Project: Accelerating Change Through InnoVation in Agricultural TVET (ACTIVATE)

1. Project Background

The Accelerating Change Through InnoVation in Agricultural TVET (ACTIVATE) project, implemented by WUSC in partnership with the Mastercard Foundation, works to establish an industry-led, demand-driven, and inclusive agricultural education ecosystem in Ghana. As part of its core strategy, ACTIVATE embeds climate resilience, green skills, and environmental sustainability across curricula, campus infrastructure, and enterprise support mechanisms to equip young agripreneurs and technicians for shifting climatic realities.

To ensure the successful operationalization of Environment and Climate Change (ECC) concepts across partner institutions, ACTIVATE is seeking a qualified Environment and Climate Change (ECC) Technical Expert to provide specialized technical assistance to formal Agricultural Technical and Vocational Education and Training (ATVET) institutions.

2. Objective of the Assignment

The primary objective of this assignment is to provide targeted technical assistance across two key thematic areas:

1. Curriculum Facilitation & Capacity Building: Build the technical capacity of formal ATVET facilitators and project partners to effectively deliver updated, ECC-integrated Competency-Based Training (CBT) curricula.
2. Institutional Greening: Support partner ATVET institutions in designing, executing, and institutionalizing campus greening action plans that reduce environmental footprints while providing hands-on practical learning environments for trainees.

3. Scope of Work (Key Responsibilities)

The Technical Expert will lead and execute activities under the following key thematic areas:

Area A: Capacity Building on ECC-Integrated Curriculum Delivery

• Curriculum Operationalization & Manual Development:
  • Support the dissemination of approved ECC-integrated curricula in collaboration with the Commission for Technical and Vocational Education and Training (CTVET).
  • Develop a comprehensive ECC Training Delivery Manual for Facilitators tailored for formal ATVET institutions.
• Technical Instruction & Competency Areas: Guide facilitators across updated Occupational Standards (OS) and Unit Standards (US) for Specialized Agricultural Services (SAS) at National Certificate I (Level 3) and National Certificate II (Level 4), including:
  • Environmental & Climate-Smart Practices in SAS (Level 3): Environmental risk identification, climate-smart service delivery, environmental compliance, and responsible waste management.
  • Workplace Climate-Smart Practices (Level 4): Climate-related impacts in the workplace, resource efficiency, waste management, and environmental compliance.
  • Sustainable Animal Nutrition Practices (Level 4): Livestock nutritional requirements, formulation of environmentally sustainable rations, climate-smart feeding programs, and sustainable animal feeding techniques.
• National & Institutional Training of Trainers (ToT):
  • Design and facilitate a National ECC Training of Trainers (ToT) program and oversee cascading ToT workshops at the institutional level.
  • Train WUSC Partnership Facilitators (PFs) to integrate ECC technical backstopping and monitoring into their routine institutional visits.

Area B: Institutional Greening & Campus Action Planning

• Greening Workshops & Action Plan Development:
  • Facilitate workshops on Greening Campus and Training Delivery for formal ATVET institutions and Training Service Providers (TSPs).
  • Guide institutional management teams and focal persons in developing tailored Institutional Greening Action Plans focused on energy efficiency, water conservation, and sustainable waste management.
• Technical Backstopping & Sustainability Coaching:
  • Conduct technical support and monitoring visits to evaluate the implementation of Greening Action Plans across partner campuses.
  • Provide hands-on coaching to institutional focal persons and leadership teams to foster long-term institutional ownership and enable practical, work-based learning for trainees.
  • Gradually transition monitoring and coaching roles to ACTIVATE Partnership Facilitators (PFs) to ensure sustainable institutional support.

4. Key Deliverables and Expected Outputs

1. Inception Report & Detailed Workplan: Detailed approach, methodology, and timeline for executing the assignment.
2. Facilitator ECC Training Delivery Manual: A practical instructional guide for formal ATVET facilitators based on approved CTVET standards.
3. National ToT & Cascading Training: Execution of the National ECC ToT, institutional cascade workshops for ATVET partners/TSPs.
4. National ToT & Cascading Training Reports: Comprehensive reports documenting completion, attendance data, pre-/post-evaluations, key learnings, and backstopping recommendations.
5. Institutional Greening Action Plans: Customized, validated campus greening plans for all participating ATVET institutions.
6. Technical Backstopping & Monitoring Reports: Field monitoring reports capturing progress, capacity improvements, institutional ownership, and recommendations for continuous improvement.

5. Duration of the Assignment

The total level of effort for this assignment is 25 working days, distributed across the agreed implementation timeline upon contract signing over 3months.

6. Required Competencies and Qualifications

• Education: Advanced degree (Master's or equivalent) in Environmental Science, Climate Change, Sustainable Agriculture, Natural Resource Management, Agricultural Education, or a related field.
• Technical Expertise:
  • Demonstrated expertise in Competency-Based Training (CBT) methodology and ATVET curriculum development/facilitation.
  • Proven knowledge of climate-smart agricultural practices, workplace environmental compliance, resource efficiency, and sustainable livestock/animal nutrition practices.
  • Practical experience in designing and executing institutional greening frameworks (energy, water, and waste resource management).
• Experience:
  • Minimum of 7–10 years of professional experience in climate-smart agriculture and TVET systems strengthening.
  • Strong record of accomplishment in facilitating Training of Trainers (ToT) programs and developing technical instruction manuals.
  • Experience engaging with public regulators (e.g., CTVET, MoFA, MoE) and formal tertiary/ATVET institutions.
• Soft Skills: Excellent facilitation, coaching, analytical report writing, and stakeholder engagement skills.

7. Institutional Arrangements & Reporting

The ECC Technical Expert will report directly to the Senior Manager – Project Implementation (or designated Technical Lead) and work in close collaboration with the Senior Manager – Strategy & Systems Transformation, Technical Advisors, Partnership Facilitators, and ATVET Stakeholders.

  • A detailed financial breakdown specifying only the daily consultancy rate (in GHS)
