About the Position
The Monitoring, Evaluation and Learning (MEL) Officer will provide support, advice, and oversight on program-level monitoring, evaluation and learning to the program. This will include progressively implementing and updating the draft Monitoring, Evaluation and Learning Framework (MELF) for program, systematizing results frameworks for greater consistency, scaling up and refining Program monitoring systems to allow efficient tracking of program results to inform reflection processes and compliance with reporting requirements.
Key Functions
- Results monitoring – conduct and oversee data collection efforts, including baseline studies and gender analysis for each program project location; prepare quarterly monitoring reports and synthesize data at country or programmed level and contribute to annual reflection workshops, case studies and documentation of results.
- Training and Capacity Building – contribute to the development and finalization of the MEL Framework, indicator framework and data collection plan for the program and provide guidance, develop tools, templates and conduct staff training on key M&E concepts, data collection tools and processes.
- Evaluation and Learning – provide oversight of external mid-term and final evaluations; develop Terms of Reference for external evaluation and conduct desk studies, compile results data and synthesize information as requested.
- Draft MEAL reports and provide project updates, lessons learned and recommendations as necessary.
- Submit timely PM work reports monthly.
- Participate in seminars and training workshops which may be useful to the accomplishment of monitoring & evaluation activities and the attainment of the project’s objectives and in restitution workshops.
- Keep monitoring tools and files archived and secured.
- Regularly update the monitoring & evaluation tools & methodology considering the donors indicators, gender, disable persons, protection & Do No Harm approaches.
- Make regular reports to the team lead on the evolution of activities and specific tasks confided to him/her, problems encountered, and the quality of relations with beneficiaries.
- Bring to light any difficulty linked to his or her activities, to the programs of CIVIC or security concerns.
Requirements/Qualifications
- Degree in international development, economics, public administration, business, gender studies or a related field required.
- At least five years of experience in monitoring and evaluation, social science research or another relevant field
- Has five years’ experience in addressing gender equality and women’s empowerment in agriculture, livelihoods, or economic growth projects
- Demonstrated experience with quantitative and qualitative research methods, including surveys
and focus groups
- Exceptional verbal/written communication skills, including editing and proofreading. A focused, detail-oriented professional, who strives for near perfection, but remains flexible.
- Demonstrated ability to develop and maintain internal and external professional relationships.
- Always shows respect for a diverse constituency of staff and members.
