Doctors Without Borders/Médecins Sans Frontières (MSF) is an independent international organization that provides medical care to the people who need it most. Role Overview

The Contract Compliance Manager is responsible for vendor management, vendor performance monitoring, contract management, legal compliance, operational efficiency, and strategic alignment. This role plays a critical function in MSF-USA by directing and overseeing the full lifecycle of contracts—ensuring risks are minimized, services operate smoothly, and systems function efficiently.

The Contract Compliance Manager will ensure that all contracts and vendor relationships adhere to organizational policies and legal requirements while also improving access, visibility, and accountability across teams.

Department Accountabilities

Procurement 

The procurement department implements policies, procedures, and systems that support the organization’s procurement and management of goods and services.  Procures quality goods and services at competitive prices while ensuring that the organization has the resources needed to succeed at a cost that maximizes value and a process that minimizes risk.  The department manages the procurement process which includes identifying needs, setting terms, selecting vendors, negotiating and purchasing, delivering, and post-purchase assessment.  The department works together to regulate the procurement process and align organizational objectives, goals, and budgets. 

Facilities Management 

Oversee operations of the organization’s US facilities.  Conduct regular needs assessments, coordinate and implement planned and unplanned maintenance services and projects, and Manage oversight of the programming and operation of the mechanical, security, and life-safety system. Maintain building/county and state rules and regulations and respond to FDNY and DOH inspections for the NY office. 

Budgeting and Costing 

Establish and use financial plans to achieve organizational objectives, including monitoring and analyzing financial data to identify deviations from targets. 

Operations Management 

Execute and manage production or operations using predetermined protocols and procedures to achieve specified operational performance standards. 

Operational Compliance 

Adhere to internal policies, procedures, and external standards, including regulatory and voluntary codes of conduct, to minimize business risk and protect the organization's reputation. 

Stakeholder Engagement  

Systematically identify, analyze, plan, and implement actions designed to engage with external and/or internal stakeholders to create positive relationships by appropriately managing their expectations and agreed objectives. 

 

Roles Specific Outcomes

Vendor Management

  • Manage relationships with existing vendors, particularly during disputes.
  • Oversee vendor onboarding and offboarding using established digital systems.
  • Ensure that contractual obligations are fulfilled by both vendors and MSF-USA, including data/document transfers at contract close.

Vendor Performance Monitoring

  • Track and analyze performance metrics (e.g., delivery timeliness, quality, cost variations).
  • Ensure vendor Service Level Agreements (SLAs) are monitored and met.
  • Initiate corrective actions as needed.

Contract Management

  • Develop, manage, and optimize the contract lifecycle management platform.
  • Set up templates and approval workflows to streamline contract processes.
  • Serve as the main point of contact between internal contract owners and vendors.

Legal Compliance

  • Determine the level of legal review based on vendor service type and associated risks.
  • Ensure that contractual language protects MSF-USA and meets legal standards.
  • Focus on contracts involving sensitive data, PII, and PCI compliance.

Operational Efficiency

  • Leverage digital tools to streamline workflows and reduce manual burden.
  • Maintain secure contract repositories accessible to legal, finance, executive, and audit teams.
  • Drive future digital adoption of contract lifecycle tools and automation.

Strategic Alignment

  • Develop and implement procedures and policies to ensure all contracts align with MSF-USA’s strategic goals.
  • Establish standards for accountability, compliance, and risk mitigation.

Supervisory Responsibility

The Contract Compliance Manager supervises the Procurement Coordinator, providing day-to-day direction, coaching, task delegation, and professional development support. This includes performance planning, feedback, and formal evaluations in alignment with MSF USA’s people management standards. The role may also indirectly guide contributors to contract-related projects and workflows across departments.

 

Desired Qualifications & Experience

At a minimum the Job Holder should possess:

  • Bachelor's degree in business administration, supply chain, legal studies, or related field preferred; equivalent work experience considered
  • Minimum 5 years of experience in contract compliance, procurement, vendor management, or legal operations
  • Proven experience using, modifying, and optimizing digital contract lifecycle management (CLM) systems
  • Strong working knowledge of contract review processes, approval workflows, and document control
  • Familiarity with legal risk considerations, especially concerning data protection (e.g., PCI, PII) and vendor liability
  • Demonstrated ability to build effective cross-functional relationships across Legal, Finance, Procurement, and Programs
  • High attention to detail, accuracy, and documentation.
  • Excellent communication and interpersonal skills, especially in resolving conflict or clarifying terms
  • Experience supervising or mentoring others a plus

 

Travel Requirements 

This position requires minimal travel, estimated at up to 5% annually, primarily for team retreats, department meetings, or periodic vendor-related engagements. Most responsibilities are performed remotely or from the assigned HQ office location.

 

Location

New York, NY (Hybrid)
This role is based in our New York office, where most of the team and operational infrastructure are located. Due to current staffing and budget constraints, we’re unable to support this position in our DC or California offices.

 

Compensation

$88,822 to $133,233 annually; In alignment with MSF USA’s compensation framework, new hires are generally offered between the minimum and midpoint of the range based on relevant experience, skills, and internal equity.
