Department description

Regions and Mayoral Engagement

Core to C40’s value and effectiveness is an ability to be responsive to the needs of all C40 cities and focus services and support on the areas of greatest opportunity for city action and climate impact – both at the individual city level and across our regional and global networks. Our regional management structure better enables C40 to leverage relationships between peer cities and partners regionally and globally and to be more responsive to local needs and conditions.

The Regions and Mayoral Engagement Team is one of the most diverse teams in C40, with staff members located in every region of the globe, representing C40 and coordinating with local cities on the ground. Key objectives of the C40 Regions and Mayoral Engagement team are regionally aligned delivery (ensuring city satisfaction and that C40 remains responsive and relevant to the needs of cities); political engagement (ensuring that C40 builds strong relations with mayors, city officials and regional entities); and effective operations (ensuring data-driven regional strategies and effective processes that support organisation-wide delivery).

C40’s Air Quality Program

C40’s Air Quality Program works with city governments at the political and technical level to raise mayors' ambition, overcome gaps in data and evidence, and design and deliver effective air quality-climate solutions. The C40 Air Quality Program provides a range of support, from deep engagement in pilot cities to technical assistance across a broader group, while connecting cities through peer to peer networks and creating tools and resources available to all cities. The Air Quality Program also includes deeper assistance programs, a global technical assistance initiative that partners with cities in developing and implementing air quality management activities and the African Cities for Clean Air initiative, a regional program supporting African cities in implementing air quality actions. C40 also delivers Breathe Cities, a global clean air initiative, in partnership with the Clean Air Fund and Bloomberg Philanthropies.

Breathe Cities

Breathe Cities is a clean air initiative delivered by Bloomberg Philanthropies, Clean Air Fund and C40 Cities. It was launched in 2023 by Michael R. Bloomberg, the UN Secretary-General’s Special Envoy on Climate Ambition and Solutions and founder of Bloomberg Philanthropies, and Mayor of London and C40 Co-Chair Sadiq Khan to cut air pollution that harms public health and the climate. The initiative is now in its second phase (2026-2029). The first phase (2024-2026) helped cities build the data, plans and partnerships for clean air action. The second phase supports them to implement those plans and deliver measurable reductions in air pollution. Breathe Cities support member cities with technical assistance, air quality data and community engagement across four pillars:

  • Data and Evidence: Expand local air quality data and evidence through the use of innovative new technologies and research into causes of air pollution to provide local governments with evidence for implementing and enforcing new policies.
  • Community Engagement and Ecosystem Building: Engage local campaigns and grassroots organisers to build awareness and support for air quality action, especially for communities most affected by air pollution.
  • Policy and Plans: Support local governments and city halls to develop and deliver clean air policies by providing technical assistance and capacity building to support policymakers in identifying and implementing solutions
  • Knowledge Sharing and Global Engagement: Share learnings across cities to help other cities to act.
