Pratham Education Foundation has developed several innovative and evidence-based programs that are being implemented in India such as Teaching at the Right Level (TaRL) and Annual Status of Education Report (ASER). Pratham International enables the adaptation and spread of such proven and scalable solutions through programming and technical assistance tailored to local country contexts.
Role Purpose
Pratham International, through its subsidiary PULS, is looking to hire an Associate for MME to support its growing work in Latin America and the Caribbean (LAC). The role will entail the design and adaptation of measurement and monitoring strategies for existing and new international partnerships for Teaching at the Right Level (TaRL) interventions and other education programs.
As an MME Associate, you will have the opportunity to work with governments and NGO partners to coordinate and streamline data collection, analysis, and review for improving learning outcomes at scale across countries in the LAC. In addition to this, you will be working closely with cross-functional teams (Partnerships, Content & Training, Research & Learning), including team members based in India, to ensure MME is integrated into the design and implementation of our work.
This role provides an excellent opportunity for individuals who are motivated to use data to improve the learning outcomes of children across the region.
Major roles and responsibilities
1. Collaborate with government and nonprofit partners to develop a robust program measurement, monitoring and review strategy for TaRL and other educational programs (30 %)
- Gain a solid understanding of existing government M&E systems and integrate M&E strategy into existing government systems where possible
- Understand the program objectives and different stakeholder needs to design robust and efficient tools/processes for assessing learning levels, quality assurance, mentoring, monitoring, and review
- Collaborate with Content and Training teams to translate pedagogical goals into measurable key performance indicators (KPIs) and learning outcomes
- Regularly synthesize knowledge and multi-year data from different contexts and present to the different programs and partner teams.
2. Lead data collection, analysis, reporting and dissemination (20 %)
- Collect and analyse monitoring and research information, and write case studies to highlight the impact of the program.
- Routinely communicate with partners on data-related issues, functions, and usage.
- Actively engage with partners during critical data collection periods to resolve issues, if necessary
- Work with PI’s Partnerships and Content & Training teams to conduct a needs assessment when venturing into new geographies, including conducting sample-based assessments and secondary data review.
3. Build internal and external technical capacity (30 %)
- Design capacity-building workshops on project monitoring and data use.
- Work regularly with partners and implementation teams (mentors, teachers etc.) on effective data usage with a view to build their long-term capacity.
- Conduct training/workshops to train partner organisations, mentors and other stakeholders on the creation or administration of assessment tools, data analysis, visualization, dissemination, and other technical aspects as necessary
4. Critically assess program M&E systems (10 %)
- Lead brainstorming meetings and group discussions with internal and external team members to evaluate existing M&E systems and diagnose gaps, with the support of Senior Manager, MME
- Pilot new monitoring tools and structures and conduct field visits to assess their effectiveness.
- Engage with other organisations to learn more about their M&E systems and the successes and challenges they face.
5. Support key research and learning studies (10 %)
- Liaise with external evaluators to understand and provide inputs for impact evaluations of different projects
- Support the design of pilot assessment and monitoring systems and field plans to implement learning activities on the ground
- Train and supervise teams/ enumerators on data collection
- Monitor pilot process and provide periodic reports
- Analyse, report, and disseminate pilot outcomes and implications / recommendations to government, partners, and internal teams
Required Qualifications, Skills, and Experience
- Bachelor’s degree with at least 3-4 years of work experience in monitoring & evaluation, implementation research or other relevant fields, or master’s degree with at least 2 years of relevant work experience.
- Strong quantitative data analysis skills with proven experience working with data software, including data collection, analysis, and visualization platforms. Advanced knowledge of Excel is essential.
- Excellent communication skills in Spanish and English, including writing, conversing, and presenting.
- Self-starter with an attitude to get the job done
- Strong interpersonal skills to work closely with government and nonprofit partners in cross-cultural settings
- Willingness to travel frequently and flexibly to low-and-middle-income countries in the region, including emergency areas. Occasional travel to countries outside LAC may be required.
- Passionate about improving children’s learning through excellent data use
Desired Qualifications, Skills, and Experience
- Experience working in the development and/or the education sector
- Knowledge of assessment development to measure student learning outcomes
- Prior knowledge of Power BI/ Tableau, STATA/R, Kobo Collect, Survey CTO, qualitative analysis
