Background
C40 is a network of nearly 100 mayors of the world’s leading cities, who are working to deliver the urgent action needed right now to confront the climate crisis, and create a future where everyone, everywhere can thrive. Mayors of C40 cities are committed to using a science-based and people-focused approach to help the world limit global heating to 1.5°C and build healthy, equitable and resilient communities. Through a Global Green New Deal, mayors are working alongside a broad coalition of representatives from labour, business, the youth climate movement and civil society to go further and faster than ever before.
C40’s team of 400+ staff is based in offices in London, in New York, Johannesburg, Singapore, Delhi, Rio de Janeiro, Copenhagen, Beijing and Paris, and individual staff based across 25+ different locations.
The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors, which is chaired by Mayor Sadiq Khan of London and Mayor Yvonne Aki-Sawyerr of Freetown. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, responsible for operational oversight. A regionally diverse management team, led by Executive Director Mark Watts, leads the day-to-day management of C40. C40’s two core strategic funders are Bloomberg Philanthropies and Realdania.
Our international staff work with the C40 network under the leadership of city governments to deliver this mission. Using a data-driven approach, our team identifies and promotes the exchange of proven programmes and policies developed by cities; provides world-class research, technical expertise and access to key partners to deliver new programmes and policies with cities; and communicates cities’ individual achievements and collective leadership.

Department description:
The C40 Business Planning and Reporting (BPR) team is the C40 team responsible for reviewing and reporting C40’s performance and progress against the delivery of the C40 Business Plan for 2025-2030. This includes evaluating the actions of both our cities and C40 the organisation to guide our C40’s strategy.
A strong focus within the team and C40 is to put on powerful and visual data for communication to our Steering Committee, Board, member cities and funders. The BPR team incorporates Monitoring and Evaluation (M&E), Analytics (Modelling) and the Programme Management Office (PMO) functions that report to decision-makers and support the annual business planning cycle. The team is small so all team members work closely together on a range of projects with scope for individuals to shape their professional development.
Position Description:
The Data Scientist will be a core member of the small Analytics Team. The position will report to the Head of Analytics and will work closely with other colleagues in the BPR Team and all the technical experts from across C40 globally (e.g. Air Quality, Transport and Resilience).
The Data Scientist will design and upkeep systems that support C40’s effort to track and report climate action progress in C40’s work and throughout its member cities.
The team has the responsibility for C40’s Data Warehouse and Data Portal. The Data Warehouse is essential to C40’s ongoing research, monitoring and evaluation and reporting efforts. A key objective is to maintain and build processes and structures around the Data warehouse and Data Portal that relate to C40’s Key Performance Indicators (KPIs) that are used by C40 to track our cities’ progress against our Business Plan. This will involve designing and maintaining architecture and programme code that collects, processes and stores technical climate and equity data from a wide range of internal and external sources. This will involve liaising with technical experts across C40 to develop and update data collection, analysis and modelling methodologies. Another key objective is to develop compelling visualisations and narratives for the KPI reporting and related climate (air quality, health, equity) and performance data for both internal staff and also external stakeholders. This is done primarily through the C40 Data Portal (an internal website and dashboard), and other business intelligence tools such as Qlik, the KPI Dashboard, and other bespoke reporting. As the data that C40 collects and the techniques used to process them both expand in terms of their range and complexity, the potential for data-driven techniques such as machine learning to be employed in C40’s work increases. C40 Analytics needs to adapt the technical capacity to meet this challenge.
