POSITION SUMMARY
Reporting to the Project Manager, the Impact and Knowledge Management Officer leads monitoring, evaluation, and learning for the RISE project across Bauchi, Kaduna, and Kano. This role designs and implements frameworks to measure project effectiveness, documents best practices, and ensures lessons learned inform programming across four value chains. The position operates within a matrix reporting structure, with additional reporting to the IKM Lead for West and Central Africa and will be part of the larger Impact and Knowledge Management community of practice within the West and Central Africa region. The position supports RISE's objectives of improving agri-food systems and creating opportunities for women and youth in Northern Nigeria.

MAIN RESPONSIBILITIES INCLUDE:
Project Monitoring and Impact Measurement Systems & Processes: 35%
• Design and implement the project's Performance Measurement Framework (PMF), including data collection tools and monitoring schedules
• Lead IKM procedures implementation, creating templates and facilitating training to ensure consistent application
• Analyze monitoring data and translate insights into programmatic recommendations for improved decision-making.
• Develop comprehensive reports incorporating narratives and visual presentations for MEDA West and Central Africa Region, Corporate Office and donors
Survey Design and Implementation: 20%
- • Orchestrate project baseline and annual studies using appropriate research methodologies and electronic data collection tools
• Analyze survey results using specialized software to measure progress toward project outcomes
• Manage external consultants conducting evaluation studies, providing guidance on tool design and monitoring deliverables
• Ensure financial disbursements to IKM consultants align with contracts and supporting documentation
Communication: 20%
• Present project findings and lessons learned at stakeholder meetings and relevant forums
• Collaborate with the communications team to translate technical insights into accessible formats
• Facilitate knowledge sharing events to disseminate best practices across project regions
• Develop compelling narratives from data insights for various stakeholder audiences
Capacity Building: 15%
• Identify capacity-building needs and deliver training to partners on monitoring and evaluation practices
• Foster participatory monitoring culture among Partners through field visits and report reviews
• Establish data quality protocols and facilitate regular review meetings with project stakeholders
• Train stakeholders on database management systems to enable prompt and accurate reporting
Other Support to the Project Management Team - 10%
- • Assist the Project Manager with overall project management tasks, including coordination meetings, report writing, annual activity planning, and participation in relevant conferences and forums.
• Support the Country Project Manager in tracking financial metrics related to project outcomes for women and youth in agri-food systems.
• Liaise on financial management with implementation partners, traveling as needed to project sites across Bauchi, Kaduna, and Kano to ensure consistent financial practices.
• Develop tools to effectively track and report on climate-smart agriculture investments and their returns for women and youth beneficiaries.
Position Qualifications
Education: Advanced qualifications (ideally with a master’s degree) in social sciences, international development, economic development, evaluation, statistics, data science, or related field or an equivalency acquired through formal education, work experience and self-learning.
Experience: A minimum of five (5) years’ experience in measurement and evaluation and development programming including analysis and assessment, development and implementation of strategies, developing tools and conducting training. Experience in monitoring and evaluation of agricultural projects would be an asset.
Technical: Computer skills: Microsoft Office applications, especially Excel, Word, Experience in, Access, SharePoint, Microsoft Teams economic development and value chain projects with direct experience working in rural communities with women. Knowledge of gender theories and practices.
Additional Qualifications
- In-depth understanding and knowledge of the project Logic Model, Theory of Change and Performance Measurement Framework.
- Understanding and appreciation of business principles, international development and the approach of creating business solutions to poverty.
- Experience with/knowledge of innovative impact assessment approaches such as rapid assessments, participatory evaluation, etc.
- Demonstrated staff management experience.
- Excellent computer skills and demonstrated aptitude at integrating information technology and automated data collection systems into programming.
- Strong knowledge and understanding of data collection tools (e.g., ODK, Kobo Collect), analytics and statistical softwares (e.g., Power BI, Stata), as well as management platforms (e.g., CRM or similar systems)
- Experience with GAC project implementation
- Managerial , and partnership experience
- In-depth experience in utilizing gender equality and social inclusion sensitive indicators and measures.
- Fluent in written and spoken English and local languages spoken in northern Nigeria.

• Communication Skills: Facilitating updates to key stakeholders and officials, ensuring alignment with country development priorities, and maintaining professional communication with donors, consortium members, and clients.
• Experience managing agrifood system projects.
• 6 to 10 years of management experience within Nigeria desired
