Title of project: Technical support to the Ministry of Justice and Public Security (MJSP) on initiatives linked to community sponsorship, resettlement and related areas - 2 positions

Purpose of project (summary): The individual consultant will provide technical support to the Ministry of Justice and Public Security, under the General-Coordination of the National Committee for Refugees, on initiatives linked to community sponsorship, resettlement and related areas, aiming ultimately to improve protection outcomes of persons benefitting from these strategies.

Engagement type: Lump sum payment, as per the schedule below.

Deliverable 1 – 1st Partial report (15 October 2025 )
Deliverable 2 – 2nd Partial report (15 January 2026)
Deliverable 3 – Final report (30 June 2026)

Each report will summarize, in a concise and objective manner:
a. Activities performed during the reporting period;
b. Meetings attended and decisions taken;
c. Engagement in external activities;
d. Documents and information materials drafted, revised or launched;
e. Any other relevant activity.

General Background of Project or Assignment, Operational Context:
On September 2023, Interministerial Ordinance n. 42 issued jointly by the Ministry of Justice and Public Security (MJSP) and the Ministry of Foreign Affairs of Brazil (MRE) established the basis for the development of the Brazilian Community Sponsorship Program for Afghans, an innovative resettlement and complementary pathways initiative enabling the reception and integration of Afghan individuals in need of international protection through the direct engagement of Brazilian civil society. Since its inception, UNHCR has been providing technical support to the Brazilian government in the design and implementation of the program, as well as in broader activities related to resettlement and complementary pathways. As part of this ongoing support, UNHCR will hire two consultants to be embedded in the Ministry of Justice and Public Security, within the General-Coordination of the National Committee for Refugees (CONARE), with the objective of strengthening the operational, monitoring, and coordination capacities necessary for the effective implementation of this Program and future initiatives.

Purpose and Scope of Assignment:
The individual consultant will provide technical support to the Ministry of Justice and Public Security (MJSP), under the General-Coordination of the National Committee for Refugees, on initiatives linked to community sponsorship, resettlement and related areas, aiming ultimately to improve protection outcomes of persons benefitting from these strategies. In particular, he/she will have the following responsibilities:
a) Support in monitoring and evaluation:
o Support in the development of strategies, tools, and report templates for monitoring and evaluation;
o Track indicators, systematize information, and produce periodic analyses;
o Plan and carry out field visits, as requested by the MJSP, in coordination with local partners.

b) Support in process management:
o Support the organization and follow-up of administrative processes, such as those related to the accreditation of civil society organizations through Cooperation Agreements with the Government of Brazil (GoB);
o Manage beneficiary lists, arrival schedules, and other operational processes related to community sponsorship and resettlement activities.

c) Development of tools, technical instruments and other documents as needed:
o Design manuals, flowcharts, forms, and other support materials for program implementation;
o Produce content for both internal use and external partners, including civil society organizations.

d) Communication and reporting:
o Draft guidance notes, official letters, and technical documents to be sent to partner institutions;
o Draft meeting notes, concept notes, reports, and other supporting documents as requested by the MJSP.

e) Legal and normative support:
o Contribute to the development of proposals for legal frameworks and regulations related to the community sponsorship, resettlement and related initiatives.

In addition to this, the individual consultant may provide general support in the planning, organization and execution of meetings, workshops and events, and perform other duties as may be assigned by the MJSP.

The Consultant has dual reporting lines and is accountable to the Ministry of Justice through the General-Coordination of the National Committee for Refugees for programme delivery and policy-related issues, and to UNHCR’s Protection Unit for administrative and financial issues.

Required qualifications, language(s) and work experience:

* Bachelor degree or above in Social Sciences, International Relations, Law, Public Policy or a related field from an accredited academic institution.

* Minimum years of work experience:

Required:
- Minimum of three (03) years of professional experience in activities related to migration, refugees, protection, asylum, statelessness or other relevant programmes.

Desirable:
- Experience in monitoring and evaluation of programs.
- Experience in public policy design and in writing legal and regulatory frameworks.
- Experience working with administrative processes.
- Previous working experience in the federal, state or municipal spheres would be an advantage.
- Previous working experience with an international organization or UN system would be an advantage.

Monitoring and Progress Controls:

The individual consultant will provide technical support to the Ministry of Justice and Public Security, under the General-Coordination of the National Committee for Refugees, on initiatives linked to community sponsorship, resettlement and related areas, aiming ultimately to improve protection outcomes of persons benefitting from these strategies. Monitoring of the consultancy will be carried out through the submission of three reports to UNHCR’s Protection Unit in Brasilia.

The reports shall be submitted in the following timeframe:
* 1st partial report - 15 October 2025
* 2nd partial report -15 January 2026
* Final report - 30 June 2026
