Elsa Sependa, Head of Public Policy - Europe

About the Team

Located in Brussels, GSMA Europe represents the interest of mobile network operators in Europe and the Commonwealth of Independent States (CIS). In this region, more than 200 mobile network operators provide connections to 730 million unique subscribers. Our team of ten EU policy specialists works closely with global colleagues, using our combined expertise to give the mobile connectivity industry a powerful voice.

About the Role

As Director of Policy, you will contribute to GSMA Europe’s efforts to support our members in advancing their collective public policy interests, related to the European connectivity agenda. You will be part of the Brussels team, which develops consensus positions amongst our members that inform and influence European policy.

Working with colleagues around the world, you will direct our European policy positioning on cross-ecosystem topics such as environmental sustainability and health, payment services and fraud, cloud, connected cars and the digitalisation of other industries. You will also work to link our policy asks to the “big picture” by detailing how they can contribute to addressing some Europe’s key economic, social and environmental challenges.

You’ll be responsible for analysis and assessment of key areas of EU policy and their impact on GSMA members and the industry in general, to assist in the development of clear policy priorities. You’ll oversee and provide systematic monitoring, analysis and dissemination of political intelligence to inform GSMA’s policy and advocacy work, and you’ll identify policy and legislative milestones and other advocacy opportunities to ensure we anticipate developments and use them effectively as hooks and opportunities to deliver our messages.

You will manage member task forces, work with GSMA members to understand their perspectives, and drive consensus between multiple contributors. You will lead proactively in the policy debate and exercise judgment to propose and steer a course on message alignment and delivery that reflects the consensus but maintains a credible and positive contribution to the debate.

You will develop and nurture relationships with policymakers, regulators and other stakeholders, and in particular with a broader range of stakeholders beyond the traditional telecoms space. As part of this, you will represent GSMA at internal and external meetings and events, organise small scale events, and assess opportunities for partnering with other organisations on a common platform.

About You

This is a Fixed Term Contract covering a colleague’s maternity leave, which is expected to last around 10 months.

We are looking for candidates who are self-motivated, conscientious and creative, with a can-do attitude. You’ll need to be able to work across different cultures and deliver results both through individual contribution and by contributing to team efforts through culturally diverse, collaborative teams. You will also be required to demonstrate strong project management and people skills and the ability to work independently and flexibly.

You should be able to demonstrate significant experience in stakeholder engagement, designing and delivering advocacy campaigns, building evidence and delivering results. Detailed knowledge of EU players and processes is required, and familiarity with the mobile industry and its policy and regulatory challenges are a strong advantage. Experience of consensus building is highly desirable.

Please note that the role requires pre-existing authorisation to work in the EU.

About your skills

You are highly proficient in English (oral and written). Additional language skills would be an asset.

You have excellent written and oral communications skills, including the ability to structure and tailor complex content into clear messaging for different stakeholder audiences.

Your other core skills include delivery, communication, analysis, initiative and diplomacy.

We strive to offer a meaningful and inclusive application experience for all candidates. Should you require any accommodations or adjustments due to a disability or for any other reason during the hiring process, please contact talent@gsma.com with your request.
