About TaRL Africa 

TaRL Africa initiative is hosted by Empower Learning Africa, a not-for-profit organisation registered and headquartered in Nairobi, Kenya, with teams in Côte d’Ivoire, Nigeria, and Zambia, and locally registered offices in Nigeria and Côte d’Ivoire. TaRL Africa began as a joint venture by Pratham and J-PAL in 2019, with the goal of supporting governments and organisations across Africa to accelerate children’s foundational skill learning using the evidence-based “Teaching at the Right Level” (TaRL) approach. TaRL Africa's vision is for every child across Africa to have foundational skills so that they can have a better future. Our mission is to ensure education systems effectively equip children with these foundational skills. 

We support governments and organisations in over 16 countries in Sub-Saharan Africa to design, deliver, and scale impactful TaRL programmes while learning and sharing how the approach can be improved for different contexts. Since our inception, we have reached 7 million children in collaboration with partners. 



    Summary of the Role: 

    The PM&I Assistant will support the design and implementation of measurement, monitoring, and review strategies for TaRL programming in Katsina and Niger States. This role will focus on strengthening the capacity of Katsina and Niger States Universal Basic Education Board (SUBEB) and Local Government Education Authorities (LGEAs) to collect, analyze, and use data for decision-making. The Assistant will contribute to ensuring reliable, timely, and actionable program data, enabling course correction, improved delivery, and sustainable government-led TaRL implementation.


      Major roles and responsibilities:


      1. Support Routine Field Monitoring and Spot Checks (35%)

      • Conduct regular school visits, spot checks, CFU, PQI, and classroom observations to monitor fidelity of TaRL implementation.
      • Document findings and highlight implementation gaps for course correction.

      2. Assist in Data Collection, Processing, and Analysis (30%)

      • Collect, enter, and clean data from programme sites.
      • Support in basic analysis to generate insights for programme improvement.
      • Contribute to preparation of dashboards, charts, and brief monitoring reports.

      3. Build Capacity of Local Government Teams (20%)

      • Support training of LGEA/SUBEB staff on data collection tools, analysis, and usage.
      • Mentor local officials to interpret and apply data in education planning, assist in facilitating refresher sessions and reviews.
      • Support SSOs and teachers during weekly school review meetings and Bi-weekly LGA meetings.

      4. Support Use of Education Assessment Tools (10%)

      • Assist in administering ASER, EGRA, EGMA, or similar assessments.
      • Provide technical support in reporting and reflection meetings.
      • Perform any other duties as assigned by the supervisor.

      5. Contribute to Organisational Learning (5%)

      • Share field insights with the PM&I team to improve tools and methods.
      • Participate in research and learning activities when required.
      • Support logistics and planning for MLE related workshops, training, and meetings.


      Key Competencies:

      • Field Monitoring: Ability to conduct effective classroom observations and spot checks.
      • Data Literacy: Basic skills in data collection, cleaning, and analysis (Excel and Kobo required; SurveyCTO  and PowerBI desirable).
      • Capacity Building: Experience supporting or training others in data-related tasks.
      • Knowledge of Assessment Tools: Familiarity with ASER, EGRA, EGMA, or similar large-scale assessments.
      • Teamwork and Communication: Strong interpersonal skills for engaging colleagues and external partners.
      • Results Orientation: Ability to work to deadlines with attention to detail.


      Education and Qualifications 

      Required:

      • Bachelor’s degree in Education, Social Sciences, Economics, Statistics, Development Studies, or a related field.
      • 2–3 years relevant work experience in monitoring and evaluation, education, or development programmes.
      • Demonstrated ability to conduct field monitoring and support data processes.

      Preferred:

      • Experience working with government partners at state or LGEA level.
      • Familiarity with education assessment tools such as ASER, EGRA, and EGMA.
      • Previous involvement in education and foundational learning programmes
