Ipas Pakistan seeks the services of a seasoned Policy Manager with a successful track record of policy development in the health in general and reproductive health and family planning in particular. The ideal candidate will be passionate about Ipas’ mission, vision and core values and have the capacity to lead excellent advocacy agenda, policy, standards and guidelines development process, partners’ and stakeholders’ management. This position is focused on advancing safe post abortion and family planning access and rights by designing policy and advocacy strategies and building meaningful partnerships to improve the legal and policy environment for reproductive rights.
The Policy Manager contributes to national policy and advocacy strategies and fora through collaboration with Ipas staff, external coalitions, and strategic partners and donors. The position holder works closely with others in the program team to foster innovation, learning, and exchange across the Ipas programs and partners to advance reproductive justice and safe uterine evacuation services access. Success in this role will depend on attention to detail, determination to achieve advocacy targets on time, taking initiative, a proactive approach to risk management and troubleshooting and strong communication skills. The manager will be involved in writing reports, developing project briefs, reviewing various documents for publication, offering general technical expertise regarding communications and media, and ensuring publications/broadcasts of the essential information relating to Ipas work in the region. This will include documentation of case studies from the Pakistan program work and maintaining the global Ipas brand through consistent messaging.

POLICY DEVELOPMENT

  • Provides high quality strategic technical assistance to the government for policy formulation related to PAC, FP and other related reproductive health initiatives. This includes being a subject matter expert on SRHR, safe uterine evacuation and family planning.
  • Contributes to the research, documentation, publication, and dissemination of policy and advocacy reports and briefs to support Ipas’s priorities and strategies.
  • Proactively develops policy briefs, evidence briefs, position papers, articles, brochures, and policy statements for supporting Ipas’s mission for external publication, as required.
  • Maintains relationships with and participates in relevant external coalitions to advance national and provincial policy gains.
  • Leads coordination of the secretariat function of the Pakistan Post Abortion Care Alliance and implement the action plan.
  • Builds and nurtures existing networks and partnerships of organizations and institutions to support Ipas’s mission and legal/regulatory/policy changes on safe uterine evacuation and post-abortion care.
  • Provides policy and external influencing support and technical assistance as needed including drafting speeches, presentations and materials for presentation in international, regional and national conferences e.g. compendiums, best practices documents, research fact sheets and briefs; program documents, policy statements, and workshop materials.

  • Implements and reports progress/outcome on country activities toward achievement of efforts for policy change, as reflected by donor deliverables and other indicators
  • Participates in planning meetings for donor programs; prepares timely and high-quality policy components of related donor reports.
  • Assists in relationship management and helps maintain key relationships with national non-profits, private sector entities and policy networks, especially at the national level
  • Maps stakeholders at national and provincial level, develop and implement relationship management strategy.
  • Ensures consistency of messages of the organization.
  • Effectively represents organizational priorities and positions in selected national, provincial and international fora as necessary.
  • Seeks guidance from senior management in partnership building and fundraising efforts and contributes to drafting policy and advocacy-related donor proposals and reports.

TECHNICAL EXCHANGE

  • Maintains up-to-date awareness of Ipas’s priorities and focal areas to ensure high-quality technical collaboration on policy and advocacy strategies to ensure synergistic and coherent organizational strategies.
  • Provide strategic policy and advocacy support on standards and guidelines, and partnership building related to SRH, safe uterine evacuation and family planning
  • Leads the dissemination of guidelines and policies related to PAC and FP.
  • Collaborates with other Ipas teams to strengthen technical expertise in new work areas and support knowledge exchange.
  • Supports and disseminates the documentation of programmatic innovations, trends, and best practices to inform Ipas’s work across projects, countries and regions and the greater sexual and reproductive health field.
  • Performs other duties as assigned by the Line Manager.

Qualification and Experience:

  • Master’s in public health, public policy, or equivalent
  • Over 15 years professional experience in development sector in Pakistan
  • Around 7-10 years’ experience in reproductive health
  • Recognized subject matter expert in the Ipas technical areas of safe uterine evacuation and family planning.
  • Strong written and oral communication skills
  • Proven experience in developing strategies/policies/plan of actions in the field of reproductive health
  • Experience designing, implementing, and evaluating policy campaigns
  • Experienced in coalition and alliance building for a shared cause.
  • Demonstrated experience and skill in strengthening the capacities of others to develop and implement policy formulation strategies.
  • Sound knowledge of current national and provincial reproductive health strategies, goals and targets.
  • Practical experience of working with government stakeholder is essential.
  • Contemporary knowledge of key global fora, networks, international conventions on reproductive healthcare.
  • Strong influencing and negotiation skills
  • Excellent critical thinking and policy analysis skills
  • Excellent writing skills in English
  • Fluent in written and spoken English and Urdu
  • Experience working in international NGOs
  • Demonstrated ability to work in a multi-cultural environment.
  • Ability to be flexible and adapt to changes in strategy.
  • Ability to travel 40%

Desired:

  • Qualified healthcare professional as a doctor, nurse or midwife with experience in providing SRH services.
  • Fluency in a provincial local language
  • High levels of emotional intelligence
