About the role:
Reporting directly to the Operations Manager, the SATS will provide technical support to HALO Central America operations, including the planning and delivery of Weapons and Ammunition Management activities in Central America and, when needed, in other HALO programmes. The SATS will ensure technical delivery are implemented in accordance with the International Ammunition Technical Guidelines (IATGs) and other international standards (MOSAIC, IMAS) as well as with HALO’s policies and mandate.
This role includes a significant assessments, training and development component, and, as such, requires someone with proven experience in assessing explosive ordnance mitigation capacity of security forces, designing and delivering ammunition training courses to a high technical standard.
Job Responsibilities:
- Conduct thorough risk assessments of weapons storage facilities, generating detailed reports, recommendations and action plans for improvement
- Develop and deliver specialised Small Arms and Light Weapons (SALW) training programs aligned with international best practices
- Provide technical guidance to host nation security forces on ammunition segregation, disposal, and transportation
- Oversee the safe handling, storage, and transportation of weapons.
- Contribute to the development of standardized PSSM training materials and operating procedures.
- Certify new SALW storage facilities constructed by HALO.
- Offer technical mentorship and support to host nation security forces.
- Provide technical support to the programme at the direction of the operations manager.
- Ensure that standards are maintained throughout all operational activities and events.
- Ensure all SALW assessment, disposal, transport and other activities are conducted safely, and appropriate risk assessments are carried out.
- Be prepared to provide general assistance to the management team: with training courses covering colleagues’ absences, or other activities as directed by the Operations Manager.
- Extensive experience and proven track record as an Small Arms Technical Officer or Armourer, Technician, or Specialist with at least three years of experience in SALW lifecycle management.
- In-depth knowledge and application of the International Ammunition Technical Guidelines (IATGs) in challenging environments
- Strong understanding of weapons storage and handling procedures.
- Ability to learn and train others – willingness to keep abreast of new developments and train others
- Exceptional communication and interpersonal skills to build effective relationships with diverse stakeholders
- Proven analytical and problem-solving abilities to address complex challenges
- Advanced IT proficiency
- Full proficiency in Spanish and working knowledge of English required.
