Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.
OVERVIEW
Nonviolent Peaceforce (NP) is an international organization based in Geneva, Switzerland, that has been active in civilian protection work in the Philippines since 2007. Using the methodology of Unarmed Civilian Protection, our work aims to strengthen local peace structures, deter violations against civilians, and encourage protection capacities in conflict-affected communities in partnership with local civil society. Our mandate for implementing includes monitoring and reporting individuals’ concerns about safety, protective accompaniment for civilians and organizations in areas of conflict in BARMM and adjacent provinces, including Maguindanao del Sur, Maguindanao del Norte, Lanao del Norte, SGA, Basilan, Sulu, and Tawi-Tawi. NP creates safe spaces for peaceful dialogue between different stakeholders in the country, including local institutions, for community-based conflict prevention and conflict resolution, training local leaders and organizations in UCP methodologies for monitoring and civilian protection.
JOB SUMMARY
The Monitoring & Evaluation (M&E) Officer leads the design, coordination, and implementation of monitoring, evaluation, accountability, and learning (MEAL) activities across all EU SUSTAIN programs. This role ensures the development of high-quality data systems, robust analysis, and accurate reporting in line with EU compliance standards and NP’s programmatic requirements.
The M&E Officer is expected to combine strong technical M&E expertise with a solid understanding of project implementation, ensuring that monitoring systems are practical, field-responsive, and directly support effective programme delivery and adaptive management.
The M&E Officer works closely with the Program Manager and Project Coordinator, and collaborates with the Communications Officer to ensure that data and evidence effectively inform visibility materials, storytelling, and donor communications.
KEY RESPONSIBILITIES
M&E Framework and Systems Development
- Design, refine, and oversee project-specific and portfolio-wide M&E frameworks that are responsive to operational realities and implementation needs.
- Develop logic models, theories of change, and indicator reference sheets for EU and other donor projects.
- Align all M&E plans with NP’s global MEAL standards and donor contractual requirements.
- Create harmonized tools and templates to standardize monitoring across different project locations.
- Regularly review and update frameworks to reflect program adaptations, emerging needs, and donor guidance in close coordination with implementation teams.
Data Collection, Management, and Quality Assurance
- Develop detailed data collection protocols and field manuals for M&E Assistants and project staff.
- Oversee the use of digital tools (e.g., KoboToolbox, CommCare, ODK) for efficiency and accuracy.
- Monitor data collection timelines and troubleshoot field-level challenges.
- Implement data validation, spot checks, and back-checks to ensure accuracy.
- Maintain secure databases with proper version control and confidentiality protocols.
Technical Guidance of M&E Assistants or Staff Designated with M&E functions
- Assign data collection tasks and monitor progress against timelines.
- Provide mentoring, on-the-job coaching, and formal performance evaluations.
- Review M&E Assistants’ data outputs for completeness and quality.
- Facilitate regular coordination meetings to address challenges and share updates.
- Support Assistants’ capacity development in survey techniques, data cleaning, and analysis.
Baselines, Evaluations, and Thematic Research
- Lead the design and implementation of baseline, midline, and endline studies.
- Manage the recruitment and oversight of external evaluators or consultants.
- Develop survey instruments and sampling strategies aligned with project goals.
- Facilitate qualitative data collection (e.g., focus group discussions, key informant interviews).
- Consolidate findings into actionable recommendations for program improvement.
Reporting, Learning, and Donor Compliance
- Collaborate with the project implementation team to ensure project activities are aligned with M&E findings.
- Provide technical input into activity planning, workplans, and implementation strategies to ensure measurability and realistic targets.
- Assist in the development of workplans and activity schedules.
- Coordinate field visits, supervision, and stakeholder engagement to monitor activity implementation
- Prepare high-quality data analysis for donor reports, ensuring accuracy and timeliness.
- Contribute evidence and lessons learned sections to EU and other donor submissions.
- Facilitate after-action reviews and reflection workshops with project teams.
- Ensure that learning feeds into adaptive management and future proposal design.
- Track and ensure adherence to donor M&E and reporting requirements.
Collaboration with Communications Officer
- Share verified quantitative and qualitative data for visibility and advocacy materials.
- Identify compelling impact stories, case studies, and beneficiary quotes based on M&E findings.
- Support development of infographics, dashboards, and data visualizations.
- Ensure that communications outputs align with donor branding and visibility guidelines.

Capacity Building for Staff and Partners
- Deliver formal training on M&E tools, indicator tracking, and data interpretation.
- Build capacity of partner organizations in monitoring and reporting requirements.
- Develop easy-to-use job aids, checklists, and guidance notes for M&E processes.
- Foster a culture of evidence-based decision-making among staff and partners.
Stakeholder Engagement and Coordination
- Represent M&E functions in project steering committee meetings and donor calls.
- Share M&E findings with local government units, partners, and community stakeholders.
- Participate in sectoral coordination groups and learning networks to keep updated on M&E best practices.
- Strengthen linkages between NP’s M&E work and national-level data systems where applicable.
- Advise PM on implementation adjustments based on monitoring results and emerging risks.

QUALIFICATIONS AND COMPETENCIES
- Bachelor’s degree in Development Studies, Social Sciences, Statistics, Peace and Conflict Studies, or related fields (Master’s degree preferred).
- Minimum of 5–7 years of progressively responsible experience in Monitoring, Evaluation, Accountability and Learning (MEAL/M&E), including experience in project design and implementation within humanitarian, peacebuilding, or development contexts
- Proven experience developing and managing M&E systems, results frameworks, logical frameworks, indicators, and performance measurement plans.
- Strong background in project implementation, coordination, and adaptive management, ensuring alignment between field realities and project targets.
- Demonstrated experience conducting assessments, baseline/endline studies, data analysis, and evidence-based reporting.
- Familiarity with local conflict dynamics, community engagement approaches, and development programming in BARMM.
- Strong facilitation, stakeholder engagement, and inter-agency coordination skills
- Commitment to NP’s principles of nonviolence, impartiality, and inclusivity.
- Demonstrated commitment to humanitarian principles, Safeguarding, and PSEA, including strict adherence to organizational policies and standards of conduct.
PREFERRED QUALIFICATIONS
- Master’s degree or specialized training/certification in Monitoring & Evaluation, Statistics, Project Management, or related fields
- Experience working with NGOs, INGOs, or humanitarian/development organizations
- Experience supporting donor-funded projects (EU, UN, or similar institutional donors)
- Experience in post-conflict or conflict-affected settings
- Experience integrating gender, protection, safeguarding, and conflict sensitivity into M&E frameworks
- Experience coordinating with government, civil society, and community stakeholders
SKILLS AND COMPETENCIES
