The Role 

You will provide support for high-quality monitoring, data assurance, and learning activities within the Safe Water Program (TA & LMT) throughout Andhra Pradesh. You need to ensure timely and accurate monitoring at the field level, assist in tracking vendor performance, promote continuous improvement, and enhance evidence-based decision-making at both the state and district levels.

Responsibilities

Field Monitoring and Verification

  • Conduct routine monitoring visits across assigned districts/sites to validate IM team activities.
  • Use SurveyCTO and other digital tools to collect high-quality, geo-tagged, and time-stamped monitoring data.
  • Verify water point surveys, device spot checks, device performance, and adoption progress.
  • Support CE–Model B observation activities, including ToT sessions, VM training, Activity 3–7 field observations, and rapid assessments.

Partner Performance Tracking ( Four-Function Model)

  • Track weekly and monthly progress of Implementing Contractors (Hanna Device Calibration), ISA–Model B partners, Third-Party Agencies (Hanna Device Calibration), and Implementing Firms against agreed deliverables.
  • Identify delays, gaps, or deviations in real time and escalate to the State MLE Manager.
  • Maintain district-level performance dashboards covering quality, timeliness, and consistency metrics.
  • Cross-check survey data with field observations and program MIS records.

Data Quality Assurance ( DQA)

  • Conduct routine data audits to ensure completeness, accuracy, and adherence to protocols.
  • Validate WPS, pre-implementation, performance, process monitoring, and FC dose check data.
  • Monitor translation quality, data labelling, survey logic, and enumerator performance.
  • Carry out de-facto and post-facto verification checks as per program frameworks.

Stakeholder Coordination

  • Work closely with TA and LMT field teams and, where required, with Mandal and district-level stakeholders (EA, PC) and vendor coordinators to streamline field execution.
  • Provide on-ground support during government engagements, field demonstrations, community activities, and sample verification exercises.

Learning and Documentation

  • Prepare monitoring notes, district insights, gap analyses, and weekly learning summaries.
  • Support pilots and formative research through observations, quick KIIs, and process documentation.
  • Contribute to program reviews, MLE syntheses, and state-level learning loops.
  • Assist in designing monitoring tools, checklists, and trackers for statewide implementation.

Tracker and Dashboard Management

  • Update district/site trackers and the common state MLE tracker with high accuracy and timeliness.
  • Ensure real-time status updates for WPS, pre-implementation, performance, process monitoring, and FC dose check data.
  • Support the development and maintenance of Looker Studio dashboards or similar platforms, ensuring accurate grand totals and district-level insights.

  • Bachelor’s or Master’s degree in Public Health, Rural Management, Development Studies, Engineering, or related disciplines
  • 1–3 years of experience in monitoring, field operations, or evaluation, preferably in WASH or public health programs
  • Experience handling large-scale field data systems is preferred
  • Strong understanding of Monitoring, Evaluation, and Learning (MEL) frameworks and field monitoring systems
  • Proficiency in mobile data collection platforms, preferably SurveyCTO
  • Ability to analyse datasets, identify trends, and flag discrepancies for corrective action
  • Experience in preparing monitoring reports, dashboards, briefs, and trackers
  • Working knowledge of MEL systems for large-scale rural WASH, public health, or development programs
  • Familiarity with data visualization tools such as Looker Studio or similar platforms is preferred
  • Detail-oriented, disciplined, and highly process-driven
  • Strong interpersonal and communication skills, particularly for field coordination
  • Willingness to travel extensively across districts/sites in Andhra Pradesh, with 50–70% field travel required
  • Ability to work effectively with diverse stakeholders, including vendors, engineers, VMs, Gram Panchayats, and government officials
  • Organized, dependable, and committed to timelines and quality standards
  • Proactive problem-solver with the ability to work independently in dynamic field environments

Compensation: Competitive and commensurate with the individual's credentials, experience, and previous pay scale.
