The Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum) has played a key role in the development and acceptance of international standards on transparency and effective exchange of information (EOI) for tax purposes and in monitoring progress in implementing these standards. It has played a critical role in the international community’s efforts over the past ten years to counter international tax avoidance and evasion. The Global Forum currently includes 172 members on an equal footing, a list of whom can be found on the Global Forum website www.oecd.org/tax/transparency.

The Global Forum Secretariat is based in the OECD’s Centre for Tax Policy and Administration (CTPA), which is the focal point for the OECD’s work on all taxation issues, both international and domestic.

The Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum), whose Secretariat is hosted by the OECD’s Centre for Tax Policy and Administration (CTPA), plays a central role in promoting and monitoring the implementation of international standards on transparency and exchange of information (EOI). With over 170 members (www.oecd.org/tax/transparency) participating on an equal footing, the Global Forum supports the fight against tax evasion and avoidance by conducting peer reviews and monitoring activities and delivering capacity building to help them implement and benefit from these standards. Its work covers tax transparency standards, such as the Transparency and Exchange of Information on Request (EOIR), the Common Reporting Standard (CRS) for automatic exchange of financial accounts information, the Crypto-Asset Reporting Framework (CARF), and the associated confidentiality and data safeguards (CDS) requirements.

Job Description

The Global Forum is looking for a Head of Resource Management Unit to carry out a wide range of financial, human resources and operational duties. S/he will provide strategic support and advice in financial and human resources in compliance with the OECD regulatory framework. S/he will report to the Head of the Global Forum Secretariat, and will liaise with EXD services, working in close co-operation with the CTPA’s Resource Management Unit (CTP/RMU).

Main Responsibilities

Budget Management

Support and provide input to the preparation, implementation and execution of the Programme of Work and Budget (PWB), including planning, monitoring and reporting.
Assist and advise the senior management team and develop cost estimates for the Global Forum Secretariat’s outputs, including projections and estimates for current and prospective members.
Provide strategic support to the Global Forum’s governing bodies on assessed contributions, including the Global Forum’s mechanism for the determination of members’ assessed contributions.
Ensure an accurate and timely application of the internal framework, in compliance with Financial Regulations, Instructions and Procedures. This includes the development and maintenance of updated finance related guidelines on budget management.
Manage and support periodic and internal audit activities including the preparation of supporting documentation and data and responding to auditor’s questions as needed.

Voluntary Contribution Management

Manage the review and revision of voluntary contribution (VC) offers and agreements.
Lead contract negotiations and preparation, including the review of budget proposals.
Ensure that all expenditure is carried out in accordance with the terms and conditions of the voluntary contribution, including any relevant reporting.
Review and validate the financial reports on VC expenditures and ensure they are sent in a timely manner.

Strategic HR Management and Advisory

Manage and oversee all HR and administrative functions in line with OECD staff rules, ensuring consistent and fair application of policies.
Support recruitment, workforce planning, and staffing decisions in line with budgetary and organisational needs.
Provide strategic advice to senior management on HR issues, including performance management, learning and development, and career progression.
With senior management guidance, contribute to developing and implementing staffing strategies that align with the organisation’s goals and staff well-being.
Monitor staff actions and advise senior staff to ensure efficient use of resources and appropriate staffing levels.
Provide cost estimates and ensure the financial viability of proposed HR actions.
Forecast medium- and long-term staffing needs and expected expenditures.
Contribute to the preparation of People Review exercises and advise on their implementation.
Remain up to date on HR trends, contractual frameworks, and policy developments.
Represent the organisation in HR networks and coordination groups and contribute to corporate HR initiatives.

HR Operations, Policy, and Compliance

Oversee the preparation, implementation, and compliance of MOAs for Associated Staff and coordinate with Heads of Division on any issues.
Ensure proper onboarding and integration of new staff, maintaining effective onboarding tools and resources.
Provide regular and ad hoc reporting and analysis on HR activities.
Support audit readiness and serve as the main contact point for HR audits.
Participate in HR working groups and provide feedback on OECD systems and tools.
Draft and maintain internal HR and administrative policies and best practices in line with OECD standards, in close collaboration with CTP/RMU.
Advise staff on administrative and HR matters, liaising with EXD services as needed.
Ensure appropriate office environment and working conditions, including office space allocation.
Track contract actions and ensure HR plans are aligned with administrative and financial procedures.
Train support staff on financial, administrative systems and internal procedures.

Analysis, Reporting and Communications

Lead data management, analysis and reporting on financial and human resources information, including the preparation of consolidated strategic and/or analytical reporting for senior management and the Global Forum’s governing bodies (Steering Group and Plenary)
Draft clear documentation for the Global Forum Steering Group, the Plenary and OECD bodies such as the Budget Committee and Council, relating to budget and financial, as well as human resources matters. Present to applicable bodies as necessary.
Represent the Global Forum in OECD-wide coordination groups on various reform topics.

Team Leadership and General Administration

Manage the Resource Management Team, setting objectives, monitoring performance, and coordinating workflow.
Lead and motivate team members, fostering a positive and collaborative working environment.
Support team members’ development through performance management and coaching.
Draft internal notes and guidance to support operational consistency across the Secretariat.
Perform other related duties as required.

Qualifications

Ideal Candidate Profile

Academic Background

An advanced university degree in business administration, budget management, finance or a closely related field.

Professional background

At least five years' experience in finance, budget and resources management with proven experience in an international organisation or similar work environment, involving projects with multi-year financing and staffing requirements.
Proven experience in processing large amounts of data, consolidating relevant information and developing analyses for decision-making.
Experience in calculating assessed contributions subject to a programme-specific methodology would be an asset.
A sound knowledge of results-based budgeting and financial management.
Proven experience in dealing with large and complex VCs and Grants, and capacity to manage a complex funding portfolio.
Experience with the Organisation’s Programme of Work, budget and financial management structure. Experience with Part II Programmes processes would be an advantage.
Experience in working with and for developing and emerging countries would be an advantage.

Additional Information

Tools

Excellent technical knowledge of the OECD IT systems used (SAP, OBMR, BO, GM, PWB Database, Excel, ONE, SEM, Taleo) or the ability to quickly master the use of such applications, with very good proficiency in Microsoft Office Applications. Excellent knowledge and practical experience with the IT systems used for financial management in the Organisation (SAP, BO, OBMR, Excel, GM, PWB Database, ONE etc.) in order to process, and monitor transactions, track expenditure and provide regular reporting for management purposes.

Core Competencies

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
Knowledge of Portuguese and/or Spanish languages would be an asset.

Contract Duration

Open-ended appointment, with no foreseen end date.

What the OECD offers

Monthly salary starts at 8 278 EUR, plus allowances based on eligibility, exempt of French income tax. (Please insert basic salary of step 1 of grade of vacancy.)
