The Trócaire works through local partners and focuses on delivering an integrated humanitarian response that includes the provision of basic, food security, livelihood, and protection assistance and strengthening social cohesion within local communities. As a partnership agency, Trócaire works with a portfolio of local partner organisations to strengthen their capacities to deliver humanitarian assistance in a way that ensures compliance with international standards.
We are recruiting a Partnership & Advocacy Coordinator to support our work with partners in the region. The role will report to the Partnerships Program Manager (PPM). The role is based in Beirut with travel in the region, and to partner/project locations.
Advocacy Support & Coordination:
- Support partners in the planning and implementation of advocacy initiatives, ensuring alignment with programme priorities and evidence generated through project activities and desk reviews.
- Provide technical support to partners on advocacy approaches, including stakeholder mapping, influencing strategies, messaging, and advocacy action plans and strategies.
- Support the design and development of advocacy-related components, including contributing to Theories of Change, advocacy frameworks, and strategic approaches.
- Contribute to the development and review of research Terms of Reference (ToRs), and support the monitoring, review, and feedback processes related to partner-led research and advocacy outputs.
- Support the development of advocacy outputs and engagement activities, including briefs, presentations, talking points, as well as other communication material and event content, drawing on programme learning and research.
- Track and document advocacy activities, including key outcomes, learning, successes and challenges in the aim of identifying capacity strengthening needs and documenting outcomes for future advocacy use.
Project Management Support & Coordination:
- Support programme and project coordination across Trócaire’s partnership portfolio in Lebanon and Syria
- Coordinate follow up with partners on agreed workplans, deliverables, timelines and implementation progress.
- Take ownership of specific project components or workstreams, ensuring timely and quality delivery.
- Support donor reporting processes, including coordination with partners on narrative inputs, tracking of deliverables, and consolidation of information.
- Contribute to proposal development and programme design processes, particularly for advocacy and capacity strengthening interventions.
- Identify and flag implementation operational or programmatic risks or delays and support in addressing them in coordination with Programme Managers.
Localisation, Capacity Strengthening & Partnerships:
- Support localization and coordination efforts, identifying opportunities for joint advocacy, shared learning, and collective engagement with partners and external stakeholders.
- Lead and support partners with organizational capacity assessments (PCAS) for technical and organizational capacities as well as the development of action plans with identified priorities.
- Collaborate with colleagues: Programme Managers, Trócaire Global Advisors, and partners to implement the designed capacity strengthening actions and budgeted plans.
- Organize trainings and workshops, review ToRs, provide coaching and mentoring, and review capacity strengthening materials.
- Coordinate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team for effective monitoring and evaluation of the partnership and capacity strengthening work and impact.
- Any other duties as requested by the Line Manager or Trócaire Country Office Senior Management.

Qualification:
Third level qualification in business, human resources, social sciences, law, political sciences, development studies or related field of study.
Experience:
- Minimum of 3-5 years’ experience working in advocacy and partnerships within development and humanitarian programmes, preferably in the Middle East region.
- Experience working on the humanitarian crisis and/or humanitarian advocacy in Lebanon / Syria and solid knowledge of the context
- Project cycle management using results frameworks and/ or logical frameworks.
- Exposure to or involvement in advocacy or policy influence, preferably in humanitarian setting and in collaboration with civil society organisations.
- Experience of implementing capacity strengthening actions of local civil society organisations
- Experience of organisational development and systems strengthening
- Experience working through the partnership approach with civil society partners and good understanding of partnership principles.
- Experience of working with, and a demonstrated understanding of, humanitarian standards and principles of good practice
- Experience of developing training materials and facilitating training to a range of audiences, and experience in mentoring and providing coaching to partner staff.
- Project cycle management using results frameworks and/ or logical frameworks.
- Experience supporting or coordinating project implementation, including tracking activities and working with partners on delivery.
Skills:
