Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.
OVERVIEW
Nonviolent Peaceforce (NP) is an international, non-governmental organization based in Geneva, Switzerland, that has been working in the Philippines since 2007 to protect civilians and strengthen local peace structures through Unarmed Civilian Protection (UCP). NP collaborates with local civil society and conflict-affected communities across BARMM and adjacent provinces - including Maguindanao del Sur, Maguindanao del Norte, Lanao del Norte, SGA, Basilan, Sulu, and Tawi-Tawi – to deter violence and build sustainable protection mechanisms. NP’s work includes providing protective accompaniment to at-risk civilians and organizations, monitoring and reporting on safety concerns raised by community members, facilitating safe spaces for inclusive dialogue and community-led conflict resolution, supporting the creation of Early Warning and Early Response (EWER) systems, and training local leaders and networks in UCP methodologies. Through these efforts, NP helps ensure that civilian protection remains central to peacebuilding and social cohesion initiatives in conflict-affected areas.
JOB SUMMARY
The Monitoring & Evaluation (M&E) Officer is responsible for leading the design, coordination, and implementation of monitoring, evaluation, accountability, and learning (MEAL) activities for a specific project implemented by Nonviolent Peaceforce (NP) in the Philippines. This role plays a critical function in ensuring that project interventions are guided by evidence, responsive to community needs, and aligned with intended outcomes. The M&E Officer develops and maintains effective data collection tools and systems, oversees the routine monitoring of project activities, and ensures that data is collected accurately, consistently, and in a timely manner.
KEY RESPONSIBILITIES
1. M&E Framework and Systems Development
- Design, refine, and oversee project-specific and multi-project M&E frameworks.
- Develop logic models, theories of change, and indicator reference sheets for donor-funded projects.
- Align all M&E plans with Nonviolent Peaceforce’s global MEAL standards and the specific contractual requirements of donors.
- Create harmonized tools and templates to standardize monitoring processes across project locations.
- Regularly review and update M&E frameworks to reflect programmatic changes, emerging priorities, and updated donor guidance.
2. Data Collection, Management, and Quality Assurance
- Develop clear and detailed data collection protocols and field guides for use by M&E Assistants and project staff.
- Oversee the use of digital data collection tools (e.g., KoboToolbox, CommCare, ODK) to improve efficiency and reliability.
- Monitor data collection progress and address field-level challenges in a timely manner.
- Implement quality assurance measures such as data validation, spot checks, and back-checks.
- Maintain secure and well-organized databases, ensuring version control and data confidentiality are strictly upheld.
3. Baselines, Evaluations, and Assessments
- Lead the design and implementation of baseline, midline, and endline studies in alignment with project objectives.
- Manage the recruitment, coordination, and supervision of external consultants or evaluators.
- Develop and pilot survey instruments and appropriate sampling strategies.
- Facilitate qualitative research including focus group discussions, key informant interviews, and participatory tools.
- Synthesize findings into clear, actionable recommendations for program improvement.
4. Reporting, Learning, and Donor Compliance
- Produce high-quality data analysis and visualizations for inclusion in donor reports, ensuring accuracy and adherence to timelines.
- Contribute to sections on evidence, outcomes, and lessons learned for donor reporting and communication products.
- Facilitate learning processes such as after-action reviews, reflection sessions, and quarterly learning meetings.
- Ensure that learning and evaluation findings are integrated into adaptive project management and future proposals.
- Monitor and ensure compliance with donor M&E requirements, templates, and reporting standards
5. Stakeholder Engagement and Coordination
- Represent M&E functions in project steering committee meetings and donor calls.
- Share M&E findings with local government units, partners, and community stakeholders.
- Participate in sectoral coordination groups and learning networks to keep updated on M&E best practices.
- Strengthen linkages between NP’s M&E work and national-level data systems where applicable.
6. Duties Applicable to all staff
- Actively work towards the achievement of the goals and mandate of Nonviolent Peaceforce.
- Abide by and work in accordance with Nonviolent Peaceforce values and principles as provided in the Global Employee Handbook and existing policies.
- Perform any other work-related duties and responsibilities that may be assigned by the line manager.
QUALIFICATIONS AND COMPETENCIES
- Bachelor’s degree in Statistics, Social Sciences, Development Studies, Economics, or a related field. A Master’s degree is preferred.
- Minimum of 2–5 years of relevant M&E experience in development or humanitarian programs, preferably with donor-funded projects.
- Proven ability to design and implement performance monitoring frameworks and results-based management systems.
- Strong background in quantitative and qualitative research methods.
- Proficiency with digital data collection tools (e.g., KoboToolbox, ODK, CommCare) and data visualization platforms (e.g., Power BI, Tableau).
PREFERRED QUALIFICATIONS
- NGO/ humanitarian work
- Post-conflict/conflict area experience
- Previous experience with community-based protection or peacebuilding approaches.
- Technical knowledge of GBV standards, SRH rights, and humanitarian protection principles.
- Experience supporting Women-Friendly Spaces or similar safe spaces in conflict-affected areas.
- Familiarity with feminist leadership, intersectional programming, and inclusive development principles.
SKILLS AND COMPETENCIES
Required
- Understanding on civil protection and human rights frameworks
- Understanding of conflict dynamics in Mindanao and Maguindanao in particular.
- Understanding of the Humanitarian and DO NO HARM principles
- Knowledge and understanding in peace making, peacekeeping and peace building and social cohesion concepts.
- Report writing skills.
