Background to the GI-TOC and purpose of Tender


The Global Initiative Against Transnational Organized Crime is a network of prominent law enforcement, governance and development practitioners who are dedicated to seeking new and innovative strategies and responses to organized crime. Over the past decade, the GI-TOC has sought to enhance analysis of, encourage action against, and support resilience to organized crime in order to reduce its negative impact on people, the environment, businesses and states. The GI-TOC has more than ten years’ experience coordinating programming and research in regions most affected by organized crime and illicit trade, and is currently expanding its work on the role of illicit economies around the world. Programming activities include research, capacity building, network building and provision of support to civil society stakeholders.


The GI-TOC is inviting experienced editors, to be contracted on a consultancy basis to support these activities, to apply. The scope of the services is set out in more detail below.


Application Process


We welcome applications from experienced editors who meet the following criteria:


  • Some 10 years of experience in publishing, media, research/think-tank, academic environments, or relevant professional qualifications.

  • an indicative estimate for editing a 10 000 word report drafted by writers with English as a first language;
  • an indicative estimate for editing a research report of 10 000 words drafted by writers with English not as a first language; and
  • a brief motivating letter explaining your eligibility and relevant experience.
  • We encourage applications from historically disadvantaged backgrounds.


Scope of the Assignment


The functions and responsibilities would entail:


  • Editing English-language research reports, briefs, articles and other documents drafted by writers with English as a first language
  • Editing English-language research reports, briefs, articles and other documents drafted by writers with English not as a first language
  • Development editing, involving rewriting where necessary and content/structural engagement
  • Occasionally, assisting/training analysts in developing their fieldwork data into engaging content
  • Applying the GI-TOC Writing and Editing Style Guide to material

Please note, this is not a content-generating, analysis or programming role.


Required Qualifications, Experience and Criteria


Applicants should have:


  • Substantial professional copy editing or sub-editing experience ideally gained in a research, media, academic, multilateral or NGO environment
  • First language English
  • Sound knowledge of editorial tools (Word and PDFs)
  • Understanding of the publishing workflow process
  • Quick turnaround of material where required and ability to meet deadlines


Applicants will be assessed in line with the eligibility criteria above, together with cost effectiveness and availability. The successful candidate(s) will be contracted on a consultancy basis for two years. A draft contract will be provided for approval upon selection.


Each project shall be paid in accordance with the proposed fees and upon submission of invoices at agreed intervals.


Evaluation Criteria


Proposals will be evaluated based on:


  • Relevant experience and qualifications.
  • Cost-effectiveness of the bid.
  • Quality of previous work.
  • Availability and ability to meet deadlines.


Terms & Conditions


Contractual Terms will be determined after the approval selection process has been completed. All other clauses required will be included in the contract.
