The HALO Trust invites applications from consultants to lead a one-year market-entry approach into the philanthropic ecosystem across APAC, with Singapore as a Hub. We are seeking a consultant with experience and networks in philanthropy in Singapore, to work with our global teams, on a part-time basis.

Strategic context
The HALO Trust (“HALO”) is the world’s largest humanitarian mine action organisation, working in over 30 countries to protect lives and restore livelihoods in communities affected by conflict. The HALO Trust is exploring the expansion of its philanthropic fundraising strategy into the Asia-Pacific region.
HALO’s mission aligns closely with Singapore’s foreign policy principles of stability, humanitarian action, and a rules-based international order. In 2025, HALO conducted a strategic scoping study assessing the feasibility of Singapore as a regional philanthropic hub for HALO. HALO’s Scoping Report recommended a 12-month, capital-light Singapore Pilot—prior to any formal entity formation—implemented by a Senior Advisor (Singapore-based) and a part-time Singapore Philanthropy and Partnerships Lead. This TOR relates to the recruitment of the latter.
Purpose of the role
To lead HALO’s market entry into Singapore as we seek to grow and diversify our funding. Utilising your expertise to navigate complex donor networks, build relationships with key philanthropic prospects, support senior-level access facilitated by HALO’s Senior Advisor, maintain donor and stakeholder momentum and ensure compliance with key intermediaries.

Intermediary Onboarding & Compliance Pathways
The Consultant will lead all operational processes for HALO’s onboarding with:
Tasks include:
Execution of Technology & Diaspora Funding Angles
Follow up on developing niche programme funding areas, as defined in the Scoping Report:
D. Ecosystem Positioning & Network Engagement
Coordinate HALO’s participation in relevant events (AVPN, APC, Philanthropy Asia Summit, Temasek Foundation circles).
Maintain relationships with ecosystem stakeholders (EDB, bank philanthropy desks, DAF managers).
Support development of HALO’s Singapore-facing narrative and materials.
