The Role

Lead end-to-end procurement and supply chain management for EAII, with a strong focus on the India Safe Water Program. Reporting to the Director- Finance & Operations, the role will drive complex procurement processes, chemical supply chain logistics (chlorine tablets and consumables), vendor performance management, and contract administration while ensuring cost-effectiveness, transparency, and compliance risk management.

Responsibilities

Strategy, Planning & Market Shaping

  • Develop procurement and supply chain strategies aligned to organizational and program goals.
  • Lead category management, market intelligence, and multi-year sourcing/vendor strategies.
  • Prepare annual procurement plans, demand forecasts, and collaborate on market-shaping initiatives.

Procurement & Vendor Management

  • Lead end-to-end procurement processes for goods and/or services including composite supplies  (RFPs/tenders, evaluations, negotiations, awards).
  • Build, manage, and develop vendor ecosystems for all regular procurement of goods and services that also includes chlorination devices, O&M, and consumables.
  • Establish vendor performance frameworks, scorecards, databases, and relationship management practices.

Supply Chain, Quality & Emergency Operations

  • Design and manage end-to-end supply chains for chlorine tablets and consumables.
  • Oversee demand planning, inventory, warehousing, multi-sourcing, and just-in-time delivery.
  • Define SOPs, quality standards, KPIs, conduct field audits, and lead emergency response for water point incidents.
  • Ensure compliance with chemical storage, handling, transport, and safety regulations.

Cost, Financial & Risk Management

  • Develop unit cost models, budgets, benchmarks, and total cost of ownership analyses.
  • Track spend, savings, and variances; identify and implement cost optimization opportunities.
  • Maintain procurement and supply chain risk registers and business continuity plans.

Contract, Compliance & Data Protection

  • Draft, negotiate, and manage contracts and SLAs; monitor performance and manage disputes.
  • Ensure compliance with organizational policies, client requirements, and Indian laws.
  • With the help of global team using the existing data protection policies, Implement DPDP Act, 2023 compliance across procurement, including DPAs, data security, audits, and vendor assessments.

Reporting, Audit, Team & Stakeholder Leadership

  • Produce MIS, dashboards, and executive reports on spend, vendors, inventory, risks, and compliance.
  • Support internal and external audits and close audit findings.
  • Lead and develop procurement teams; build capacity of state teams
  • Partner with program, finance, legal, government stakeholders, vendors, and global teams

Essential

  • MBA or postgraduate degree in Supply Chain, Operations, Procurement, Finance, Costing, Law, Engineering, or related field
  • 10–15 years in procurement & supply chain roles with a minimum 5 years in mid - Senior leadership positions
  • Strong exposure to chemical/regulated supply chain management and managing supply chain for public health programs - including demand forecasting, strategic sourcing, vendor management, contract negotiation and inventory management
  • Experience working with international donors (USAID, FCDO, EU, Foundations)
  • Willingness to travel up 20-30% of time to the program locations within India, including to complex field environments

Desirable

  • Certification in CIPS, CPSM, CSCP, CPIM, CMA/CA, Contract Management, PMP/PRINCE2, Six Sigma, DPDP/privacy certifications, Cost accounting, financial modeling, and analytic
  • Knowledge of DPDP Act, chemical regulations, and Indian procurement laws
  • Experience with NGOs/international development preferred
  • Strong Excel, reporting, and ERP exposure (SAP/Oracle/Dynamics preferred)

Position Location

This role is based at New Delhi, India.
