About the Programme

Coal2Green (C2G) is a technical assistance programme between Indonesia and Germany, funded by the German Federal Ministry for Economic Affairs and Climate Action (BMUKN) through the International Climate Initiative (IKI). The program supports the repurposing of coal-fired power plants (CFPPs) in Indonesia into renewable energy platforms, working across four integrated outputs: technology and solutions, financing and investment, just transition and local stakeholder engagement, and knowledge transfer and capacity building.

C2G is implemented by Guidehouse Germany GmbH as consortium lead, with CPI Global and CPI Indonesia as consortium partners, in coordination with Indonesia's Ministry of Energy and Mineral Resources (MEMR), represented by the Directorate General of New, Renewable Energy and Energy Conservation (DGNREEC/DJEBTKE) as Executing Agency.

This role will mainly contribute to C2G's Output III: Just Transition & Local Stakeholder Engagement. Output III co-develops a just transition framework for CFPP repurposing through inclusive stakeholder engagement, prepared for operationalization at selected Focus Project sites. It comprises three work packages: just transition planning and indicators aligned with Indonesia's JETP framework, local stakeholder mapping and engagement, and a just transition cost allocation framework that determines how transition-related costs are fairly distributed across government, asset owners, and financiers

About the role

CPI Indonesia is seeking an Analyst to support the Just Transition workstream of the C2G program. This position is dedicated primarily to C2G, with approximately 70% of the role's workload allocated to C2G Output III activities and 30% to CPI Indonesia's broader Climate and Energy Finance portfolio.

The Analyst will support the development of Just Transition frameworks, indicators, and site-specific plans for Focus Projects; contribute to stakeholder mapping and engagement activities; and support the design and application of the Just Transition Cost Allocation Framework.


The Analyst will work under the supervision of the Country Director and Senior Manager/Analysts, and in close coordination with CPI's financing workstream (Output II) and the international consortium partner (Guidehouse) on technical (Output I) and capacity building (Output IV) alignment. The Analyst will work closely with government counterparts (MEMR, DGNREEC/DJEBTKE), local communities and worker representatives at Focus Project sites, and civil society organizations.

Roles and responsibilities

Coal 2 Green Project Related Works (Approx. 70%)

  • Contribute to the development of a national Just Transition framework for Indonesia’s energy sector, including its foundations on human rights, gender equality, and accountability, drawing on international good practice (e.g. South Africa, India, Vietnam) and adapting these to Indonesia’s socio-economic and institutional context.
  • Design and test Just Transition Cost Allocation Framework, identifying transition-related costs for communities, institutions, and investors, and how these may be fairly distributed across stakeholders.
  • Conduct research and analysis to inform Just Transition cost assessments, drawing on CPI’s Just Transition Costing Framework and relevant international examples.
  • Conduct research on Indonesia’s energy transition policy landscape, including incentive and disincentive mechanisms and their implications for just transition outcomes.
  • Contribute to the design of Just Transition indicators to monitor social, labour, and community impacts at national and Focus Project levels.
  • Support the development of site-specific Just Transition Plans for Focus Projects, covering employment, reskilling, livelihoods, social protection, economic diversification, and governance dimensions, with attention to intersectional gender perspectives.
  • Identify relevant national and sub-national programs (e.g. Dana Desa, Kartu Prakerja) that can support livelihoods, training, and local economic resilience in Focus Project areas.
  • Support stakeholder mapping exercises to identify all relevant actors around Focus Project sites, including workers, communities, local government, civil society organizations, and vulnerable or marginalized groups.
  • Support the planning, logistics, and facilitation of stakeholder engagement activities, and help integrate stakeholder input and feedback into Just Transition plans and broader project decision-making.
  • Support documentation of engagement activities, including participation records disaggregated by gender, and contribute to monitoring of engagement-related indicators.
  • Produce and edit high-quality analytical products including reports, briefs, presentations, and stakeholder communication materials for government, donor, community audiences and other relevant stakeholder.
  • Support alignment of Just Transition outputs with technical (Output I) and financial (Output II) execution plans, and coordinate with CPI Global and the international consortium partner to ensure consistency across workstreams.

CPI Indonesia Climate & Energy Finance Support (Approx. 30%)

  • Support research, analysis, and reporting tasks across CPI Indonesia's broader Climate and Energy Finance portfolio as assigned.
  • Contribute to impact assessment, monitoring, and evaluation work for other CPI Indonesia projects, drawing on relevant prior experience in impact measurement and reporting.
  • Support internal knowledge management and information-sharing processes across CPI Indonesia's portfolio.

Qualifications and Experience

  • Bachelor’s or Master’s degree in Development Management, Public Policy, Economics, or a related field; relevant coursework or research on energy transition, environmental policy, or socio-economic development is an advantage.
  • Minimum three years of relevant experience in policy analysis, impact assessment, or program evaluation, ideally with exposure to Indonesia’s energy or climate transition agenda.
  • Demonstrated experience in designing or analyzing policy frameworks and implementation guidance, including evaluating incentive and disincentive mechanisms and preparing policy-maker-facing summaries.
  • Experience conducting stakeholder engagements, impact assessments, or due diligence for projects involving multiple stakeholder groups, including communities and vulnerable populations.
  • Familiarity with Indonesia’s energy transition policy landscape, including but not limited to Indonesia Enhanced NDC, Just Energy Transition Partnership (JETP), etc., is an advantage.
  • Experience with GHG emissions, MRV-related analysis, or climate financing platforms is an advantage.

Competencies and Personal Attributes

  • Strong analytical and research skills, expert at synthesizing complex economic, social data into practical frameworks
  • Proven ability to facilitate inclusive dialogue with the government, community, and civil society stakeholders.
  • Advanced proficiency in data visualization (Excel, PowerPoint, Power BI) paired with a track record of delivering high-quality technical reports under tight deadlines.
  • Excellent written and verbal communication skills, with the ability to produce clear reports and presentations for both technical and non-technical audiences.
  • Collaborative team player with the ability to work effectively across in-country and international teams.
  • Deep interest in just transition, climate finance, and inclusive energy transition outcomes in Indonesia.

Desirable

  • Experience working with or alongside international donor-funded programs, including but not limited to JETP, UK FCDO, or IKI/BMUKN-funded projects.
  • Familiarity with IFC Performance Standards or equivalent international social and environmental safeguard frameworks.
  • Experience with gender-responsive programming or GESI (Gender Equality and Social Inclusion) frameworks in development program contexts.

Location and compensation

CPI is recruiting for one full-time position based in the Jakarta office.
