Program Manager (RPM) Latin America

What you'll do:

The HQ Regional Program Manager leads technical, administrative, logistical, and managerial support for project implementation and program development in the Latin America and Caribbean (LAC) region. This position is responsible for ensuring programmatic and operational excellence throughout the project lifecycle-from start-up to implementation and close-out-and aligning efforts with Corus International's growth and sustainability strategies. The HQ Regional Program Manager serves as a primary liaison between country offices, headquarters, and external stakeholders, fostering communication, innovation, and strategic partnerships to position Corus International as a leader in the region.

Roles and Responsibilities:

Program Management:

  • Ensure seamless project management across all lifecycle stages, including start-up, implementation, and close-out.
  • Provide oversight and technical guidance to address challenges and drive improvements.
  • Collaborate with regional and country teams to tailor approaches to regional trends and population needs.
  • Mentor team members on project management best practices, emphasizing adherence to organizational manuals and procedures.
  • Apply donor compliance knowledge to manage actions such as procurement, budget adjustments, and modifications effectively.
  • Be an active contributor to the budget management of the assigned projects.
  • Serve as the primary headquarters counterpart to country-level project leads, ensuring successful implementation.
  • Partner with regional technical advisors to confirm the feasibility and execution of strategies.
  • Oversee project start-up processes, including recruitment and stakeholder engagement.
  • Lead regular planning sessions to monitor progress, review targets, and address budget discrepancies.
  • Collaborate with Grants and Contracts to manage sub-recipient relationships.
  • Provide input into annual budgeting and forecasting exercises.
  • Facilitate programmatic reporting, ensuring deadlines are met for both internal and donor requirements.
  • Guide project close-out processes, adhering to both internal and donor standards.
  • Offer surge support for launching major programs in other regions as required.
  • Maintain data accuracy in Corus systems and generate early warning systems to mitigate risks.
  • Support administrative tasks related to program implementation, such as international payments,
  • Support the design and maintenance of collaborative platforms by building SharePoint pages and sites that facilitate project information sharing and team coordination.
  • Keep track of due dates and other important dates to ensure the organization complies with any requirements on a timely manner.
  • Lead the coordination of reports or proposals seasons ensuring all actors involved understand their responsibilities and their assigned tasks.

Project Design & Business Development

  • Support new business development efforts by identifying funding opportunities and contributing to proposal development.
  • When needed, serve as Technical Design Lead in developing proposals related to their current portfolio and/or technical expertise.
  • Prepare and review concept notes and proposals, coordinating with Business Development and regional teams.
  • Analyze funding trends and provide data-driven insights to inform strategic decisions based on the portfolio assigned.
  • Advice on key partnerships and support key project implementation strategies.

Database Management and Data Integrity

  • Ensure data accuracy, integrity, and completeness by maintaining and updating project documentation across electronic databases, including Salesforce and SharePoint. This includes responsibility for accurate and timely data entry in Salesforce and supporting the creation and maintenance of SharePoint pages and sites for project documentation and collaboration.
  • Provide onboarding and training for new regional staff on database entry protocols and reporting functions.
  • Act as a liaison between regional users and the Salesforce Application Developer, advocating for user needs and enhancements.
  • Generate and deliver tailored reports from Salesforce or other databases to meet the needs of Leadership, the Board, and other key stakeholders.

Capacity Building and Innovation

  • Promote a culture of innovation and continuous improvement within regional teams.
  • Facilitate capacity-building initiatives to strengthen team competencies.
  • Roll out and monitor early warning systems to address operational and programmatic risks proactively.

Organizational Effectiveness and Reporting

  • Generate reports and analyses to drive programmatic growth and excellence.
  • Collaborate with technical advisors to document lessons learned and share best practices.
  • Ensure compliance with reporting standards and organizational guidelines.

Cross-functional and Strategic Support

  • Act as the communication bridge between country offices, headquarters, and donors.
  • Partner with finance, compliance, and technical teams to ensure alignment and accountability.
  • Contribute to aligning program initiatives with Corus's growth and expansion objectives.
  • Support the implementation of regional strategies, ensuring alignment with objectives, results, and Key Performance Indicators (KPIs).
  • Assist the regional leadership team in implementing advocacy strategies aligned with organizational goals.
  • Represent Corus in regional and international forums to strengthen networks and partnerships when needed.
  • Actively engage in community of practice initiatives, including the program management community of practice. Collaborate with peers to address database challenges, working closely with the Salesforce Application Developer to introduce enhancements and functionalities that improve data management and reporting efficiency.
  • Support the coordination of regional meetings and reporting requirements from HQ.
  • Based on knowledge of the region and project portfolio, provide inputs into interdepartmental efforts such as program reviews, audits, and strategic initiatives.
  • Contribute to documentation of Corus' technical capacities based on project achievements in partnership with Technical Advisors in the Quality Impact and Learning team.
  • Compile project information required for regulatory and donor compliance reporting or internal and external audits in coordination with relevant Finance and Administration Department teams.
  • Contribute to the broader work of the Latin America (LATAM) team and International Programs and Operations Department through active participation in the achievement of the department's goals, team and departmental meetings and working groups, and the development and sharing of technical knowledge and resources.
  • Assist with the team's administrative duties, such as international wire transfers, documentation, and other operational support.
  • Develop guides, systems and/or protocols that address bottle necks or program implementation challenges.
  • Support the team by ensuring all meetings and calls are documented, and that action items and agreements are diligently followed up until completion

Location: Latin America, including PerΓΊ, Colombia, Honduras, El Salvador, Guatemala.

Remote work option is also available.

About The Ideal Candidate:

Education:

  • Bachelor's Degree in a related field; master's degree in international development or a similar field preferred.
  • PMP or similar certification is highly desirable.

Qualifications:

  • Minimum of 7 years' experience managing and implementing international development programs.
  • Expertise in USG and international donor funding mechanisms, including grants, contracts, and cooperative agreements.
  • Proficiency in project management platforms such as Microsoft Loop and Teams, with demonstrated experience in Salesforce (data entry, reporting, and database management) and SharePoint (building and managing Pages and Sites).
  • Experience collaborating with USG, FCDO, UN agencies, and institutional donors.
  • Background in living and/or working in developing countries is an asset.
  • Fluent in Spanish and highly proficient in English, with the ability to communicate fluently in both languages.
  • Strong writing skills in both Spanish and English.
  • Strong leadership, analytical, organizational, and problem-solving skills.
  • Demonstrated ability to lead diverse, cross-functional teams.
