Following the October 7, 2023 attacks, IsraAID has been supporting affected and displaced communities across Israel through psychosocial support, education, and community recovery programs. Today, our work focuses on strengthening informal education systems in the north as a driver of community rehabilitation, integrating
Psychosocial Support (PSS) and
Social and Emotional Learning (SEL) approaches. In collaboration with
UNICEF, we are implementing a large-scale program to promote resilience, recovery, and long-term well-being.
JOB PURPOSE
The MEAL Officer will develop, implement, and oversee Monitoring, Evaluation, Accountability, and Learning (MEAL) processes and tools to enhance project quality across the Israeli Mission. Reporting to the Mission’s SPO and working closely with the Global MEAL Coordinator, DevComms, and Program teams, the Officer will ensure compliance with IsraAID and donor requirements and promote best practices.
Key responsibilities include supporting project teams in defining indicators, developing data collection tools, conducting assessments, analyzing data, and producing reports and infographics. The MEAL Officer will play a central role in fostering learning, accountability, and continuous improvement within the mission.
DUTIES AND RESPONSIBILITIES
MEAL Systems Development
- Lead the design and implementation of an overall MEAL framework, defining methodologies, and templates aligned with IsraAID’s organizational standards.
- Develop and adapt MEAL indicators, tools, analysis methods, and reporting procedures.
- Oversee data systems (e.g., Logalto) to ensure timely entry, validation, and use of data for adaptive management and continuous improvement.
- Represent IsraAID in MEAL and Assessment Working Groups, contributing to coordination and knowledge sharing.
Project Design and Planning
- Support program teams in developing logframes, indicators, and MEAL components for new and ongoing projects.
- Collaborate with the SPO and program teams to design and apply data collection tools that effectively capture project results.
- Lead needs assessments and situation analyses using primary and secondary data to inform strategic planning.
Data collection and analysis
- Ensure transparent, accurate, and participatory data collection, engaging local partners and field teams to ensure quality and reliability.
- In collaboration with the program teams, Lead assessments and surveys (baseline, midline, endline) and analyze quantitative and qualitative data to generate actionable insights and support evidence-based decision-making.
- Monitor project performance against indicators, ensuring data integrity and compliance with MEAL frameworks and donor requirements.
Reporting and Learning
- Produce regular MEAL reports summarizing key findings, indicator progress, and lessons learned.
- Support preparation of annual and end-of-program reports by providing data analysis and technical input.
- Facilitate reflection and learning sessions to promote adaptive management and strengthen program effectiveness.
Required experience and competencies
- Bachelor’s degree in social science, Development Studies, Statistics or another relevant field.
- Minimum 3 years’ progressive experience in MEAL
- Experience in at least one of the following thematic areas: Protection, DRR, and Education is an advantage.
- Experience in working with local communities and monitoring local community projects is an advantage.
- Advanced skills in Microsoft Office applications (Word, Excel and PowerPoint). Skills in data analysis software is an advantage
- Ability to write clear and coherent assessment and MEAL reports.
- Ability to handle multiple tasks simultaneously in a fast-paced environment, and to meet deadlines.
- Commitment to the aims and principles of IsraAID.
- Excellent written and verbal communication skills in Hebrew and English
- The job requires 2-3 days of field work in the north of israel
