant Grand Bargain communities of practice.
  • Promote peer learning and document lessons that can inform national, regional, and global advocacy.

D. External Representation and Partnerships

  • Act as the NRG’s default external representative, unless the Core Group assigns another representative for a specific engagement.
  • Represent the NRG in meetings with donors, UN agencies, INGOs, the Grand Bargain Secretariat, the Humanitarian Country Team, government representatives, municipalities, and other relevant stakeholders.
  • Prepare briefing notes, talking points, and key messages for external engagements.
  • Build and maintain professional relationships with key localisation and humanitarian stakeholders.
  • Ensure that external representation reflects agreed NRG positions and the diversity of member perspectives.
  • Report back to the Core Group and Plenary following external engagements.

E. Work Planning, Monitoring and Reporting

  • Maintain a detailed annual workplan and update it regularly.
  • Develop simple monitoring tools to track activities, outputs, commitments, and results.
  • Prepare narrative reports, donor updates, and learning summaries as required.
  • Maintain organised records of activities, meetings, consultations, evidence products, and external engagements.
  • Identify delays, risks, and implementation gaps and propose practical corrective actions.
  • Support the Core Group in reviewing progress against the annual action plan.

F. Funding and Administrative Coordination

  • Support the Core Group in identifying funding opportunities for the Coordinator position and NRG activities.
  • Contribute input and review of concept notes, proposals, budgets, donor reports, and resource-mobilisation efforts.
  • Coordinate closely with the Host Organisation on contracts, procurement, payments, logistics, and financial reporting.
  • Ensure that administrative and financial processes follow agreed procedures while protecting the Core Group’s decision-making independence.
  • Maintaining accurate records and tracking of NRG resources, budgets and activities as directed by the Core group.
  • Ensure that all costs and operational needs are planned in advance and communicated to the Core Group and Host Organisation.

G. Communication and Knowledge Management

  • Maintain up-to-date membership and stakeholder contact lists.
  • Manage shared digital folders and ensure that documents are organised and accessible.
  • Prepare short updates, newsletters, and member communications as needed.
  • Coordinate the production and dissemination of NRG knowledge products.
  • Support the NRG’s public visibility in line with Core Group guidance.
  • Ensure that sensitive information is handled confidentially and shared only with authorised parties.

4. Key Deliverables

  • Annual NRG action plan and implementation tracker.
  • Monthly Core Group meeting package, minutes, and action tracker.
  • At least two Plenary meetings organised and documented each year.
  • Periodic updates on localisation progress and challenges in Lebanon.
  • Priority messages and recommendations ahead of Grand Bargain meetings.
  • Policy, advocacy, learning, and evidence products agreed in the annual action plan.
  • Regular stakeholder engagement and documented follow-up.
  • Timely narrative and donor reporting, where applicable.
  • Updated membership, stakeholder, and document-management systems.

5. Reporting and Working Relationships

The Coordinator reports functionally to the NRG Core Group and receives day-to-day administrative supervision from the Host Organisation. The Coordinator works closely with the Core Group members, Plenary members, the Grand Bargain Secretariat, donors, UN agencies, INGOs, public institutions, local authorities, and other relevant partners.

The Core Group sets the strategic direction and approves the annual action plan. The Host Organisation manages funds and administrative processes but does not direct NRG policy positions or Core Group decisions.

6. Required Qualifications and Experience

  • University degree in humanitarian affairs, development studies, public policy, international relations, political science, social sciences, management, or another relevant field.
  • At least five years of relevant professional experience in humanitarian, development, civil society, localisation, policy, advocacy, or NGO coordination.
  • Demonstrated experience coordinating multi-stakeholder platforms, networks, coalitions, working groups, or similar structures.
  • Good understanding of the humanitarian and development context in Lebanon.
  • Knowledge of localisation, the Grand Bargain, humanitarian coordination, local leadership, quality funding, and accountability to affected people.
  • Experience preparing policy briefs, advocacy messages, reports, presentations, and meeting materials.
  • Experience engaging with local NGOs, INGOs, UN agencies, donors, and government institutions.
  • Experience in project planning, monitoring, reporting, and basic budget follow-up.
  • Fluency in written and spoken Arabic and English. French is an asset.
  • Strong command of Microsoft Office and common digital collaboration tools.

8. Performance Review

The Coordinator's performance will be managed in accordance with the host organisation Performance Management framework and will be reviewed by the Core Group and the Host Organisation as appropriate. Performance will be assessed against the annual action plan, agreed deliverables, quality and timeliness of coordination, member engagement, external representation, reporting, and contribution to the NRG’s strategic objectives.

9. General Conditions

  • The position is subject to available funding.
  • The Coordinator must remain neutral when facilitating discussions among members and must represent only agreed NRG positions.
  • Any actual or potential conflict of interest must be declared immediately.
  • The Coordinator will be subject to the terms and conditions of employment and applicable policies and procedures of the host organisation, including safeguarding, Code of Conduct, Speak Up and Ethical Condict policies, confidentiality and administrative requirements The Terms of Reference may be reviewed and updated by the Core Group in line with the NRG governance framework.
