Job purpose

The Officer, People and Culture, supports the effective delivery of People & Culture services by ensuring accurate HR administration, employee data integrity, temporary staff management, onboarding coordination, reporting, and compliance tracking. The role ensures that P&C processes are timely, well-documented, and aligned with organizational standards.

Duties and responsibilities

1. HR Operations & Records Management

  • Maintain accurate and up-to-date employee records in BambooHR, including onboarding data, contract changes, promotions, transfers, and exits.
  • Track contract renewals and proactively notify managers at least 30 days before expiry.
  • Support HMO registration and benefits administration.

 

2. Temporary & Casual Staff Administration

  • Administer contracts, onboarding documentation, and payment processing for temporary and casual staff across programme states.
  • Maintain and update the casual staff pool tracker, ensuring documentation validity and workforce availability tracking.
  • Ensure timely processing of temporary staff payments and minimize payroll corrections.

 

3. Recruitment & Onboarding Coordination

  • Coordinate recruitment logistics, including interview scheduling and candidate communication.
  • Support onboarding readiness (system access requests, workstation coordination, documentation tracking).

 

4. Offboarding & Employee Lifecycle Administration

  • Coordinate offboarding processes, including exit documentation, clearance forms, system deactivation, and exit interviews.
  • Maintain accurate employee lifecycle trackers (joiners, exits, promotions, contract changes).

 

5. HR Reporting & Systems Administration

  • Generate monthly HR dashboards and workforce reports (headcount, turnover, contract expiry, time-to-hire, leave balances, etc.).
  • Review permanent staff timesheets in Intacct monthly to ensure accuracy, completeness, and timely submission, and follow up on discrepancies or late entries.

 

6. Staff Engagement & Culture Support

  • Coordinate logistics and execution of staff engagement initiatives.
  • Maintain the staff engagement calendar and support proactive planning.
  • Serve as a first point of contact for routine HR policy inquiries and escalate complex employee relations matters appropriately.

 

Key performance Indicators

  1. HR Data Accuracy: Maintain 100% up-to-date employee records in BambooHR, with all contract changes, promotions, and exits updated within 3 working days.
  2. Contract Renewal Management: Ensure 100% of contract renewals are initiated at least 30 days before expiry and processed to completion before the contract end date
  3. Temporary Staff Payment Processing: Ensure 100% accurate and complete processing of temporary staff payroll, with all validated timesheets submitted and payments finalized on or before the last working day of each month
  4. Onboarding Completion & Readiness: Ensure 100% completion of onboarding documentation and system readiness before resumption.
  5. Offboarding Compliance: Ensure 100% clearance completion before final payroll processing for exiting staff.
  6. Monthly HR Reporting: Produce accurate HR dashboard and workforce reports by the 5th working day of each month.

 

  • Bachelor’s degree in Human Resources, Business Administration, Social Sciences, or a related field.
  • 1–3 years of relevant experience in a Human Resources or People & Culture function.
  • Strong computer skills, including proficiency in Microsoft Office Suite (particularly Excel), HR Information Systems (e.g., BambooHR), and demonstrated experience in database management and record-keeping.
  • Exceptional attention to detail with demonstrated ability to maintain high levels of data accuracy and documentation integrity.
  • Excellent verbal and written communication skills.
  • Ability to multitask, prioritize effectively, and manage competing deadlines in a fast-paced environment.
  • Demonstrated ability to work collaboratively as part of a team while managing assigned responsibilities independently.
