Position:                     Monitoring and Evaluations Specialist, Europe and Eurasia

Reports to:                 Deputy Director, Europe and Eurasia  
 

Scope: CIPE is seeking a full-time, Tbilisi, Georgia-based Monitoring, Evaluation and Learning (MEL) Specialist to work with the CIPE Europe and Eurasia team to design data collection tools, implement MEL activities, conduct analysis of performance data and communicate results of project activities across the Europe and Eurasia portfolio.

Responsibilities:

  • Work in close collaboration with the Europe and Eurasia field-based and Washington, D.C.-based teams and supervisors to provide and oversee monitoring and evaluation support for projects in the Europe and Eurasia region.
  • Communicate with the CIPE Monitoring and Evaluation team to maintain continuous oversight of progress toward deliverables.
  • Collaborate with the CIPE Monitoring and Evaluation team to develop MEL plans, operationalize performance indicators and create data collection instruments.
  • In collaboration with CIPE and sub-grantee organization staff, contribute to the planning and implementation of MEL activities according to performance monitoring plans and agreed upon MEL tasks schedules.
  • Monitor project activities and grantee performance to ensure full compliance with objectives, final reporting requirements, and MEL plans in collaboration with local partner organizations and CIPE team members.
  • Provide support to the development and implementation of surveys, pre- and post-tests, focus groups and key informant interviews and other specialized evaluation activities, including coordination with sub-grantees, contractors, and consultants on collection and reporting of valid and reliable data.
  • Perform data cleaning, data coding and recoding, data processing, and other functions related to data analysis and maintaining large databases of MEL and indicator data.
  • Work with CIPE staff and partners to refine proposals, MEL plans, and project budgets.
  • Conduct spot-checks and site visits to ensure the adherence of partners, field enumerators, and other MEL vendors to data quality standards. Coordinate with independent evaluators where appropriate to facilitate access to data from CIPE partners and other stakeholders and support smooth MEL processes.
  • Contribute data and analysis to develop project reports, summaries, and assessments.  
  • Contribute insights from ongoing monitoring and evaluation research to team discussions of project strategy.
  • Input project MEL frameworks, indicators, and operationalize indicator tracking on CIPE’s MEL platform system (DevResults)
  • Train CIPE regional staff and local partners on MEL methods, tools, and reporting requirements and support partners in developing and strengthening their own MEL systems.
  • Facilitate internal communication and provide timely updates on contractor, consultant, and sub-grantee activities related to MEL.
  • Adhere to appropriate CIPE, NED, U.S. Department of State, other donor policies and procedures.
Qualifications:
  • Bachelor’s degree in International Relations, International Business, Economics, Public Policy, or similar other field required.
  • Master’s degree, or the equivalent experience, in International Relations, International Business, Economics, or Public Policy is preferred.
  • Minimum 7 years of international development experience required; minimum 5 years of experience in monitoring and evaluation for international development projects.
  • Experience with international development and topics consistent with CIPE’s mission, including democratic governance, organizational capacity building, business advocacy, entrepreneurship, and others.
  • Experience in implementing quantitative and qualitative data collection for MEL for international development programs.
  • Experience in conducting quantitative data analysis for MEL purposes using specialized software such as SPSS, Stata, R, etc.
  • Proficiency in written and spoken English and Russian.
  • Experience in and knowledge of monitoring and evaluation best practices.
  • Strong organizational, interpersonal, critical thinking and communication skills
  • Ability to work in a fast-paced, team environment, as well as independently with minimum supervision; ability to prioritize and handle multiple tasks.
  • Strong skills in MS Office, specifically MS Word, Excel, and Outlook (as well as Teams and SharePoint preferred).
  • Ability to travel to other locations across the Europe and Eurasia region at least one week per quarter.
