About the Team
The GSMA Greater China Region focuses on the promotion and execution of GSMA global programmes, advocacy initiatives, and working groups in the Greater China region. We bring together industry consensus, increase global impact of our partners, and work closely with mobile operators and members in the wider ecosystem through our international events and platforms including MWC and M360 series of events and GSMA Intelligence to empower sustainable development of the mobile industry.
About the role
We are seeking a strategic and influential leader to serve as Head of Policy, Greater China, responsible for shaping GSMA’s government and international engagements. This role leads policy and international strategies and strengthens senior-level relationships with ministries and regulators and ensures alignment between China’s rapidly evolving digital ecosystem and GSMA’s global priorities.
This position plays a pivotal role in advancing dialogues on policies and technologies such as AI, 5G-Advanced, 6G, data, digital inclusion, low-altitude economy, spectrum, and space-terrestrial convergence. The successful candidate will also drive the government and international strategy for MWC Shanghai, while supporting GSMA leadership at executive engagements.
This role collaborates closely with global Advocacy, Strategic Engagement, Ecosystem Engagement, Technology, GSMA Intelligence, Marketing, and regional teams worldwide.
Your Responsibilities will include:
Policy Leadership & Strategy
Develop and implement GSMA's policy and advocacy strategy for Greater China across telecoms, AI, digital economy, spectrum, and emerging technologies.
Provide executive guidance to GSMA leadership on policymaking trends, regulatory risks, and strategic opportunities.
Lead preparation of policy briefs, industry insights, consultations, and position papers tailored for ministries, regulators, and international institutions.
Government & Regulatory Engagement
Build and maintain trusted relationships with priority stakeholders including Ministry of Industry and Information Technology, Cyberspace Administration of China, National Data Administration, National Development and Reform Commission, Ministry of Commerce, Development Research Centre of the State Council, China Academy of ICT, municipal governments such as Beijing, Shanghai and Shenzhen, as well as governments and regulators from HK, Macau and Taiwan.
Represent GSMA in high-level dialogues, ministerial roundtables, consultations, and bilateral/multilateral exchanges.
Promote international best practices and drive alignment between global industry standards and China's market practices.
International Cooperation
Strengthen collaboration between Chinese industry leaders and global counterparts through GSMA's international platforms.
Engage with organisations such as ITU, APT, WIC, UNIDO, WEF, and other international organisations.
Drive new partnerships supporting digital inclusion, SDG impact, AI frameworks, spectrum policy alignment, and sustainable infrastructure development.
Convening Leadership
Lead government and international strategy for MWC Shanghai, strengthening its positioning as a premier platform for international cooperation and industry development.
Support government engagements, bilateral meetings, policy sessions, and high-level activities across MWC Barcelona, MWC Doha, MWC Las Vegas, and other GSMA events.
Develop multi-stakeholder policy workshops, roundtables, and collaborative programmes across the regions.
Thought Leadership
Translate GSMA Intelligence insights (e.g., Mobile Economy China, State of Mobile Internet Connectivity, SDG Impact) into compelling advocacy messages.
Produce impactful speeches, briefings, interviews and opinion pieces for regional leadership.
Lead regional policy collaterals and positioning.
Internal Alignment & Cross-Regional Coordination
Work closely with GSMA HQ teams to ensure consistency between Greater China initiatives and global strategic priorities.
Lead GSMA Leadership engagements with governments in the region.
Coordinate cross-regional policy programmes that strengthen GSMA's international influence and convening power.
About You
A proven leader with extensive experiences engaging ministries, regulators, and international organisations on telecom, technology, or digital policies.
Strong understanding of policy landscape and geopolitical dynamics in China as well as major international markets, with demonstrated success navigating complex, multi-stakeholder environments.
10+ years of experience and established senior networks in ICT policy, government/regulatory affairs, or international relations, ideally within mobile, technology, or related sectors. Knowledge of spectrum is a plus.
Excellent communication skills with the ability to write high quality public policy positioning and highlights for regional impact report when needed, as well as responses to consultations, regional inputs to global advocacy.
Fluent in Mandarin and English (spoken and written) is essential.
Exceptional stakeholder management, diplomacy, and relationship-building capabilities.
Strong project management skills; capable of managing multiple priorities and tight deadlines at the same time.
Resilient, proactive, and highly motivated to work in a fast-paced and geopolitically sensitive environment.
Willingness to travel internationally as required.
