The Role
Under the direct supervision of the Manager, People & Culture (P&C), the Officer, P&C delivers responsive and reliable HR services that support talent attraction and retention, foster a positive employee experience, and uphold organizational policies and compliance standards.

Responsibilities
- Coordinate the end-to-end onboarding process for new hires, ensuring all documentation, orientation sessions, and introductions are completed within the first two weeks of employment.
- Manage offboarding procedures for departing staff, including exit interviews, clearance processes, and handover documentation.
- Support the full recruitment cycle in collaboration with the Manager, P&C and hiring managers—drafting job adverts, shortlisting candidates, scheduling interviews, conducting initial screening, and coordinating candidate communication.
- Maintain an updated talent pipeline for critical and high-turnover roles to enable rapid response to staffing needs.
- Develop and implement field-level staff engagement initiatives, including team-building activities, recognition programs, and wellness events.
- Serve as the first point of contact for staff concerns; mediate minor workplace grievances promptly and escalate complex issues to the Manager, P&C.
- Coordinate periodic employee feedback surveys, compile results, and support the development of responsive action plans.
- Record, verify, and communicate payroll-related changes accurately and liaise with Finance to ensure timely salary and benefits processing.
- Manage the casual worker database, including contracts, timesheets, and payment verification.
- Plan and coordinate logistics for field-based P&C training sessions and workshops; maintain accurate training records and track compliance with mandatory training requirements.
- Serve as the primary point of contact for HR-related inquiries from field staff, providing accurate guidance on policies, procedures, and entitlements.
- Support HR compliance audits, conduct regular policy sensitization sessions for field staff, and identify opportunities to improve HR processes.
- Bachelor’s Degree in Human Resources, Organisation/Industrial Psychology, Business Administration or a related field
- At least 2–3 years of progressive experience in a generalist HR role, preferably within an iNGO, development organization, or multi-site operation
- Familiarity with donor-funded project environments and compliance requirements
- Working knowledge of Uganda's employment laws and statutory requirements (Employment Act, NSSF, PAYE, leave entitlements, among others)
- Hands-on experience with recruitment coordination, onboarding, and payroll administration
- Proficient technology skills (Familiarity with Human Resources Information Systems (HRIS), Office Suites (especially Microsoft Excel/Word and/or Google Sheets/Docs), and demonstrable skills in database management and record-keeping
- Experience coordinating employee engagement programs and L&D initiatives
- Strong organizational skills with the ability to manage multiple processes and deadlines simultaneously
- Excellent interpersonal and communication skills (written and verbal)
- High degree of discretion and confidentiality in handling sensitive employee information
- Attention to detail, particularly in payroll and documentation tasks
- Problem-solving aptitude and ability to mediate minor workplace concerns
- Results and process oriented team player
- Willingness to travel to remote field offices as required
Working conditions
The official working hours are 8:00am to 5:00pm from Monday to Friday. However, this job requires flexibility as one may work beyond official working hours including weekends.

The position will be based in Mbale.
We are unable to sponsor or take over sponsorship of Ugandan employment visa at this time. Applicants must be legally authorized to work in Uganda for roles based in Uganda.
