PURPOSE OF THE ASSIGNMENT:
The purpose of the assignment (under a NIL/NIL arrangement) is to provide strategic technical guidance and mentorship for the ongoing Sport for Protection (S4P) initiative in Indonesia, which is part of the broader community-based protection work. The consultant will offer support on integrating elements from the global S4P framework and toolkit into existing activities. The role also includes informing the development of a S4P curriculum tailored to the Indonesia context and offer guidance on coaching methodologies for Refugee-led Organisations (RLOs) leading the S4P implementation. The consultant will also assist with a sport stakeholder mapping exercise.

GENERAL BACKGROUND OF THE ASSIGNMENT: In 2022, UNHCR, the UN Refugee Agency, launched its first Global Sport Strategy, More than a Game. The strategy outlines how, through working with the sport eco-system, UNHCR can improve lives and opportunities for the people that the organization serves. As part of the roll-out of this strategy, UNHCR is developing new partnerships with the sport industry and beyond to increase humanitarian assistance and provide safe, organized Sport for Protection activities.

In early 2025, UNHCR Indonesia launched “Game2Gather”, a Sport for Protection project for refugees living in Jakarta and the surrounding areas. The project includes a range of protective sport activities designed to be age, gender, and diversity-sensitive to contribute to improving protection outcomes, particularly psychosocial wellbeing. Designed in collaboration with the RLOs to complement their existing community-based programming. The activity targets children and youth from both refugee and host communities. This approach is expected to strengthen mental well-being while promoting social inclusion and social cohesion, not only within the refugee community, but with the host community as well.

Implementation is carried out through three key components:
1. A regular sports project organized and led by RLOs under a grant agreement, ensuring community ownership and sustainability.
2. Skills building activities integrated into the sports project to empower participants with leadership, teamwork, and skills that enhance their resilience and self-competence.
3. Mental health support is provided through peer counseling initiatives.

CONTRACT TYPE: Individual Consultant (NIL-NIL)
CONTRACT DATES: ASAP until 31 August 2026
CONTRACT ARRANGEMENT: part-time, home-based (Location: Indonesia)
Part-time basis: Ad hoc support throughout the week, complemented by a scheduled 2-hour weekly call to review progress.

SCOPE OF ASSIGNMENT:
The selected candidate will serve as a consultant, embedded within the Community Based Protection Team, UNHCR Indonesia, and reporting to the Community-Based Protection Associate in close coordination with the Senior Community-Based Protection Assistant (Sport). The consultant will advise on adapting and applying elements of the global S4P framework and toolkit within existing activities They will also contribute to designing a sport for protection curriculum and facilitating the training of RLOs, alongside a country sport stakeholder mapping during the period of November - December.
