Objective
The objective of this role is to support Terraformation’s internal sourcing and operations teams by developing a clear, practical understanding of Indonesia’s carbon-related regulatory environment and how it affects early-stage project screening and development decisions. This role is analytical and advisory in nature and may include limited informational engagement with public-sector stakeholders to validate regulatory understanding, but does not involve representing Terraformation in relationship-building, negotiation, or ongoing government engagement.
Scope of Work
The consultant will analyze Indonesia’s regulatory landscape for blue carbon projects and develop internal frameworks and decision tools that enable Terraformation teams to assess regulatory viability and risk across screening, pre-feasibility, and feasibility stages, drawing on desk-based analysis and targeted validation discussions as needed.
- Assess applicable regulatory frameworks and policies affecting project eligibility, including analysis of land tenure, forestry regulation, and carbon rights ownership including identifying authorization requirements and viable pathways for securing carbon rights and approvals following Verra’s methodology (VM0033 & VM0047).
- Map relevant government and institutional stakeholders and develop a clear engagement strategy. Advise on approval sequencing, support priority engagements, and provide briefing materials to enable effective government relations.
