Background to WUSC’s work in South Sudan
In South Sudan, WUSC is implementing the Strengthening Collaborative Action and Learning for Education (SCALE) project, funded by Global Affairs Canada (GAC). SCALE is a five-year initiative that aims to help adolescent girls and young women access better, safer, and more empowering education opportunities.
SCALE seeks to empower girls and young women by removing barriers that limit their access to education and by improving the overall quality of education provision. The project’s core outcomes include:
- Increasing support for adolescent girls and young women to be in control of their health and educational choices;
- Increasing ability of community & school groups to actively promote girls’ access to education;
- Increasing capacity of teachers & education leaders to create safe, inclusive & gender-transformative schools & learning environment;
- Increasing knowledge & application of promising practices to support safe, inclusive & gender-transformative education systems.
The project, launched in October 2025, operates in Yei, Kajo Keji, and Magwi counties - areas characterised by large numbers of returnee families and described by UNHCR as “Pockets of Hope” due to their growing stability and potential for lasting change. These counties have been strategically selected to support education system actors to respond to heightened needs, drive advancements in gender equality and female empowerment, and test scalable interventions to improve education outcomes across South Sudan.
Assignment Scope and Methodology
As part of the project’s goal to enhance girls’ agency and decision-making power in relation to their education and their sexual and reproductive health and rights, SCALE aims to improve the quality, relevance, and delivery of Comprehensive Sexuality Education (CSE) for male and female learners in South Sudan.
To support this objective, WUSC is seeking a qualified partner organisation or consultant to develop and test contextually relevant and gender-transformative tools and approaches for the effective delivery of CSE in 25 schools across Kajo Keji, Magwi, and Yei counties, with the ambition to scale.
The selected partner will be expected to:
- Consult with parents or guardians, teachers, learners, and other relevant education actors to identify gender-specific challenges, barriers, and opportunities related to the content and delivery of CSE to inform curriculum adaptations and tool design;
- Adapt existing CSE curricula for both primary and secondary levels, ensuring that materials are age-appropriate, gender-sensitive, rights-based, inclusive, culturally sensitive, community-supported, and aligned with national education frameworks;
- Work in close collaboration with key actors, including the Ministry of General Education and Instruction (MoGEI), UNESCO, and other relevant partners to ensure coherence with ongoing national CSE efforts;
- Develop a comprehensive teacher training package and corresponding facilitation tools to enable effective CSE delivery in classroom and co-curricular settings;
- Pilot and test the adapted materials and training package in 25 schools, working with approximately 50 teachers to assess feasibility, relevance, and effectiveness;
- Strengthen the capacity of local education authorities (e.g. country education directors and inspectors) to provide effective oversight, mentorship, and ongoing support for teachers delivering CSE in schools;
- Collaborate with key project partners to share insights, resources, and recommendations to help inform and strengthen other related project activities (e.g. life skills, community engagement, teacher professional development, etc.);
- Document lessons learned and recommendations to inform the potential scale-up of the approach at the state and national levels.
Key Deliverables
- Participatory needs assessment and consultation summary outlining stakeholder perspectives and priorities gathered through participatory consultations with parents, teachers, learners, education authorities and other relevant education actors, to guide curriculum adaptation and tool development.
- Adapted CSE curriculum that is relevant for male and female learners at the primary and secondary levels and includes content that is rights-based, culturally sensitive, age appropriate, community-supported, and aligned with national education frameworks;
- A strengthened and contextualised teacher training package, including facilitation guides, teaching and learning tools, session plans, and links to relevant resources;
- Validation workshop/meeting with Ministry of General Education and Instruction, to review and approve the adapted curriculum and associated tools and training materials;
- Training and coaching of 50 teachers (across 25 schools: 15 primary schools - 2 per county; and, 10 secondary schools - 4 in Kajo Keji, 4 in Yei, and 2 in Magwi)
on the adapted CSE curriculum, associated teaching and learning tools, and relevant teaching methodologies;
- Training and coaching of 30 education officials
(10 per county) on CSE monitoring and support, including school inspectors and county education officers, to strengthen their capacity to monitor, coach, and support teachers in the effective delivery of CSE in schools;
- Partner Learning and Integration Workshop
to share consultation findings and support the integration of insights on CSE into complementary project components, such as life skills education, community engagement activities, and teacher training;
- A final report documenting processes, lessons learned, feedback from participants, and recommendations for scale-up.
Required Qualifications and Competencies
- Senior level technical expert/s with demonstrated experience in comprehensive sexuality education curriculum design, gender-transformative education, or related fields with specific experience in South Sudan;
- Minimum of 10 years of experience in education program design, implementation, or curriculum development within international development and/or fragile contexts, preferably with specific knowledge and experience in South Sudan;
- Proven experience in facilitating participatory design processes and engaging multiple actors (government, schools, parents, communities, and partners);
- Strong analytical, research, design, and documentation skills;
- Demonstrated ability to deliver high-quality outputs within tight deadlines;
- Excellent interpersonal and cross-cultural communication skills;
- Full fluency in English.
