Background


The Global Initiative Against Transnational Organized Crime (GI-TOC) is an independent civil society organization, headquartered in Geneva, Switzerland, with offices in Austria, South Africa, Colombia and Malta, and a globally dispersed Secretariat working in around 40 countries.


GI-TOC comprises a network of more than 708 independent global and regional experts working on human rights, democracy, governance, and development issues where organized crime has become increasingly pertinent. GI-TOC provides a platform to promote greater debate and innovative approaches as the building blocks to an inclusive global strategy against organized crime. GI-TOC commissions and shares research globally; curates a robust resource library of 2,000 reports and tools specific to organized crime; and uses its convening power to unite both the private and public sectors against organized crime.


The Observatory of Illicit Economies in Asia-Pacific (APA – Obs) was launched in Bangkok in 2020 and has a strong focus on the Mekong subregion that includes Cambodia, Myanmar, Laos, Thailand and Vietnam. The APA-Obs is a platform that monitors organized crime trends across the Asia-Pacific region and that aims to connect and empower civil society actors who are working on issues related to organized crime and corruption.


APA-Obs seeks to identify, analyse and map criminal trends and their impact on illicit flows, governance, development, inter-ethnic relations, security and the rule of law.  APA-Obs supports local stakeholders and actors in their monitoring of national dynamics and wider regional and international organized crime trends.  It also promotes information sharing and cooperation across stakeholders and countries and works to bring South East Asian perspectives to the multilateral level.


APA-Obs is based in Bangkok, Thailand. It coordinates a network of civil society experts which are based across the Mekong, in ASEAN and beyond.


Job Summary


APA-Obs is currently implementing the Mekong Network to Counter Transnational Crime (MNET-CTC) program. This program is funded by Australian Government through the Mekong-Australia Partnership.


APA-Obs is looking for a Gender Equality, Disability, and Social Inclusion (GEDSI) advisor based in the Mekong region. Under the supervision of the Head of the Mekong Network to Counter Transnational Crime (MNET-CTC) and working collaboratively with other Asia-Pacific Observatory team members, the GEDSI officer will lead MNET-CTC’s approach to GEDSI, champion the integration of GEDSI across all strategic, technical and operational processes and ensure adherence to policies and best practises.


Main Responsibilities and Specific Tasks


GEDSI Mainstreaming in Programme Design and Implementation

 

  • Design and deliver specific research targeted at understanding GEDSI dynamics linked to building resilience to organized crime in the Mekong (as well as GEDSI dynamics of organized crime trends themselves) and conduct additional analyses as required within the scope of MNET-CTC project.
  • Research and remain aware of updated knowledge on GEDSI considerations as they are relevant to MNET-CTC.
  • Develop and deliver a GEDSI strategy for the programme to support the understanding of GEDSI for team members, stakeholders, and MNET-CTC audiences
  • Lead the systematic integration of GEDSI principles into the design, planning, and execution of the MNET-CTC programme
  • Provide technical support to mainstream GEDSI into all programming and serve as GEDSI advisor across GI-TOC programmes to support staff and partners on relevant guidelines and policies.
  • Lead policy discussions and draft and prepare reports, briefs, and policy analysis.


Risk Mitigation and Social Safeguarding

 

  • Identify, understand and manage risks related to GEDSI across the programme and specifically as they pertain to civil society engagement.
  • Ensure that safeguarding mechanisms are in place to prevent sexual exploitation, abuse and harassment and all MNET-CTC initiatives comply with DFAT and GI-TOC social safeguarding principles and policies.
  • Provide technical input on developing social mechanisms to protect vulnerable populations and promote equity in project outcomes.


Policy Advocacy and Partnership Building

 

  • Provide support for policy advocacy efforts related to GEDSI within the MNET-CTC project strategy
  • Promote strategic collaboration with relevant stakeholders to promote MNET-CTC’s GEDSI-related initiatives.
  • Mobilize, foster and strengthen strategic partnerships with MNET-CTC stakeholders, including local governments, civil society, private sector and international organizations.
  • Support the development of strategic partnerships, advocate for GEDSI and support communication and advocacy efforts. Ensure all communications are GEDSI sensitive.
  • Represent the GI-TOC in relevant platforms to share learning and provide technical advice to mainstream an intersectional approach to GEDSI.


Monitoring and Reporting on GEDSI


  • Together with the MEL officer, contribute to developing monitoring frameworks to ensure that GEDSI is integrated into the MEL framework, set benchmark and target indicators and track progress on GEDSI-related outcomes and ensure results are aligned with MNET-CTC’s overall goals.
  • Regularly review and update GEDSI indicators to reflect changing conditions and emerging priorities within the programme context.


The tasks described are an indicative and non-exhaustive list of activities. Depending on the needs/ obligations of GI-TOC in general and APA-Obs in particular, these tasks might change.



Requisite Skills & Experience


The successful candidate will be able to demonstrate the following experience and skills (E-Essential, D-Desirable) :


  • A minimum of 5 years of experience in intersectionality and GEDSI project design, implementation, and technical assistance preferably in the following sectors: transnational organized crime, human trafficking, human rights, international development, or other related fields (E);
  • Degree in Gender Studies, Social Sciences, Social Work, Community Development, Human Rights, Sociology, International Development or other related field (D);
  • Experience conducting analysis of social norms, relations, and power into key dimension where inequalities and discrimination are most prevalent (E) ;
  • Experience conducting analysis of barriers to disability equity and opportunities and disability inclusion integration (D);
  • Experience developing intersectional gender equality and disability strategies in consultation with partners and operationalizing them in donor-funded programs and projects (D);
  • Solid knowledge, analytical and writing skills related to intersectional gender equality and disability equity and rights with the proven ability to analyse gender sensitive socio-economic situations to inform program design, development, planning, and research (E);
  • Provide technical leadership to advance gender considerations into all aspects of program implementation, including in strategic planning, program design and implementation and monitoring, evaluation and learning (E);
  • Knowledge and interest in the intersection of organized crime, politics and civil society in the Mekong (E);
  • Knowledge of community development principles and Mekong experience in partnership-building  of diverse civil society groups including women’s rights organisations, organisations for women with disability, and organisations for people with disability (D);
  • Experience and skills in influencing and stakeholder liaison, including with government and in public policy influencing and research, and bridging dialogue between governments and civil society (D);
  • Strong communicator and ability to convey complex ideas and messages clearly using a variety of methods for engaging different audiences (E);
  • Demonstrated ability to build and maintain positive and strategic working relationships within a culturally and geographically diverse team (E);
  • Proven ability to work independently and with competing workloads, whilst contributing to team objectives (E);
  • Strong interpersonal skills to develop strong working relationships across teams (E);
  • Strong organizational skills with a problem-solving attitude (E);
  • Proactive and ability to think ahead (E);

  • Experience with DFAT funded programming and DFAT GEDSI policies (D).


Contract duration

This position is a consultancy position over 2 years: expected full-time commitment over the first 4-to-6 months and dedicated weekly support afterwards.
