OCG presence in Amman Hub:

OCG has been developing its presence in Amman with a delocalized structure created to support the quality of our operations in the region and beyond. Its includes: 

  • The Operational Cell 5 directly managed by a Program Responsible, which current portfolio includes Iraq, Lebanon and Yemen.

  • The MESO (Middle East Support Office) directly managed by the Amman Head of Office E, that includes a Medical Team Leader, Lab, IPC, Nursing Care and AMR/Infectious Disease team, Humanitarian Affairs Advisor, Project Officer, Legal Advisor, Mobility Strategic Lead, Regional Technical Referent Energy and HVAC as well as operational and medical flying positions.

  • An intersectional Amman Mutualized Support Office (AMSO) for Finance/HR/Admin/Log/IT that supports both OCG, OCA and OCBA teams in Amman. The AMSO is managed by the Head of Resources and it’s under the direct management of OCA.

The purpose of OCG teams in Amman is to support MSF programs facing a growing complexity of intervention contexts in the Middle East and beyond. Other MSF structures present in Jordan include OCBA, OCP and OCA. Together, we aim to generate a strong dynamic in the Middle East, to better understand its challenges and problems, and gain a clearer picture of the medical and humanitarian issues that MSF needs to address.

 In Amman, the teams contribute to OCG Strategic Plan (SP) 2020-2025 by focusing on 3 main pillars:

  • Promote relevant humanitarian-medical-operational analysis, negotiation and advocacy initiatives in the region and beyond

  • Provide direct technical and operational support and ensure continuity of operations

  • Contribute to the development and well-being of MSF Global workforce

Functional reporting line to: Deputy Director General

The Amman Head of Office reports to the OCG Deputy DG in regards to:

  • Amman Office Organizational evolution

  • Amman Shared Support Office

  • Amman Protocol Office

  • Coordination with Director of Operations on operational and field assignments

Internal relationships: General Direction, OCG partners, OCG staff in Amman, OCG Department directors(Operations, Medical, Logistics, Finance, HR) in GVA, HRT, Jordan Steering Committee, other sections present in Jordan and in the region (UAE and Lebanon offices)

External relationships: Local Governments and authorities, national and international NGOs, UN and other international organizations, civil and military authorities, international donors, researchers, and academics.

SCOPE OF RESPONSIBILITIES – OBJECTIVES OF THE POSITION

The Head of Office reports directly to the Deputy Director General, cooperate with the Director of Operations and works in partnership with the other Directors and Head of Units to:

OCG Amman Office

  • Is responsible for the implementation of the OCG Strategic Plan in Amman (i.e. Planetary Health, DEI).

  • Proposes and develops a multi-year plan for the OCG Amman Office and is responsible to translate the OCG vision into a multi-year Amman work plan.

  • Is responsible for the management of all resources allocated to the OCG Amman Office, the preparation of budgets and their follow up (budget holder for OCG in Amman), in collaboration with the Amman Support Office.

  • Monitoring and evaluation of the work plan and allocated resources ensuring continued relevance.

  • Is part of the Amman Support Office team, ensuring the smooth collaboration and the support for the OCG team in Amman.

  • Represents OCG in the Amman Steering Committee and intersectional HCA committee in Amman.

  • Coordinates with the other sections (in Jordan and in the region) possibilities for mutualization, the development of synergies.

  • Internally and externally represents OCG in Amman with other stakeholders in the region to advance MSF interests and objectives.

 

OCG Teams in Amman

  • Ensures alignment with Amman Security Focal Point for OCG staff in Amman

  • Act as Team Leader for OCG staff based in Amman, ensuring good Team dynamics, building strong connections among the different departments and the link with other sections present.

 

OCG Middle East Support Office

  • Linked to the development of OCG Amman Work Plan, develops and implements the setup and activities of the MESO, in collaboration with the OCG Departments, cells and missions.

  • Responsible for the management of the MESO team (the scope of management responsibility to be agreed with the respective director in Geneva).

  • Coordinates the planning of the MESO team based on the operational needs of the missions.

  • Linked to the OCG operations, and in collaboration with other MSF entities, develops a network in Amman, engages with external stakeholders, proposing partnerships for operational benefits.

RESPONSIBILITIES, TASKS AND DUTIES

1. OCG Amman Office

Strategic vision and Organizational evolution

  • Is part of the Amman Steering Committee tasked to develop the Amman vision and ensure mutualization of resources, intersectional dynamic and regional representation

  • Ensure that the activities, priorities and development of OCG Amman office remain aligned to the OCG Strategic Plan and relevant to the operational needs of OCG in the region and beyond

  • Ensures active coordination with other OCG delocalized offices to gathered lessons learnt and discuss potential synergies

Resources management and planning

  • Leads the strategic phases of the plan of Action cycle for Amman office (MESO, Cell 5 etc.) and present it to the HQ Commissions

  • Prepares, manages and monitors the OCG Amman budgets for the MESO, Cell 5 and Amman Office (in collaboration with the Support Office and OCG departments directors)

  • Ensure appropriate allocation of resources (HR, Finance, Logistic etc.) for the good functioning of OCG Amman Office

Representation and Networking

  • Develops and maintains relationships with other humanitarian organizations, Jordanian authorities, diplomatic missions, academic institutions and experts

  • Identify collaboration opportunities with external partners in Amman for operational benefits

  • Maintain and expand a network of regional analysts to (a) gain an outside-MSF perspective of contextual developments and (b) be ready to engage  for expertise requested by mission

Intersectional Collaboration

  • Represents OCG in intersectional discussions regarding possibilities for intersectional collaboration and optimization of resources

Amman Mutualized Support Office (HR/Admin, Finance, Log/IT/Supply, Staff Health, L&D)

  • Participates in strategic discussions regarding the objective, set-up and development of the shared Amman Mutualized Support Office (AMSO)

  • Represents OCG interests and ensures that the procedures, protocols, strategies and policies agreed with other sections reflect OCG needs in Amman

  • Proposes and validates resources and budgets to ensure appropriate cost-sharing agreement with the other OCs involved

  • Is responsible for OCG equipment, supplies and stock in Amman and ensure that the AMSO management of resources is appropriate

Host-Country Agreement (HCA) and Protocol Office

  • Is a member of MSF Intersectional HCA Committee in Jordan

  • Participates in the Committee meetings representing OCG and ensuring smooth decisions-making in collaboration with the other Board members

  • Works constructively to ensure full implementation of the HCA and its governance to guarantee a solid MSF presence in Jordan

2. OCG Teams in Amman

Security management

  • Update the Security Memo for Jordan

  • Ensure coherence of security management with the other OCs presents in Jordan and enforce ISA

  • Inform staff about possible risks and threats

  • Informs the DirOP on any significant evolution of the context, risks, threats and incidents

  • Is available to be developed as a member of CIMT during critical incidents

  • Makes sure an effective crisis management capacity exists (team & infrastructure) and can be mobilized at any time in Amman

3. OCG Middle East Support Office

Strategy, planning and resources

  • Leads all strategic phases of the MESO Plan of Action participates in key strategic operational moments

  • Actively contribute to the reflection and critical analysis on medical and humanitarian challenges, stakes and practices in order to identify potential new areas of work/dossiers to develop, in collaboration with the Directorate of Operations and relevant counterparts/colleagues

  • Manage the MESO team (Recruits, manages and supports, set and review objectives and work plans with team members, guides their interaction with the respective departments, Cells and Missions supported in order to achieve MESO objectives and individual work-plans)

Operational support

  • Participates in strategic discussion within the Ops Department and with the relevant Cells during the Plan of Action cycles to ensure the best possible support for the missions

  • Is available to support the ops teams in regular programs & emergency response in terms of strategy definition, specific tools development, ops support, M&E, context analysis, inductions, mentoring and training facilitation, etc.

  • Undertake field deployments in operational management position for regular & emergency interventions

Thematic work

  • Contribute to OCG analytical work pursuing specific areas of work of relevance for the missions via lessons learnt studies, capitalizations, desks reviews etc. Themes are identified jointly with Ops management and developed further

  • Lead, in collaboration with the L&D, the development of various learning and experience sharing events



PROFESSIONAL REQUIREMENTS

Education

  • Advanced university degree on human sciences or international relations (Masters in Public Health, Public Policy, International Relations or related field)

Experience

  • Significant operational experience in the humanitarian field, preferably in the MENA region.

  • Senior leadership and management experience at a strategic level (minimum 5 years)

  • Strong interpersonal skills and capacity to build constructing working relation with individual not managed – e.i. HoMs, MedCos (required)

  • Ability to think strategically, proven ability to contribute to strategic vision

  • Strong experience in negotiations, influencing, advocacy

Language

  • Fluency in written and spoken English

  • Arabic or another languages are an asset

CONDITIONS

  • Expected starting date: 10th June 2025

  • Location: based in Amman (Jordan)

  • Contract type: Jordanian Contract, 2 years, possible extension of maximum 4 years (mandated)
