ABOUT US
Nonviolent Peaceforce (NP) reimagines security and civilian protection in areas most impacted by conflict by working alongside communities to interrupt and prevent violence. NP is a global civil society organization that works with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP) and by helping to transform the world’s response to conflict situations. Programming is founded on unarmed civilian protection and is thematically focused on protection in displacement, child protection, gender-based violence protection and inter-communal violence reduction, social cohesion, and civic engagement.
NP first established a presence in Ukraine in 2014/2015 working on peacebuilding and conflict mediation. NP has had a sustained presence in Ukraine since April 2022. NP occupies a unique space in the protection response in Ukraine; simultaneously providing direct protection to at-risk civilians and providing hands-on support to front-line volunteer collectives to directly contribute to the sustainability and safety of their actions.
JOB PURPOSE
The objective of this position is to provide operational and monitoring support to the field teams under the direction of the Team Leader. This includes logistical, administrative, finance, and security monitoring support to the team, with planning and resource allocation remaining under the responsibility of the Team Leader. As with all field staff, the FPO will contribute information regarding security and general context updates. The FPO provides administrative support to the team and is tasked with ensuring the Field Office and assets are equipped, maintained, and secured. In addition, the FPO supports in the monitoring and evaluating of a project’s outputs and outcomes.
KEY OBJECTIVES/RESPONSIBILITIES
A. Logistics, Administration, HR
- Be a liaison between Team Leader and Operations, Logistics, HR and Finance Departments on operational and logistical needs for the field sites; this is inclussice of staff movements, procurement, as well as financial, administrative and HR needs;
- Prepare finance packages and ensure full correct, authorised documentation;
- Provide field-level support to sub-grantees on financial reporting (regular check-ins, follow-up on documentation and deadlines) in coordination with the Partnerships and Finance teams.
- Provide field-level inputs and supporting documentation for monthly financial reports, while overall financial planning and forecasting remain under the responsibility of the Team Leader.
- Produce and monitor HR and Admin documents and systems for all field staff;
- Support directly with logistical needs when necessary, including travel, procurement, handling transfer of goods and documents, etc.;
- Oversee the functioning and maintenance of the NP field office;
- Conduct and maintain site level inventory check according to NP stated schedule;
- Coordinate fleet management and travel plans with the Logistics Department.
B. Programmes
- Assist the teams with updating activity reports on Salesforce and SharePoint and provide timely data for donor reports and updates;
- Support routine monitoring processes by collecting and organizing field-level information on project outputs and outcomes for the Team Leader
- Provide written and spoken translation support, including translation of NP training materials into Ukrainian;
- Support the field teams with coordination of information and logistics between NP locations and contribute to the organization of programming activities as requested by the Team Leader;
- Complete other tasks to support project implementation as required by the Team Leader;
- Alongside field team members, establish and maintain relationships with all relevant stakeholders.
C. Partnership and Sub-Grant Support
- Support regular check-ins with sub-grantees on financial reporting, documentation quality, and reporting deadlines, in coordination with the Partnerships and Finance teams;
- Follow up on supporting documents, liquidation forms, and tracker updates to help ensure timely and compliant submission of partner financial reports;
- Maintain clear documentation and communication on agreed action points, escalating complex issues to the relevant Partnerships, Finance, or Logistics focal points as needed.
D. Safety and Security
- Act as security focal point for the field team – receiving and providing information from/to the Safety and Security Advisor (SSA) and the field team;
- Act as the safety focal point, to support the Team Leader to ensure the Minimum Operational Safety Standards (MOSS) are met;
- Support the Team Leader with maintaining situational awareness on safety and security issues;
- Conduct monthly safety checks in accordance with the MOSS.
E. Other
- Do other task as required by the Field Team and Senior Management team.
PERSON SPECIFICATION
A. Education, Knowledge and Experience
- Degree or a diploma in business administration, finance, economics or related fields, or one to two years related experience and/or training; or equivalent combination of education and experience;
- 2-3 years working in an NGO or similar administrative/logistic/finance position in another organization
- Excellent spoken and written English skills;
- Understanding of the humanitarian context in Ukraine and basic administrative and HR practice of international organizations
- Fluent in spoken Ukrainian/Russian required and able to translate between Ukrainian and English preferable;
- Proficiency in basic computer applications, including Microsoft Word, Excel and email;
- Willingness and ability to use creative problem solving on a daily basis;
- Demonstrated commitment the work of Nonviolent Peaceforce;
- Demonstrated ability and experience to work in a team;
- Appreciate and maintain confidentiality and non-partisanship at all times, including when not working;
- Strong critical thinking and problem-solving skill;
- Ability to network and build relationships with the government, civil society and community partners.
B. Context/Specific skills
- Computer literacy (Excel and Microsoft Suit);
- Clear understanding of project logical frameworks and indicator tracking;
- Excellent interpersonal and team building skills, ability to work in a multi-cultural environment;
- Ability to work under dynamic environment with workload;
- Good planning and organizational skills;
- Experience in donor reporting or report writing;
- Experience in managing budget.
C. Other Specialized Requirements
- This position will have to travel to field sites, including locations with high insecurity;
- NP missions are often in a complex security environment where conditions change rapidly; the ability to manage in insecure environments is essential to success in this position.
