The Emergency Programs Officer plays a vital supporting role in IsraAID’s emergency programming and operations. This position supports the design and implementation of emergency missions, contributes to the development of emergency response content and tools, and provides essential coordination and reporting throughout the emergency program cycle. Working under the direction of the Deputy Director of Emergencies and Operations and the Head of Mission, the Emergency Programs Officer supports IsraAID’s capacity to respond quickly and effectively to emergencies, and to transition toward recovery and resilience programming.
KEY RESPONSIBILITIES
Emergency Response Setup:
- Leads the coordination of initial emergency response plans, compiling inputs from assessments, cluster reports, partner mappings, and other data sources to develop coherent and high-quality emergency programming in collaboration with the Head of Mission.
- Assist in establishing rapid, effective, and context-appropriate programmatic responses that address immediate humanitarian needs while laying the groundwork for early recovery and long-term resilience.
- Ensure programmatic quality by supporting adherence to technical and operational standards, in close coordination with the Technical Unit and relevant departments.
- Provide support to stakeholders and partner mapping and analysis processes during new or ongoing responses.
- Contribute to the creation of new partnerships, under the guidance of the Head of Mission.
- Support other deployment tasks and coordination activities as needed during the first phase of response, as assigned by the Head of Mission.
- Transition and Exit Coordination:

- Coordinate the transition from emergency programming to early recovery and long-term programming, in collaboration with country teams, the Technical Unit, and relevant HQ departments.
- Support the closure of emergency programs through the development of appropriate exit strategies, including handovers to partners, documentation of lessons learned, and sustainability planning.
Emergency Programs Portfolio Management
- Serve as the program’s focal point for specific emergency missions and coordinate across departments to ensure programmatic continuity and compliance.
- Monitor progress of emergency projects to ensure accountability for deliverables, indicators, and timelines as defined in project documents and work plans.
- Support HQ and field teams in the development of new emergency programs, ensuring alignment with IsraAID’s program development processes and cycle, in collaboration with the Technical Unit.
- Ensure the application of quality standards in emergency programming, guiding Monitoring, Evaluation, Accountability, and Learning (MEAL) efforts to monitor and improve program delivery.
- Liaise with country missions to support internal and external reporting requests and help manage ongoing emergency-related reporting requirements.
- Assist with the development of long-term reporting frameworks that ensure consistency and data quality over time.
Emergency Programming Expertise Development
- Collaborate with the EMOP staff, Technical Unit, and other departments to support the development of emergency program content and tools.
- Support cross-sectoral efforts to ensure programming tools are practical, field-driven, and aligned with IsraAID’s standards.
- Lead the systemization of data collection processes for emergency programming, and contribute to organizational learning by enabling the analysis, documentation, and dissemination of lessons learned across the department.
- Contribute to the adaptation of tools and guidance to fit contextual needs of emergency missions.
Capacity Building and Technical Support:
- Assist in building capacity across field missions and HQ in emergency response protocols and program design.
- Support the facilitation of training or induction processes for emergency programming as needed.
- Participate in learning processes and reviews that aim to improve emergency programming across missions.
Other Duties
- Support exploratory missions, assessments, and internal planning processes as assigned.
- Perform other duties as directed by the Deputy Director of Emergencies and Operations or Head of Mission, to support effective and coordinated emergency programming in alignment with IsraAID’s strategic objectives.
Essential Skills, Knowledge, and Competencies:
Experience:
- Proven experience in program management within a humanitarian setting, particularly in emergency response.
- Strong background in monitoring and evaluation, with the ability to manage multiple programs simultaneously.
- Experience in working with stakeholders and partners, and in creating and maintaining strategic partnerships.
- Ability to work under pressure in rapidly changing environments.
- Familiarity with humanitarian architecture such as clusters, UN system- major advantage
Education:
- Relevant academic qualifications, such as a Master’s degree in International Development, Humanitarian Studies, or a related field.
IT Skills:
- Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint).
- Familiarity with database management and data analysis tools.
- Experience with communication and collaboration platforms such as Zoom, Skype, or Teams.
Languages:
- Fluency in English is required.
- Knowledge of other languages is advantageous
