THE OECD - Who we are, what we do

The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, whose mission is to build better policies for better lives. We promote policies that will improve the economic and social well-being of people around the world. Together with governments, policy makers and citizens, we work to establish evidence-based international standards, and finding solutions to a broad range of social, economic and environmental challenges, from the improvement of economic performance and creating jobs to fostering strong education and fighting international tax evasion. We provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting.

The International Energy Agency (IEA) is an intergovernmental organisation with 32 member countries committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. The IEA seeks opportunities to work with an increasing number of non-member countries of growing importance to global energy markets. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.

The IEA Energy Data Centre (EDC) is responsible for collecting and disseminating a broad portfolio of energy statistics to monitor developments in the energy sector and to provide to its Members and beyond a sound basis for policy decisions.

THE POSITION

The IEA seeks to recruit a Chief Statistician to lead the IEA Energy Data Centre (EDC) who will define and implement efficient and effective strategies for collecting processing and disseminating a wide range of energy data and statistics. S/he will enhance market transparency, support quantitative analysis and other Agency work on member and non-member countries and inform a global audience through publications and digital platforms. The Chief Statistician co-ordinates the statistical work in the Agency and is responsible for ensuring its integrity, independence and quality. S/he is the IEA’s principal representative in other international bodies concerned with statistics and co-ordinates IEA relations with them on statistical policy issues.

The Chief Statistician will form part of the Executive Director’s senior management team, participating in and helping shape the Agency’s strategic direction, reporting to the Deputy Executive Director. S/he will manage an EDC team of approximately 45 people.

Job Description

Leadership and Strategy

Lead EDC in delivering its programme of work in line with Member priorities, the Executive Director’s office guidance and the IEA Programme of Work and Budget. Provide strategic direction for the Agency’s statistical work.
Sustain EDC’s standing at the forefront of energy statistics, responding to current developments and emerging trends and shaping the IEA’s global contribution. Ensure that the IEA Secretariat has the data and statistics required to undertake its analysis and to meet its emergency response mandate, while maintaining the EDC’s position as the premier global repository of energy data and statistics.

Drive the development of standards for data collection and exchange, statistical software systems, processing methods, statistical dissemination and communication tools and foster innovation through the use of new technologies to improve the collection, management, dissemination, presentation and use of IEA data and statistics both inside and outside the Agency.

Ensure EDC’s work continues to meet the highest standards of quality, integrity and independence. Co-ordinate the statistical work of the agency, working closely with the IEA Directorates on statistical matters and supporting their statistical work.

Oversee the Agency’s data collection, ensuring that the highest professional standards are met, that issues of international comparability are addressed and that IEA databases meet the present and future needs of as wide a range of users as possible, both inside and outside of the Agency, while promoting the broad use of IEA statistics.
Contribute to the IEA’s data sales strategy, including by reviewing existing products and developing potential new products, while recognising the importance of data sales as a source of revenue for the IEA Secretariat.
Lead the Agency’s digitalisation efforts in the fields of data and statistics with a view to broadening the reach and impact of the IEA’s work.

Management and Co-ordination

Build and lead a cohesive and multinational team of approximately 45 staff, fostering professionalism, high standards, and innovation, inclusion and diversity. Actively manage EDC’s human capital through merit-based recruitment, professional development and performance management.
Provide direction and guidance to the EDC Unit Heads, working to optimise the use of financial and human resources in support of EDC’s priorities.
Adhere to and promote the highest professional standards and the ethical principles of the OECD's Code of Conduct in all internal and external matters. Ensure a caring environment where managers promote, respect and support staff in developing their full potential.

Representation and Liaison

Ensure effective communication and co-operation with senior government policy makers, national statistical offices and other international organisations, to support the timely and co-ordinated collection, processing and dissemination of data, while minimising the burden on data providers.
Collaborate with other international organisations in the energy field to identify emerging and future needs for new statistical information and for the refinement of existing data; to ensure the production of relevant information and data to enhance transparency and enable sound market analysis and policymaking; to better co-ordinate international work on statistical development activities (such as new data systems, statistical standards and classifications).
Represent the Agency at high-level meetings and conferences involving senior policy makers, representatives of business, labour, academia, consumers, NGOs and the media. Lead high-level missions to member and partner countries, engaging with Ministers and senior policy makers.
Co-ordinate with other divisions and directorates within the IEA to ensure that EDC provides the data and statistics required to meet their analytical needs; and advise on how existing resources can be used more effectively.
