Producing animated videos on Transitional Justice and International Justice processes in relation to Myanmar

LAW’s work on Myanmar

Through its ongoing work, in Myanmar, LAW supports the documentation of conflict-related sexual violence, human rights violations and international crimes, and seeks to support and empower survivors in pursuing justice. LAW undertakes innovative strategic litigation on behalf of survivors from Myanmar and ensures their voices are prioritised throughout its advocacy.

 

In Bangladesh, LAW’s ground-breaking Rohingya Crisis programme seeks to ensure meaningful Rohingya participation in the ongoing international justice processes pertaining to their treatment in Myanmar, including: the case before the International Court of Justice (ICJ) on the application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar); the ongoing investigation by the Officer of the Prosecutor of the International Criminal Court (ICC); the proceedings before the Federal Criminal and Correctional Court in Argentina based on universal jurisdiction principle; and the work of the Independent Investigative Mechanism for Myanmar (IIMM). LAW works closely with the different legal teams working within these mechanisms.

 

In Cox’s Bazar, LAW works along with a network of volunteers, the ‘Survivor Advocates’ and members of the ‘Shanti Mohila’ (Peace Women), a Rohingya survivors’ group founded in 2018 – who are on the frontlines of the fight for justice for the Rohingya community. Over the years, they have made their community understand the ongoing international justice and accountability mechanisms, advocated for gender equality and reparations, and have spoken out about their experiences including the severe sexual violence perpetrated by the Myanmar military, with a view to contributing to the legal proceedings, overcoming the stigma associated with victimhood.

 

Overview:

LAW has been running an information campaign aimed at raising awareness about international justice, the ongoing cases pertaining to the atrocities committed against the Rohingya in Myanmar and sharing examples of international justice processes in other contexts where atrocity crimes took place (Bosnia, Rwanda, Cambodia, Sudan). To this end, LAW has already conducted the first phase of its widespread awareness-building initiative through five animated videos to provide simplified information on these complex legal proceedings and how survivors and victims can participate in them. LAW now plans to undertake Phase II of the project to provide updated information on the previous videos and develop relevant learning tools to raise awareness and initiate discussions within the wider Myanmar community on the broader themes of transitional justice along with examples from other applicable contexts.


Purpose:

As with Phase I, Phase II of the information campaign will target people of Myanmar, displaced survivors from Myanmar, including Rohingya refugees in Cox’s Bazar camps, ensuring that the legal awareness reaches a wide cross-section of communities in/from Myanmar.

 

LAW is looking for a dynamic creative team to produce a series of cutting-edge animation videos and graphical training materials as a part of Phase II of its project. The videos and materials will broadly cover themes of ongoing international justice and accountability processes related to Myanmar and transitional justice along with examples from other contexts. The main objectives of the communication materials are:

 

  • Increasing and improving the understanding of ongoing international justice processes; transitional justice: meaning, process and efforts in different contexts; and key facts on those same topics.
  • Providing accurate information about international justice to reduce misinformation and ensure survivors are informed and meaningfully participate in international justice and accountability processes.



Scope of Work and Deliverables:

LAW identifies the following deliverables to be designed and produced during the term of this consultancy:

 

a) Script and Storyboard

  • Based on the material provided by LAW, create audiovisual content that makes complex legal themes accessible to the wider public, survivors of grave abuses of human rights and decision-makers within the international community.
  • In consultation with the LAW team, develop scripts, visual concept and storyboards for an animated video series on various themes related to transitional justice, international justice and accountability.
  • Review existing material developed by LAW and other relevant material available in public domain in order to develop the scripts and story boards.
  • Undertake the required rounds of edits as appropriate based on feedback from the LAW team.

 

b) Animated Videos and Audio Clips:

  • Develop four (04) 2D animated short videos on the themes discussed and mutually agreed upon with the LAW team. Each video will be less than 5 minutes in length.
  • Record the narration/dialogues/voiceover in English, Burmese, Rohingya language according to the approved script and storyboard.
  • Prepare and provide graphics and animations with culturally relevant designs that will be used in the video, lead the artistic direction in close consultation with LAW.
  • Place subtitles in the developed videos in English, Rohingya and Burmese. (3 sets of 4 videos, 1 set per language)
  • Undertake the required rounds of edits as appropriate based on feedback from the LAW team and the community. LAW will provide support in facilitating meetings to gather feedback from the community and to undertake the testing, in order to finalize the videos.
  • The videos must be suitable for use on mobile phones, tablets, laptops and desktop platforms. The videos must be compatible with both operating system, iOS and Windows.
  • Provide raw files and audio clips of all the developed videos separately.

 

Methodology:

The Consultant should include the following methodology in completing the deliverables:

 

  • Inception Meeting: Consultant will arrange an inception meeting with LAW within a week of securing the contract.
  • Based on the themes, content outline and reading materials provided by LAW, the Consultant will conduct secondary research and develop a draft script for each video, keeping in mind the target audience. Share the draft script, review any edits proposed, and finalize before commencing production on the videos and graphical training materials.
  • Develop the storyboard based on the approved script and share with LAW for review.
  • Produce video animations, record voice-over/dialogues/narration, mix soundtrack, and incorporate subtitles in the videos.
  • Share draft of the videos for reviewing and incorporate the suggested changes.
  • Attend focus group discussions (either in-person if possible or remotely) aimed at collecting community feedback on the proposed materials at any stage(s) as appropriate to ensure the materials are culturally appropriate and trauma-informed.
  • Provide the final outputs.

 

Proposed Timeline:

It is proposed that the above deliverables be completed within 12-14 weeks from the time of issuance of the work order. The selected Consultant should aim to complete all the tasks as per the tentative schedule indicated below. Flexibility in the timeline can be agreed upon as appropriate.

 

Terms:

  1. LAW will hold the copyright of all the videos, graphics, illustrations, messages or any creative and intellectual property produced under the assignment.
  2. The service provider must ensure full confidentiality of any data, information or documents shared for the purpose of the assignment.
  3. The consultant must adhere to LAW's safeguarding and PSEAH (Protection from Sexual Exploitation, Abuse, and Harassment) policies throughout the assignment.

 

Required Qualifications of the Consultant/Production Agency

The Consultant’s application will be evaluated against the following criteria:

 

  • Demonstrated experience and competency in animation video production;
  • Experience in producing animated videos related to humanitarian crisis, international human rights or access to justice issues;
  • Experience working on the Rohingya situation is desirable;
  • Capacity and resources to translate English into Burmese and Rohingya languages and record high quality sound bites in those languages, preferred.
  • Technical capacities (Human resources and equipment) to ensure smooth, on time and high-quality production;
  • Clear articulation of capacity and skill, and innovative approaches to carry out the assignment;
  • Ability to understand complex issues as well as demonstrated capacity to translate complex subject matters into engaging and audience friendly communication materials;
  • Experience working with Government, UN agency and other non-government organisations;
  • Other Requirements: The Consultant must have the requisite registration and appropriate certifications.

 

Payment

Payment will be made in two instalments. 50% payment upon approval of the storyboard and first draft, remaining 50% upon final delivery of videos.

 

Application Procedure

Applicants are required to submit the following:

  • Technical Proposal (including Financial Proposal): Short letter of interest, stating why the applicant considers themselves suitable for the assignment; overall concept of the proposal with explanations of foreseeable scenarios. Also include a financial proposal with a breakdown of individual costs within separate categories. Quotations will be inclusive of all taxes and VAT (as relevant).
  • Brief Work plan: Brief methodology on the approach and implementation of the assignment (creative & innovative ideas, storytelling approach, style of animations etc) and a work plan in line with this call for applications.
  • A strong portfolio showcasing previous animation work, especially on human rights or sensitive topics, will be considered desirable.
  • Registration and appropriate certifications
  • Work References (preferable)
