About the Team

The GSMA supports its members by establishing positions on policy and regulatory matters that reflect the shared views of the mobile industry worldwide, and by advocating positive reforms directly with governments and regulatory authorities. A key element of this work is conducting research and analysis that provides the factual basis of our industry recommendations. The policy and regulation team also contributes to a range of GSMA-hosted events such as the highly regarded Ministerial Programme at MWC Barcelona as well as focused meetings and workshops. The team engages on a wide range of topics linked to mobile connectivity and the overall digital economy, such as network economics and competition, infrastructure policy and regulation, fiscal policy, data protection and security.

About the Role

The role calls for a strategic thinker and editorial expert with demonstrable experience in tech policy communication, who can readily absorb and master a wide range of technological and regulatory concepts. While the function sits within the Policy and Regulation programme, the role involves considerable interaction with other teams across the GSMA including regional offices. The individual will also serve as a trusted strategic and creative advisor to the programme lead, providing independent perspectives, challenging assumptions constructively and contributing original ideas to strengthen strategic direction.

The policy content director has three principal areas of accountability:

  • Content strategy. Maximise the impact of new policy/regulatory reports and insights by developing and owning the team’s annual outreach plan, coordinating with the subject-matter experts and leveraging the tactical expertise and resources of the marketing team.
  • Content development and support. Contribute to policy/regulatory content creation in a variety of ways that may include review and editing of reports and briefing papers, scriptwriting, copywriting, messaging, slide creation and document formatting. Apply creative thinking to develop compelling ways to present content to diverse audiences. Provide quality assurance for board and leadership committee agendas, briefing papers and presentation slides. Periodic contributions to business planning and team reporting are also required.
  • Advocacy platforms. Serve as an advisor and liaison for policy and regulatory content in the planning and execution of Ministerial Programme events (3x per year), including conference sessions and roundtable/bilateral meetings. Support other events and activities, such as leadership committee meetings, by capturing minutes and action points, as well as other tasks as needed.

About You

The successful candidate will have the following skills/experience:

  • Effective writing skills in English; experience writing in numerous formats and creating presentations for senior executives
  • Absolute command of English grammar, punctuation and usage
  • Ability to synthesise information from multiple internal and external sources and produce impactful content that is accessible to a wider audience
  • High degree of independence and problem-solving skill
  • Proven ability to act as a strategic thought partner to senior leadership — contributing independent perspectives, constructively challenging ideas and applying creative thinking to refine strategies and communications
  • Business acumen including planning, budgeting and directing resources to achieve targets
  • Experience establishing, managing and inspiring productive relationships with senior-level stakeholders
  • Excellent cultural awareness and a desire to work with teams around the world
  • Facility with Microsoft Office (Word, PowerPoint and Excel)
  • Ability to travel internationally
