Title of project: Refugee Reach: Amplifying Voices Online

Purpose of project: Digital Innovation Fund Project: Refugee-led organizations (RLOs) play a vital role in community support and protection, yet they remain severely underfunded—receiving less than 1% of global humanitarian aid. Many lack digital visibility, making it difficult to attract donors and partners. The project is supporting RLOs in Rwanda – many of whom have no website or social media – to enhance their online presence and showcase their stories, boosting their credibility to donors and the public. Participating RLOs will have a professional online presence and staff trained to maintain it and generate content, enabling them to more effectively showcase their work. This enhanced online presence will attract more partnership and funding opportunities, helping to ensure the sustainability of their activities.

7. General Background of Project or Assignment:
The Digital Visibility Consultant will be responsible for supporting Refugee-Led Organizations (RLOs) in Rwanda to establish and maintain a professional and sustainable digital presence. This includes developing cost-effective and user-friendly websites and social media platforms, training RLO members in digital storytelling and content creation, and providing strategic guidance to ensure long-term sustainability and autonomy.

The consultant will work closely with UNHCR Rwanda’s Community-Based Protection (CBP) team and selected RLOs, to deliver a structured training and support programs that empower RLOs to showcase their work, engage with donors and partners, resource mobilization and build credibility through strong digital presence throughout the project lifecycle.

Key Objectives
• Establish a professional and use-friendly digital presence for Refugee-Led Organizations (RLOs), including websites and social media platforms, while building their capacity to manage and update these tools independently.
• Ensure that all digital solutions are low-cost, easy to maintain, and technically accessible, enabling long-term sustainability within RLOs’ existing resources.
• Strengthen RLOs’ skills in digital storytelling, branding, fundraising and online advocacy, using accessible tools and inclusive communication practices.
• Enhance the visibility, credibility, and trust in RLOs’ work among donors, partners, and communities through strategic use of their digital platforms.

9. Overall Purpose and Scope of Assignment:
The consultant will undertake several key activities, including:

Training Delivery and Capacity Building
• Develop user-friendly training materials and toolkits (slide decks, handouts, tutorials, and/or guides) tailored to RLOs’ contexts
• Design and deliver a five-phase training program for RLOs tailored to their digital literacy levels and resources, covering:
• Importance of digital presence
• Website and social media setup using low-resource tools (e.g. WordPress.com, Wix, Carrd, Google sites, etc.) including through mapping user journeys and user testing for online features, refining and developing prototypes based on input and user testing feedback.
• Digital content creation (writing, photography, video, etc.) and storytelling using smartphones
• Platform maintenance, security, and basic troubleshooting
• Long-term digital strategy and sustainability
• Provide hands-on mentoring and follow-up support through the project lifecycle.

Technical Support
• Facilitate Focus Group Discussions to assess RLOs’ needs and digital capacity.
• Assist 20–23 RLOs in setting up low-cost websites using cost-effective platforms, with branding guidelines and a code of conduct. Digital presence set-up process must involve usability testing to ensure that sites developed deliver the required features and functionality identified by users and stakeholders.
• Support social media account creation and configuration (e.g., Facebook, Instagram, LinkedIn).
• Provide guidance on branding, SEO, and linking to platforms like COHERE, UNHCR HELP, and other relevant directories.

Content Development
• Train RLOs in creating compelling digital content (writing, photography, and multimedia) using accessible tools (e.g. smartphones).
• Collaborate with UNHCR External Relations to develop impactful stories and advocacy materials.
• Encourage inclusive and ethical storytelling practices that reflect RLOs’ values and humanitarian principles.

Monitoring and Evaluation
• Facilitate participatory monitoring activities and feedback sessions with RLOs.
• Support the organization of FGDs with RLO networks to assess progress, challenges, and gather feedback.
• Document lessons learned and best practices for replication.

Coordination and Reporting
• Maintain regular coordination with relevant UNHCR technical units (e.g., CBP, External Relations, Information Management, Protection, ICT, and Innovation Section) and provide periodic progress updates, including challenges, milestones, and recommendations.
• Submit a final report including training outcomes and impact, website and social media status, recommendations, and sustainability plans for scale-up.

10. Required level, qualifications and work experience:
Required Qualifications
• Undergraduate degree, and/or Advanced university degree in Communications, Digital Media, ICT, or a related field.
• Minimum 7 years of experience in web development, digital communications, and training delivery.
• Proven experience in using low-resource Content Management System (CMS) platforms (e.g., WordPress.com, Wix, Carrd, Google Sites).
• Strong facilitation, mentoring, and interpersonal skills.
• Familiarity with humanitarian principles, inclusive communication practices, and community engagement
• Experience working with grassroots or Refugee-Led Organizations is desirable
• Required: Fluency in English, French and Kinyarwanda.

Preferred Experience
Candidates should have at least 7 years of relevant experience, including:
• Website and social media development for non-profits or community-based organizations.
• Hands-on experience with open-source or freemium CMS platforms such as Joomla, Drupal, etc
• User Experience (UX) research and design, including conducting user interviews, usability testing, and applying human-centered design principles to ensure accessibility and relevance for diverse user groups.
• Training and capacity building in digital tools and content creation.
• Experience working in humanitarian or development settings, preferably with UNHCR or similar agencies.
