General Background of Project or Assignment, Operational Context
This Next Generation Data Sites Project will rebuild UNHCR's data and reporting websites to create a cohesive, reliable and user-centric online data service for key stakeholders, thereby building a stronger data presence.
As the world’s most trusted source on forced displacement data, the new websites will better inform donors and provide transparency about the impact of UNHCR’s work, empower inclusive humanitarian intervention, development action and emergency responses among UNHCR partners.
Description of Assignment, Duties and Responsibilities
Reporting to the Snr Information Management Officer and becoming part of the enterprise data business analyst team, the consultant will generate business analysis documentation required as part of the I.T. Project Lifecycle to replace UNHCR’s legacy data-driven websites with new ones driven from UNHCR’s enterprise data layer. The consultant will work closely with Workstream leads, front-end designers and developers.
The Consultant will need to institutionalize consultations with stakeholders at country, region and global level to provide feedback and validate business analysis documentation.
The Consultant’s proposed “to be” business processes should leverage highly automated, scalable solutions in support of the modernization of UNHCR’s data-driven websites.
Purpose and Scope of Assignment
With the support of management, the consultant will establish a working group of UNHCR country and regional stakeholders to provide advice on the evolution of UNHCR’s data driven websites. This group will be consulted on project scoping, timelines, “to be” requirements and impact on legacy business processes and systems.
In consultation with the above-mentioned network of web portal administrators and users, the consultant will examine the legacy Operational Data Portal functionality and content to organize it into three categories:
a. Functionality and content must be continued in the new Integrated Data Portal
b. Functionality and content must be continued in the new Coordination Portal
c. Functionality and content no longer needed
The consultant will deliver:
1. Use case definitions and requirements for the new Integrated Data Portal
2. Use case definitions and requirements for the new Coordination Portal
3. A data migration and archiving plan for the Operational Data Portal
4. A roadmap for sunsetting UNHCR’s legacy Operational Data Portal
5. “To be” process flow mapping of publishing operational data on UNHCR’s new websites
The consultant will support and provide feedback on:
1. Data entity specifications for:
a. A new Population data administrative console
b. A new Common Document Repository administrative console
2. Integration of official statistics and operational data in the new data portal generally, including taxonomies such as topics, content types, organization types, etc.
3. A mechanism for AI-generated tagging for document uploads
4. An external clearance mechanism
Required qualifications, language(s) and work experience
6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Location and Conditions
This is a full-time consultancy and the successful candidate will be home-based.
