The Associate Information Management Officer provides technical coordination support, system implementation support, and supports the data protection governance for UNHCR project-funded initiatives, in close coordination and upon guidance on protection policy-related issues, implemented in cooperation with national and internal counterparts, including Protection, CBI, Programme, Supply, Development and other relevant units, in Türkiye.
The position ensures that nationally embedded digital systems, structured data exchanges, and information management modalities supported by UNHCR are operationally effective, compliant with UNHCR data protection standards, and aligned with institutional policies, while supporting sustainability, continuity, and operational ownership by national counterparts.
The position is placed under the Data, Identity Management and Analysis Unit and the incumbent reports to the Information Management Officer. S/he will work closely with the other Units and rely on the guidance of the Data Protection FP on data policy-related matters.
General Background of Project or Assignment, Operational Context:
UNHCR Türkiye implements multiple large-scale, project-funded initiatives to support asylum, registration, voluntary return, resettlement, and related information management processes. These initiatives increasingly rely on nationally embedded systems and inter-institutional data exchanges rather than parallel UNHCR-managed platforms.
The operational environment is characterised by:
• Strong institutional integration with government systems and workflows
• High reliance on digital tools for processes undertaken
• Complex data governance requirements related to the processing of personal and protection-sensitive data across multiple institutions and organisational boundaries.
• Project-driven delivery models directly linked to donor-funded outputs and timelines
In parallel, UNHCR Türkiye supports initiatives to strengthen the availability, quality, and analytical use of national migration and asylum statistics with several institutions, including the Turkish Statistical Institute (TurkStat). These initiatives contribute to evidence-based decision-making, operational planning, and reporting aligned with international standards.
Building on the established Voluntary Return (VolRep) data-exchange modality jointly developed with the Directorate General of Migration Management (PMM), a structured data-exchange mechanism for resettlement processes is currently being developed and operationalised. The initiative is implemented as a project-funded, time-bound intervention and involves the processing of high volumes of sensitive personal data, requiring strong coordination, rigorous data protection safeguards, and efficient workflow management.
Given the scale, sensitivity, and institutional embedding of these initiatives, the operation requires a senior local role capable of sustained technical coordination with technical counterparts, translation of and operational requirements into technical solutions, management of data protection risks, and continuity across project phases.
Purpose and Scope of Assignment:
a) Project Technical Coordination
• Provide data-focused technical support and contribute to the coordination of UNHCR-supported and project-funded initiatives implemented in cooperation with national and external stakeholders, contributing to data architecture, data governance, quality assurance, interoperability, protection safeguards, reporting requirements, and data exchange processes, as well as supporting analysis and continuous data improvement as needed.
• Contribute to the coordination of the design, implementation, enhancement, and maintenance of project outputs related to:
• Digital tools supporting national processes and UNHCR’s technical/ digital cooperation and mobility-related processes
• Systems supporting workflows and inter-institutional data exchange
• Business intelligence, analytics, and reporting solutions
o Support the translation of protection, programme, and operational requirements into technical workflows, data models, and implementation plans, in coordination with relevant technical teams.
o Liaise with national institutions’ ICT units, UNHCR technical teams, and service providers to facilitate timely and quality delivery of project outputs.
o Support monitoring of implementation progress, flag emerging technical risks or bottlenecks, and contribute to the identification of corrective actions.
o Promote interoperability and alignment with national systems and agreed standards, under guidance from senior technical leads.
• Provide technical guidance and operational support to project teams to ensure data protection and responsible data management practices, including advising on data minimization, purpose limitation, access control, retention measures, risk mitigation, and the conduct of DPIA trigger and technical risk assessments.
b) Voluntary Return and Cash-Based Modality Support
• Provide technical support for systems underpinning voluntary return and associated cash-based assistance modalities.
• Support coordination with relevant government counterparts to facilitate timely, consistent, and compatible provision of beneficiary data.
• Contribute to the definition, documentation, and maintenance of:
o Data fields, process flows, and system logic
o Quality assurance mechanisms, and exception-handling procedures
o System access arrangements and operational standard operating procedures (SOPs)
• Support routine operational data exchanges that underpin high-volume processing.
• Contribute to system adaptations and refinements based on operational feedback and evolving project requirements, in coordination with the CBI Unit.
• Support monitoring mechanisms to track programme implementation and progress, in coordination with the Project Management.
• Contribute to capacity-building of technical users and administrators, including through the delivery of targeted trainings and guidance, in collaboration with the CBI Unit.
c) Resettlement Data-Exchange Modality Development
• Support the design and implementation of a structured resettlement data-exchange with PMM.
• Contribute to the definition of:
o Data scope, fields, and exchange logic
o Process flows and validation mechanisms
o Access control, auditability, and data protection safeguards
• Support technical discussions, testing, and validation phases in coordination with relevant counterparts.
• Assist in the documentation and operationalisation of the modality under agreed project frameworks.
d) Statistics, Reporting, and Data Integration
• Support project activities, in coordination with PMM, ISKUR, TURKSTAT technical units and TurkStat.
• Support the validation, receipt, and integration of official datasets required for project monitoring, operational planning, and reporting.
• Contribute analytical inputs to project performance monitoring, donor reporting, and management decision-making processes.
e) Capacity Building, Documentation, and Coordination
• Support the design and delivery of technical briefings and trainings for national counterparts, UNHCR staff, and implementing partners.
• Contribute to the documentation of technical processes, workflows, and lessons learned to support sustainability and internal knowledge transfer.
• Prepare technical documentation, briefs, and progress updates related to assigned project components, under the guidance of senior staff.
• Support internal coordination across UNHCR units to promote consistency of technical approaches and adherence to institutional standards.
CANDIDATE MINIMUM REQUIREMENTS, SELECTION CRITERIA
Required qualifications, language(s) and work experience:
Degree: For IC-9 - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree Required

• Bachelor’s degree in information management, information systems, public administration, social sciences, or a related field
• Completion of UNHCR emergency-deployment trainings is an asset
Minimum years of work experience:
Preferably;
• Minimum 7–9 years of progressively responsible experience in information management, identity management, protection systems, or digital solutions
• Demonstrated experience with registration or individual case management systems, including UNHCR proGres and/or BIMS
• At least 5 years of experience working with government counterparts on system-level or inter-institutional data-exchange initiatives
• Proven experience in data protection, data governance, and responsible data-sharing
• Experience supporting project-based, multi-stakeholder implementations
• Demonstrated UNHCR emergency response experience
• At least 3 years of people-management experience
• Advanced technical coordination and analytical skills
• Strong understanding of data protection and information governance principles
• Ability to translate operational and protection requirements into technical solutions

EVALUATION, MONITORING, SUPERVISION
Monitoring and Progress Controls:
The performance of the individual contractor will be monitored by the supervisor through regular review of deliverables, adherence to agreed timelines, and quality of outputs in line with UNHCR standards.
The incumbent will provide quarterly progress updates on assigned tasks, including implementation status of project activities, system development, data exchange processes, and coordination with stakeholders. These updates will include progress against planned outputs, identified risks, and proposed mitigation measures.
Progress will be assessed against agreed deliverables and milestones, including:
*Operationalisation and maintenance of data-exchange modalities and digital tools
*Preparation and clearance of technical documentation (e.g. workflows, data models, SOPs)
*Completion of data protection requirements (e.g. DPIA triggers, risk assessments, data-sharing documentation)
*Delivery of analytical outputs and project monitoring reports
*Implementation of capacity-building activities
The supervisor will conduct periodic review meetings (monthly and/or quarterly) to assess progress, address challenges, and adjust priorities where required.
Overall performance will be evaluated based on the extent to which the incumbent contributes to the effective implementation of project objectives and operational priorities.

Individual Contractor
Definition:
Individual contractor is an individual engaged by UNHCR under a contract of limited duration to provide skills or knowledge for the performance of a specific task or piece of work and engaged under an individual contract issued directly by UNHCR.
They are neither staff members of UnaNHCR under the Staff Regulations and Rules, nor Officials for the purpose of the Convention on the Privileges and Immunities of the United Nations of 13 February 1946.
Contract Duration/Renewal:
Any extension of an individual contract is subject to operational needs, satisfactory service, and availability of funds. There is no expectation of renewal or conversion of the individual contract beyond its expiry date.
Working Hours:
40 hours per week, inclusive of mandatory night shifts, possibility of work on weekends and official holidays as part of the assigned schedule.
Leave Entitlements:
Annual leave at the rate of two and a half working days per month.
Sick leave at the rate of two working days for each month of service.
Medical Coverage:
Cigna Health Insurance, also available optionally for eligible dependents subject to additional contribution rates and contract duration.
Remuneration:
Remuneration at the level of the vacancy based on the International Civil Services Commission (ICSC) salary scale.
Legal Requirements:
Individual Contractors must comply with relevant local legislation, including but not limited to those relating to taxation, social security requirements, licenses, work permits and visas, and other details stipulated in the terms of their contract. UNHCR undertakes no liability for taxes and social security contributions, duties or other contributions payable by the individual contract holder on payments made under the individual contract. The individual contract holders will not be reimbursed such taxes or granted any other benefit, payment or subsidy which is not expressly provided for in the contract under which they are engaged. UNHCR may require the individual contract holder to provide evidence within a reasonable time that they have registered for and are paying applicable taxation and social security to the relevant national authorities
Important to note: The Individual Contractor shall be responsible for paying any tax levied by his/her Government or other entities on his/her UNHCR earnings. Under no circumstances shall UNHCR be responsible for paying or reimbursing such taxes.
Host country Labor Law is not applicable.
Ministry of Foreign Affairs (MFA) Clearances and ID Cards:
