The Directorate for Science, Technology and Innovation (STI), in line with the strategic objectives of the Secretary- General, helps OECD member countries and other key economies build an environment conducive to creating and translating science and technology into innovation to generate economic and social value added.
The Science and Technology Policy Division (STP) within the STI is responsible for developing evidence-based policies that (i) encourage cooperation among OECD Members Countries and with Partners, (ii) support good policy practices and analysis in areas such as human resource development and mobility; the strengthening of links between research, higher education and innovation; national and regional research and innovation systems; mission oriented research and innovation policies; policies that promote inclusivity, and policies for anticipatory governance of emerging technologies, and (iii) help policymakers reorient STI systems towards addressing global challenges, in particular climate change and the green transition.
STP builds the evidence base upon which policy recommendations are derived. STP is responsible for, among other things, maintaining the STIP (Science, Technology and Innovation Policy) Compass database and the STI.Scoreboard Platform. It regularly conducts country reviews of STI policies and provides analysis and policy recommendations on a wide range of STI policy topics. It also prepares a strategic forward look on STI policy trends and issues through its biennial STI Outlook publication.
STP is responsible for implementing the programme of work of the Committee for Scientific and Technological Policy (CSTP). The CSTP works with a wide-ranging community, on science policy issues via the Global Science Forum (GSF), on technology policy via the Working Party on Biotechnology, Nanotechnology and Converging Technologies (BNCT), on innovation policy via the Working Party on Technology and Innovation Policy (TIP), on STI statistical standards, metrics and empirical analysis with the Working Party of National Experts on Science and Technology Indicators (NESTI). The CSTP also oversees the work of the OECD Space Forum and of the STI Ocean group.
STI/STP is looking for a Junior Policy Advisor to support coordination with the Director's office (DO) and other parts of the Organisation, as well as the management of the Committee’s global relations and be responsible for both the internal and external communication on the activities of the Division. S/he will also support the implementation of the CSTP Ministerial’s outcomes, the Division’s engagement with International Organisations, other stakeholders, networks and communities, and co-ordinate major STP events.
The selected person will work under the supervision of the Head of the Science and Technology Policy Division.
Job Description
Main Responsibilities
Internal co-ordination and communication
Co-ordinate the preparation of briefings, talking points, presentations, official correspondence and other strategic documents for internal and external use.
Ensure the Division’s effective representation and liaison with the STI Directors Office (DO), the Office of the Secretary-General (OSG) and other Directorates and promote the Division’s key messages and policy priorities.
Contribute to the dissemination of STP’s work by collaborating with analysts and STP Communications Officer in the preparation of policy-focused communications material
Support the effective implementation of the actions included in the CSTP In-depth Evaluation (IDE) Monitoring report and assist in improving CSTP’s functioning in the longer run.
Assist the Head of Division in monitoring and reporting on progress of the Programme of Work and Budget (PWB), and in reporting to Council and other internal bodies of the Organisation.
Horizontal Coordination and Engagement
Work closely with the Head of Division to strengthen effective engagement with stakeholders, including BIAC and TUAC, to maximize the value, visibility and impact of the CSPT’s global reach.
Develop and support the CSTP Engagement Action plan. Work with the Head of Division to readjust priorities and key events as needed.
Lead on the CSTP Dialogue with International Organisations. Establish and maintain relationships with other International Organisations (IOs) interlocutors and other related authorities. Promote dialogue, and productive exchanges among stakeholder communities.
Leverage existing relationships amongst the G20 reference groups, UN, and other multilateral & Civil Society fora to promote and disseminate STP work. Act as an internal focal point and primary point of contact for input requests, and engagement opportunities working closely with the head of division and the STI DO advisors.
Global relations
Follow up closely on partner countries’ participation in CSTP and its subsidiary bodies and support the implementation of the CSTP Global Relations Strategic Directions (GRSD) in line with the OECD’s overall Global Relations Strategy.
Improve country participation in the CSTP by engaging and coordinating with OECD Members, especially those that are less active in CSTP, and interested non-OECD Member countries.
Coordinate CSTP’s engagement with Key Partners and accession countries; map strategic stakeholders in emerging regions for the CSTP to disseminate its work. Liaise with the Global Relations Center (GRC) and other Directorates.
Event Management and coordination
Advise on organisational, protocol, and logistics aspects of future high-level events. As appropriate, liaise with and act as the focal point between OSG, STI DO.
Support the planning and coordination of committee meetings and other high-profile events led by the Head of Division and STP managers.
Prepare events-focused communications material, as requested and in coordination with the STP communication officer.
Other
Draft short correspondence, meeting notes for discussion and for follow up actions.
Report on horizontal task forces and OECD internal coordination groups.
Carry out other tasks, as required.
Qualifications
Ideal Candidate Profile
Academic Background
An advanced university degree in a relevant discipline, such as international relations, political sciences, policy, communications, economics, business administration or a related field.
Professional Background
A minimum of two years’ experience either in public administration, international organisations, supporting senior leadership with high level communications, project management, and strategy.
A demonstrated ability to prepare written inputs of a consistently high quality, including for international audiences, and co-ordinate effectively with colleagues and stakeholders.
Experience in synthesising policy-oriented analysis and in compiling and presenting briefing material and speeches to higher-level officials.
Knowledge of substantive policy issues under the remit of STI.
Languages
Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
Core Competencies
