The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems, democratic governance, business advocacy, and anti-corruption & ethics. 


Postion: Senior Program Manager, Columbia
Reports To: Country Director, Colombia


Scope:  This position is responsible for managing projects, overseeing budgets, and developing grants and proposals to advance CIPE’s Latin America and Caribbean strategy on democratic governance through private sector collective action—advancing economic freedom, strengthening resilience and democracy, and expanding opportunities across the region. It involves frequent travel throughout the country and the region. This position is based in Bogotá, Colombia.

Responsibilities:

Contribute to leadership

  • Contribute to developing and implementing the LAC’s strategy and plans for accomplishing CIPE's objectives and goals of improving democratic governance and advancing regional market reforms.   
  • Work with the Colombia Director, programs staff, and the CIPE team in Washington to design, implement, and manage a portfolio of projects and grants assigned that support CIPE's overall goals and strategies.
  • Analyze, research, and be familiar with the region's political and economic landscape. 
  • Provide technical expertise and support to program beneficiaries, partners, and staff to strengthen program operations. 
  • Contribute to creating and strengthening CIPE’s relationships with partners in the LAC Region.
  • Contribute to fundraising efforts.
  • Adhere to appropriate CIPE policies and procedures.  
 
Program design and implementation
  • Identify potential opportunities for CIPE programs, partner organizations, and beneficiaries in the LAC region and collaborate to design effective democratic and economic reform programs.     
  • Collaborate with partners to refine project proposals, monitoring, and evaluation plans.   
  • Prepare contracts and grants for program to advance CIPE’s strategy and according to CIPE formats
  • Lead the planning, execution, and monitoring of project activities to ensure timely delivery and achievement of objectives and products. 
  • Monitors project spending, projects future expenses, approves expenditures, and develops an accurate budget for new projects.  
  • Lead writing, reviewing, editing, and preparing concept papers, project proposals, periodic reports, outreach materials, and other documents for submission to donor agencies and for outreach by CIPE.  
Communications
  • Maintain correspondence and ensure operational records regarding CIPE-funded programs in the assigned portfolio.   
  • Coordinate program related communications activities with the Communications Officer and CIPE DC. 
  • Contribute to designing and implementing events related to the projects and grants assigned to the portfolio. 
  • In the absence of the Colombia Director, act as CIPE’s representative for public speaking at events and facilitating meetings with partners, potential partners, and other stakeholders.  

Requirements and skills:
 
  • A bachelor’s degree in one of the following fields is required: International Relations, International Business, Economic Development, Political Science, Public Policy, or a related field
  • Master’s degree, or equivalent experience in International Relations, International Business, Economic Development, Political Science, or Public Policy. 
  • Minimum 10 years of professional experience, including public policy, development, program management, and program implementation at a strategic level. 
  • Demonstrated project management in NGOs or international organizations. 
  • Demonstrated ability to develop, establish, and maintain good relationships with international partners, donors, and colleagues. 
  • Previous in-country work experience required. Additional experience in other countries in LAC is strongly preferred. 
  • Sharp time management skills. Overall, attention to detail, proactive problem solving, and outside the box thinking. 
  • Good financial acumen and ability to develop, manage, and monitor project budgets.
  • Fluency in professional written and spoken English and Spanish required.
  • Excellent communication skills required.
  • Proficiency in MS-Office, specifically Word, Excel, and PowerPoint.
