The Role

The Senior Manager, TSU (Team Lead), Rajasthan will provide overall leadership to Technical Support Unit (TSU) in Rajasthan, and work in collaboration with the Public Health & Engineering Department (PHED) and you will report to Principal Manager (State Expansion). You will be responsible for driving the state’s safe water agenda, providing strategic guidance, managing relations with senior government stakeholders, along with National Office team members, and driving TSU Program goals.

This role requires strong strategic thinking to develop and implement plans aligned with organizational and Rajasthan state government priorities, along with demonstrated leadership skills to manage teams and foster a collaborative work environment. The candidate should be adept at managing multiple internal and external stakeholders, using strong communication skills to effectively engage and influence government officials. Solid project management capabilities, strong analytical skills to interpret data, and the ability to provide evidence-based, practical solutions in a dynamic and complex implementation environment are essential.

Responsibilities

Team Management & Stakeholder Management:

  • Provide overall leadership and management of the TSU, ensuring alignment with Evidence Action’s Safe Water program goals and PHED priorities.
  • Act as the primary liaison between EAII Advisors, Rajasthan PHED, and other key state government stakeholders, private sector players, and non-government entities to ensure smooth collaboration.
  • Represent the program in high-level meetings with PHED, state government leadership, and external partners.
  • Coordinate closely with EAII’s National Office and technical teams to align state-level implementation with national strategy and provide timely technical inputs.
  • Manage and supervise TSU staff to ensure effective delivery of technical and operational support.

Technical Advisory and Capacity Building:

  • Enable technical support to PHED on installation and O&M of in-line chlorination systems, ensuring proper calibration, functionality, and compliance with National and State JJM guidelines.
  • Lead the development of state-specific frameworks, advisories, SOPs, pro-forma tenders, procurement models, and program recommendations for pilot and scale-up of In-Line Chlorination (ILC).
  • Execute training and capacity-building workshops for state- and district-level engineers and technical staff on design, installation, and O&M of ILC devices.
  • Provide technical oversight and guidance during pilot implementation and scale-up phases.

Monitoring, Reporting, Community Engagement and Learning:

  • Oversee Monitoring, Learning, and Evaluation (MLE) systems, including data review, analysis, and regular reporting to PHED and EAII National Office.
  • Supervise preparation of technical briefs, monthly and quarterly progress reports, dashboards, and presentations for state leadership and EAII Advisors National Office.
  • Manage and lead community engagement initiatives with Gram Panchayats and allied stakeholders (pump operators, ASHA workers, Anganwadi workers) to strengthen awareness, ownership, and adoption of safe water and chlorination practices.
  • Travel within the state (up to 30%) to support implementation, stakeholder engagement, monitoring, and capacity-building activities.

  • 8-10 years of professional experience, including at least 5 years in managerial roles in government advisory/engagement
  • Comfortable with ambiguity and working with various stakeholders and with knack for rapid growth of the program
  • Should have at least 5 years in large-scale program management/project management
  • Proven experience working with Rajasthan state government departments (experience working with Rajasthan PHED is desirable)
  • Proven experience in leading a team and stakeholder management
  • MBA/Master’s degree in Public Policy, Management, Public Health, Water Resources, or a related field is a plus
  • Bachelor’s degree in Engineering (Civil, Mechanical, Environmental, or related field) is an advantage
  • Expert proficiency in Hindi is mandatory (oral and written)
  • Expert written and verbal proficiency in English is essential

Compensation:  Competitive and commensurate with the individual's credentials, experience, and previous pay scale.
